Palladium has been selected as the implementing partner to lead delivery of A4A in close collaboration with a network of partners.The overarching goal for this five-year AUD35 million investment is for Vietnam to scale up climate adaptation in the Mekong Delta. Aus4Adaptation aims to foster partnerships between government, private sector, and communities to demonstrate and replicate inclusive adaptation solutions.About the Position:Palladium is seeking a Monitoring, Evaluation and Learning (MEL) Lead to provide MEL strategy, collaboration and knowledge exchange across all A4A activities. The program needs to effectively assess and report on delivery performance, development and climate impact, adjusts strategy and approach in response to lessons and other performance feedback. The MEL Lead will oversee the development and implementation of the MEL Framework and ensure MEL activities provide accurate and timely data and qualitative insights on the program’s impact and learning insights.The MEL Lead will play a critical senior role, working in close collaboration with the technical team, communications and the Knowledge Hub in Can Tho. The role includes leading on project and program level data collection, evaluation and analysis and reporting for internal and external audiences.Primary Responsibilities: Lead the MEL framework setup and planning process across stakeholders and partners, to adapt and improve the MEL plan annually or as needed, including baseline data collection, indicator target setting, and ensuring gender and disability status disaggregation of data.Coordinate and implement the A4A MEL Framework, working closely with the A4A team, implementation partners and DFAT.Coordinate the collection and quality assurance of quantitative and qualitative data at the individual project and whole of program levels.Oversee all program performance monitoring activities and systems, including necessary data management and visualisation, to collect, store, manage, analyse and report M&E data.Working collaboratively with project partners including by providing guidance, coaching and other support for partners to undertake quality monitoring and reporting that can be effectively aggregated at the program level.Work closely with other thematic leads including GEDSI, Communications/Public Diplomacy and the Knowledge Hub to package and disseminate a range of information, knowledge and lessons for a variety of domestic and international stakeholders including DFAT.In consultation with the Knowledge Hub, identify and support delivery of research and analysis, including by drawing on program related data and information, to address key knowledge gaps and interests.Support the design and delivery of internal, external and regional learning events.Develop case studies for impact and learning, including presentation of outcomes to stakeholders.Support the development of A4A annual reports, including strong rigorous qualitative evidence and stories of change in addition to the presentation and analysis of quantitative data.Participate in strategic project management and governance meetings, providing analytical feedback and support to inform technical and strategic decisions.Ensure inclusive and equitable approaches to climate adaptation are integrated in the MEL approach, reflecting the Australia – Vietnam Development Partnership Plan 2025–2030.Required Experience and Skills:Relevant qualifications or equivalent experience in monitoring, evaluation, research, data management and knowledge translation.An established career with directly related MEL experience and implementing MEL systems for donor-funded programs in Vietnam. Desired experience with systems-level analysis.Demonstrated experience designing and implementing monitoring, reporting, research and learning strategies with a strong focus on climate, disability and gender.Demonstrated experience engaging with national and local government, communities, donors and other relevant stakeholders.Familiarity with climate adaptation and relevant fields. An understanding of climate adaptation challenges and opportunities in Vietnam’s Mekong Delta is desirable.Knowledge and understanding of relevant Government of Vietnam and DFAT policies and strategies is desirable. Experience with another donor funded program also meets requirements.Demonstrated experience in stakeholder consultation and engagement, experience working with people from diverse perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.Proven ability to navigate sensitive political contexts and institutional dynamics.Excellent research, analytical and problem-solving skills.Highly developed communication and time management skills.Excellent written and verbal communication skills in Vietnamese and English.Detail-oriented and deadline-driven with strong analytical and organisational skills, and ability to work in a dynamic and agile environment with changing requirements and priorities.The position will be based in Hanoi, and in office presence will be expected at least 3 days per week.Travel may be required within Vietnam and internationally, including regular travel to Can Tho and the Mekong Delta region.Candidates must be available to engage by in early 2026.Our company provides equal employment opportunities (EEO) to all employees and applicants for employment without regard to race, color, religion, sex, national origin, age, disability or genetics.
