Job PurposeTo lead and institutionalize contract management processes to maximize value creation, ensure compliance, and streamline contract-related activities. The role oversees contract authoring, enablement, administration, and performance management while aligning with PRefChem’s contracting strategies. Additionally, this position directs expediting and logistics activities to ensure timely and quality delivery of procurement materials required for plant operations.Job Dimensions/Scope of Role:Operational Coverage:Operational Coverage: Full contract lifecycle management (authoring, administration, performance management, dispute resolution).Procurement contract categories: Chemicals, Materials & Services, and General Expenses.Expediting and logistics oversight for plant operations and maintenance.Key Accountabilities1.Contract Authoring & EnablementLead collaboration with sourcing team (e.g. strategic, operational, Turnaround) to layout contract authoring guidelines, part of contracting strategy . Responsible for vetting and approval of relevant contract clauses by Finance/Legal/HRMonitoring updating of contracts in the system, distribution of contracts to relevant stakeholders for contract enablement.Ensure maintenance of repository of contracts to make it readily available for any references, compliance tracking, managing disputes etc.2.Contract AdministrationOverall monitoring of post award contract administration activities with user departments (agreement documents, invoice verifications, change orders, LAD, EOT, BG, Insurance & completion certificate) to ensure smooth, uninterrupted execution of provision of the contract. Direct and oversee the overall contract management inclusive of changes to contracts, contract novation, dispute management and contract termination & suspension. Manage and monitor the compliance assurance plans to ensure transparency and integrity in procurement activities through continuous performance management and adoption of good governance practices as per PRefChem Procurement Manual. 3.Contract Performance ManagementEstablish and lead regular review of vendor performance by consolidating annual vendor performance management, conducting vendor audits, engage and to solicit feedback from stakeholders and analyze vendor performance evaluation report. Lead the address of vendor poor performance in an appropriate and timely manner so as business activities are not affected. Define Contract KPIs and align with the Procurement Division’s deliverables Lead contract improvement initiatives and monitor progress. Provide inputs for upgrade of process/tools/methodology per best practices and enable continuous improvement of business operations.4.Expediting and LogisticsLead the expediting and logistics team to ensure that operation, maintenance and other user departments have the supplies and inventory. Overall coordination of the communication with suppliers about the status of supplies, problem-solving to reduce the impact of late shipments and expediting reporting and tracking.5.Stakeholders ManagementManage internal interface with proponent and other stakeholders i.e. Legal, Finance on contractual matters and provide advice based on PRefChem Procurement Manual (policies and procedures) to facilitate the formulate recommendations on contractual non-compliance for the PRefChem Management decision. 6.HSE ComplianceExemplifies a commitment to prioritizing safety and adhering rigorously to OSHA rules and regulations. Must adhere to all company policies, procedures, and regulations related to Health, Safety, Security, and Environment (HSSE) in the workplace. Technical CompetenciesContract Lifecycle Management — Draft, review, negotiate, and finalize contracts to align with business objectives. Ensure compliance with legal, financial, and regulatory requirements. Manage amendments, renewals, and close-out activities effectively.Procurement & Sourcing Strategy — Develop sourcing strategies that optimize cost, quality, and timeliness. Conduct supplier evaluations, tenders, and negotiations. Ensure alignment with company procurement policies and governance.Vendor Performance Management — Establish KPIs and performance monitoring frameworks for suppliers. Conduct audits and manage underperforming vendors promptly. Drive continuous improvement and maintain strong supplier relationships.Risk & Compliance Management — Identify and assess risks in contracts and procurement activities. Implement compliance assurance plans per company and industry standards. Mitigate disputes and resolve compliance issues in a timely manner.Expediting & Logistics Coordination — Oversee timely delivery of materials for plant operations and maintenance. Coordinate with suppliers on delivery schedules and resolve shipment issues. Maintain tracking and reporting systems to ensure supply visibility.Financial & Commercial Acumen — Manage OPEX and CAPEX budgets related to procurement contracts. Evaluate cost structures, pricing models, and financial risks. Provide insights on commercial terms to maximize value creation.Qualifications, Experience, Knowledge & Skills1.QualificationsBachelor’s degree in Engineering, Commerce, Business Administration, or a related field.Master’s degree (MBA or equivalent) is an advantage.2.ExperienceMinimum 15 years of experience in Contract Management and Procurement, preferably in the Oil & Gas, Petrochemical, or Energy sector.Proven track record in managing large and complex contracts across categories such as Chemicals, Materials & Services, and General Expenses.Hands-on experience in post-award contract administration, vendor performance management, expediting, and logistics.Exposure to multinational, joint-venture, or large-scale industrial environments.Demonstrated experience in leading teams and managing stakeholders across multiple functions.3.Knowledge Strong understanding of contract law, commercial terms, and procurement governance.In-depth knowledge of end-to-end contract lifecycle management, including authoring, negotiation, compliance, dispute resolution, and termination.Familiarity with supply chain management practices, risk management, and cost optimization strategies.Knowledge of ERP systems (SAP, Oracle, or equivalent) and procurement IT tools.Awareness of industry standards, regulatory requirements, and best practices in Oil & Gas contracting and procurement.4.SkillsStrong communication and interpersonal skillsExcellent negotiation and influencing abilitiesEffective stakeholder management skillsStrong planning, organizational, and time management skillsAbility to manage multiple priorities and deadlines under pressureProficiency in contract drafting, review, and interpretationHigh adaptability to market volatility and changing operational requirementsWork ConditionPhysical Demand — Primarily office-based for data analysis, reporting, and coordination with teams. Extended periods of computer usage for contract drafting, data analysis, and reporting.Occasional long working hours during contract negotiations, project deadlines, or turnaround periods.Some travel required to supplier sites, regulatory agencies, or project locations.Work Environment — Work is performed in laboratory, office, and production plant environments. Must comply with Health, Safety, Security, and Environment (HSSE) guidelines, including wearing personal protective equipment (PPE) in production areas.Frequent interaction with cross-functional teams (Procurement, Legal, Finance, Operations).Occasional visits to industrial plant sites, warehouses, or logistics facilities (requiring compliance with HSE standards, PPE usage, and safety protocols).Standard office working hours with potential for extended hours during critical audits, product trials, or production issues.
