JDL Recruitment are delighted to be partnering with a growing Data Centre Developer who are looking for Project Company General Manager to join the company in Riyadh, Saudi Arabia. Role OverviewThe Project Company General Manager is responsible for overseeing the end-to-end management and operations of the project company. This role ensures the oversight of the Data Centre construction and subsequent operations within the agreed safety standards, budget, timeline, and quality, while managing and optimizing resources mitigating risks to maximize value and manage the project profitably in accordance with the business plan approved by the shareholders.

The General Manager will provide strategic leadership, foster strong stakeholder relationships with all key stakeholders (government, regulators, customers, contractors, lenders etc), and ensure full compliance with all regulatory and contractual obligations.

ResponsibilitiesHealth, Safety, Quality & Environment Direct the compliance of relevant quality, health, safety and environmental management policies, procedures and controls for employee safety, legislative compliance, delivery of high quality products/service Oversee and direct the corporate social responsibility initiatives and projects as planned, ensuring maximum positive impact on the society and compliance with the social obligations agreed with the authoritiesStrategy definition and business plan Build the strategy and objectives for the Project Company in alignment with the investment base case and translate into a 5 year business planDevelop value creation plans and initiatives to optimize the asset’s performance and maximize returns Construction Period Assistance Participate in project review meetings between development team and delivery team Ensure transition of relationships with different stakeholders from development team to the project team including full handover of documents and underlaying base case hypothesis for investmentProvide support to the Delivery/Construction function to help deliver the project safely, within budget, schedule and quality Assist the Delivery function in managing the regulator, authorities, government, local contractors as well as provide assistance to obtain the permits and consents required to build the project Assist in managing the shareholders and lenders and update the stakeholders of the progress of the project against the financial model Help resolve the potential risks that might affect the proper functioning and timely completion of the project Operations Management Ensure proper handover from construction team to O&M entity as well as follow through on warranty items Effectively solve differences of opinion, issues and conflicts with the O&M operator and escalate as neededMonitor the performance of the O&M contractor and ensure compliance with its termsCustomer management and salesEstablish strong relationships with local/regional management of Hyperscalers and ensure their needs are properly looked after Work closely with in-country and corporate sales organization to ensure that the colocation sales cover the remaining capacity of the data centerEnsure that the datacenter sales contracts are at the best price to ensure better than investment case returns Manage the intricate balance between Contract Management Monitor the effective execution of all the contracts, including financing, offtake, EPC, O&M.

, to ensure compliance with the agreed terms Validate contractual amendments raised by a party and steer discussions with the related stakeholders to ensure mutual agreement on the request and timely update of contractGuide and support the contract management function and the legal team to follow up on all contract issues and legal casesStakeholders and Company Board management Develop and maintain effective business relationships with all relevant entities and partners (such as Regulatory Authorities, Ministries, Investors, Off-takers, Business Partners, Equipment providers, Board, other shareholders of the company)Lead and manage the Board meetings as well as keep shareholders updated to ensure satisfaction of their expectations of performance of the project Budget, Financial and Risk Management, and ReportingElaborate the annual budget for the Project Company (capex / opex / KPIs) to be submitted to the BoardTrack the deviations from expected budget and investment base case and monitor financial performance versus the budget Ensure timely financial reporting and comparison of anticipated costs/revenues, areas of unsatisfactory performance and potential areas of value enhancement and cost reductionEnsure project company compliance with applicable laws and regulatory requirements and debt covenantsEstablish and validate the risk mitigation strategies to ensure protection against any breach / non-compliance of contractual terms or legislative regulationsOrganization, leadership and management of key resources Establish the Project Company organization and determine the required profiles, staffing, job descriptions and KPI’s Recruit and nominate key resources in the Project Company Lead and manage key resources objective setting, development and motivation, feedback and appraisal to maximize performance and talent developmentDevelop and implement strategic plans that align project goals with Data Volt’s objectives, ensuring effective execution, operational efficiency, and long-term sustainability.

Establish and maintain strong relationships with Board members, employees, contractors, officials, regulatory agencies, and external partners to facilitate seamless project execution and alignment with key stakeholders’ expectations. Develop and implement short- and long-term financial strategies in line with the Board’s guidance, while managing the budget and providing regular reports on financial performance and capital project needs. Partner with the Strategic Design and Delivery Services team and support them in the successful construction and delivery of the project, ensuring compliance with financial, operational, construction, and employment-related regulations.

Identify and mitigate potential risks to ensure project success and sustainability, while ensuring full adherence to all applicable laws, regulations, and codes in coordination with regulatory agencies. Ensure effective oversight of daily operations, holding teams accountable for resource optimization, adherence to safety and environmental standards, and overall operational excellence. Oversee the selection, training, and performance management of staff, fostering a collaborative, high-performing work environment. Represent the Project Company at industry and other relevant events. Requirements: Bachelor’s degree in Engineering, Business Administration, or a related field (Master’s preferred).

Minimum of 15 years in digital infrastructure, utilities, or related industries, including 8+ years in leadership roles encompassing project management, financial oversight, and regulatory compliance. Strong leadership, communication, and stakeholder management skills. Proven experience in developing and implementing strategic plans. Proficiency in financial management, budgeting, and regulatory compliance. Ability to work in both office and field environments. Willingness to travel as needed. Readiness to reside within a reasonable distance from the project site to ensure physical presence during critical events
