Bluehawk is seeking five senior level Intelligence Planners who shall perform work at designated government-owned factilities at USINDOPACOM HQ Camp H.M. Smith; USINDOPACOM JIOC, Joint Base Pearl Harbor-Hickam, HI; and other military locations on the island of Oahu, HI. Locations also may include OCONUS & CONUS U.S. Government Controlled Facilities within the USINDOPACOM’s Area of Responsibility (AOR) or their Joint Detachment (JDET) Offices in Denver, CO; Minneapolis, MN; or Ft. Worth, TX.Primary work location is Pearl Harbor, Hawaii, however government will determine based on mission requirements.Employs intelligence expertise and knowledge to assist in the integration of Defense and National intelligence support capabilities, including collection, analytic and targeting activities, into overarching operational planning functions and efforts across the DoD. Mission areas for Intelligence Planner assistance include, but not limited to, development of campaign plans, deliberate planning, crisis management, and time sensitive planning in accordance with the Joint Planning Process (JPP) and Adaptive Planning and Execution (APEX). Additionally, planners assist with red teaming, and intelligence operations supportability estimates within APEX and JPP.Contractor will maintain professional and productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies, as appropriate, and use these relationships to advance IP activities in support of JPP.Contractor shall coordinate and integrate all available Defense Intelligence capabilities to meet CCDR intelligence requirements. Ensuring prioritized intelligence support is aligned with CCDR objectives for each phase of the operation.Contractor shall implement the IP process to identify Defense Intelligence knowledge gaps and intelligence capability shortfalls and develops mitigation strategies where possible. Identified knowledge gaps and capability shortfalls will inform a variety of processes and products to inform the Joint Strategic Planning System (JSPS) and, in collaboration with the Office of the Director of National Intelligence (ODNI), the development of Unifying Intelligence Strategies (UIS).Contractor personnel will coordinate and collaborate with USINDOPACOM Intelligence Analytic and Collections Division staff to evaluate and assess capabilities necessary to satisfy identified production and collection requirements. Specific emphasis will be placed on planning intelligence operations necessary to guide employment of GEO INT, MASINT, SIGINT. HUMINT, CI and other intelligence disciplines to satisfy identified analytic and collection shortfalls.Contractor will assist with IP Boards, Centers, Cells, Working Groups (B2C2WGs) and other prescribed planning venues to inform global integration of Defense Intelligence through Joint Staff (JS) J2, as appropriate.Contractor will conduct and provide an assessment of intelligence capabilities of assigned, allocated, and apportioned forces with the goal of identifying knowledge gaps and capability shortfalls to inform global force management mechanisms, and request the development, staffing, and production ofNISPs through the JS J-2.Contractor will ensure IP levels of effort and required products mirror the level of detail and purpose of the plan they support.Contractor will participate in IP exchanges with foreign or lC partners as directed.Contractor shall maintain Situational Awareness (SA) of the global situation and identifying current or anticipated threats to national security. SA fac ilitates the analysis of events and revisions to relevant intelligence assessments and estimates used to support deliberate or crisis action planning.Contractor will translates strategic guidance and direction into campaign plans, contingency plans, and orders. IP support to APEX/JPP may be based on tasks specified in the National Security Strategy (NSS), National Defense Strategy (NDS), SECDEF Contingency Planning Guidance (CPG), Chairman Joint Strategic Campaign Plans (JSCP), or Theater guidance for a military response to an unforeseen event, emergency, or time sensitive crisis; or as identified through SA.Contractor shall plan and direct execution of plans when the President or SECDEF decides to use a military option to resolve a crisis. When directed by the President or Secretary of Defense IP team will facilitate execution of the NISP and supp011 development of the Chairman or CCDR execute order (EX ORD) process. During execution, the IP team will direct assessments of the NISP and CCMD Annex B towards the achievement of operational objectives and make decisions regarding the allocation ofresources or the conduct of operations to ensure the mission remains focused on the end state, or phase criteria when appropriate.Contractor will prepare IP products IA W relevant JPP, JIP, and IP issuances, and when appropriate utilizing the Adaptive Planning and Execution (APEX) prescribed formats and guidance.Contractor will plan, prepare, and when directed facilitate execution oflP B2C2WGs (e.g. Intelligence Planning Team, Intelligence Planning Group, Intelligence Executive Steering Boards) to include providing executive level written and oral summaries of each venue.Contractor will support IP Line of Effort (LOE) # l (integrate strategic intelligence to JPP), and IP LOE #2 (plan intelligence operations). To facilitate IP LOEs contractor shall support federated intelligence support through prescribed taking mechanisms (COLISEUM, TMS, JSAP, and etc.)Contractor shall orchestrate the command' s JIPOE effort to provide a baseline assessment of the operational environment, adversary capabilities. centers of gravity, vulnerabilities, and estimated adversary COAs. Contractor will coordinate/collaborate with CCMD JIOCs to evaluate relevant databases and intelligence holdings to identify gaps relevant to the planning effort under consideration. This includes the status of targeting information.Contractor shall coordinate with the USINDOPACOM Red Team to review IP products that result from the CCMD's JIPOE process as well as other externally generated intelligence products in order to offer alternative assessments.Contractor will contribute to the overall plan design and nominate operational objectives, desired effects, and other mission success criteria. In nominating mission success criteria, contractor will also advocate for the adoption of measurable and achievable objectives while considering how intelligence capabilities might be employed to assess them and inform readiness to achieve prescribed intelligence battle tasks.Contractor will plan, prepare, execute and facilitate CCMD intelligence planners Intelligence Planning Teams (IPT), or similar community of interest. with All-source analysts, target intelligence analysts, and collection managers as its core members. Contractors will recommend auxiliary IPT members attend based on IPT topics/agendas and coordinate their attendance. Auxiliary members include Intelligence systems architects, single source analysts, and representatives from CSAs, Service components, and the Joint Reconnaissance Center (JRC).Through the IPT, Contractor will develop an IP timeline that is synchronized with the command' s JPP timeline. Contractor will ensure to highlight specific IP inputs and examples in this timeline to ensures tailored JIPOE products, the Intelligence Estimate, and the J-2 Staff Estimate are developed to meet the CCMD B2C2WG planning requirements. Contractor will incorporate IPT outputs into prescribed IP annexes and appendices.Contractors shall generate the J-2 Staff Estimate through integrated IP efforts and analyze intelligence capabilities under COCOM authority available to support the execution of the plan. For contingency plans, this may include assigned and apportioned forces. For ongoing operations and steady-state campaign plans this may include assigned and allocated forces.Planning Conference/Working Group/Exercise Support Contractor shall support and participate in intelligence planning conferences, exercises planning and execution, and working groups to USINDOPACOM JIP/JPP efforts. Responsibilities may require foreign travel on a periodic basis in order to assist with intelligence planning efforts for real-world or exercise support.Contractor will manage Command intelligence planning goals and objectives as part of the Defense Readiness Review System (DRRS). Incorporate organizational input on planning activities in order to provide quarterly Combatant Command (CCMD) readiness data.Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.Demonstrates ability to work independently and with minimal oversight.Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.Desired ExperienceMinimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 yearsDesired EducationUpper graduate certification in Master of Science of Strategic Intelligence (MSSI) from National Intelligence University (NIU) or equivalent service school Joint Professional Military Education (JPME) level 1 and 2 certification is highly desired.Advanced warfighting schools are highly desired (JAWS, SAMS, MAWS, and SAASS).Joint Intelligence Planner Tier 1 certification is highly desired.Bluehawk, LLC. is an Equal Opportunity/Affirmative Action EmployerEOE Minority/Female/Disabled/Veteran/Sexual Orientation/Gender Identity
