JOB SUMMARY: The People & Culture (P&C) Administrator provides essential administrative and operational support to the P&C department in a unionized public-sector environment.
This role serves as the first point of contact for P&C related inquiries and is responsible for managing key communications, employee documentation, and records management tasks in alignment with organizational policies and union collective bargaining agreements (CBAs). This role also supports various compliance, auditing, facilitating employee transitions including onboarding and offboarding functions, maintaining P&C employee files, and supporting ongoing digitization processes, while ensuring that sensitive employee information is handled with discretion.
% of RoleEssential Functions60%Departmental & Administrative SupportMonitor and manage the centralized HR email inbox, ensuring timely responses and appropriate routingServe as the first point of contact for internal staff and external agencies regarding general HR inquiries while maintaining confidentiality and complianceProcess and respond to Verification of Employment (VoE) requests in alignment with internal policiesReview and receive incoming subpoenas and legal requests involving employee records, coordinating with Legal as neededAssist with EDD claims such as unemployment, short term disability, and filing worker’s comp claimsRespond to and process Public Service Loan Forgiveness (PSLF) forms according to federal guidelines and organizational policiesSupport data entry for new hires and position changesAssist with new hire onboarding eventsReceive and sort all packages, maintain accurate records of packages received and claimed, notify recipients of pick-ups; ensure deliveries are claimed within reasonable amount of time (max 24 hours)Manage the Anita Mae Rosenstein Campus (AMRC) mail roomReview and receive subpoena deliveries and process accordinglyPrepare and distribute Separation of Employment notices and send required termination documentsPerform other duties as assigned30%Records Management & DigitizationScan, organize, and electronically file HR documents with accurate indexing and categorizationLead the department’s digitization project, converting paper files to digital and ensuring compliant disposal of physical records Maintain and update the HR file storage log for both physical and digital filesPull, return, and organize files for audits, reviews, and union-related mattersSupport digital file clean-up and reorganization efforts to ensure accuracy and completeness of employee recordsRetrieve, compile, and provide access to personnel and medical files as requested for HR, Legal, audits, or investigationsRequest, receive, and track terminated employee files from offsite storage, maintaining a secure and up-to-date log10%Reporting and System SupportGenerate and run routine and ad hoc reports using HRIS or other designated systemsSupport consistent People & Culture practices in alignment with labor agreements (CBA’s) and organizational values of equity and transparency0%Management Responsibilities (Budgetary & Direct Supervisory) (If none, indicate 0%)Required QualificationsMinimum 3 years’ relevant experience in a human resources administrative support roleExperience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ peopleA passion for the Center’s work and its mission to make the world a better place for LGBTQ peopleMinimum 3 years’ experience with HRIS and LMS Proficiency with Microsoft Office Suite; advanced Excel skillsStrong communication, interpersonal, and organizational skills, with an ability to prioritize and multi-taskStrong customer service orientation to all internal and external interactions including but not limited to HR staff as well as Center managers, supervisors, employees, visitors, and vendorsDemonstrated success adapting to a fluid, fast-paced business environment while managing multiple projects concurrently and demonstrating a sense of urgency and results orientationStrong, proactive problem-solving abilities and inquisitive natureAccess to reliable transportation Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environmentStrong time-management skills with a high level of attention to detail and accuracyAbility to handle confidential and sensitive information with discretion and professionalismCommitment to equity, public service, and supporting a positive and compliant work environmentPreferred QualificationsBilingual skills (English/Spanish fluency preferred)A bachelor’s degree in human resources or business administrationHuman Resources experience within a non-profit and union environment is highly desirableThe Los Angeles LGBT Center is an Equal Opportunity Employer and is committed to fostering diversity within its staff.
