The process results in significant delays in funds reaching the last mile; uncertainty for intended recipients; the administrative burden for front-line managers; poor quality of audit and large amounts of unutilised funds. By one estimate, at any given time there is an unspent balance of approximately Rs. 1 lakh crore parked in various bank accounts across the administrative system. Over the last two decades, the public finance management (PFM) domain has witnessed remarkable transformation brought about by government agencies adopting technology to perform their duties. These digital platforms have successfully harnessed vertical efficiency gains within government departments, leading to benefits in cash management, accounting, streamlining revenue, expenditure, and payments, and improved fiscal accountability.As these systems become pervasive across the government a new aspiration for governance emerges: information exchange between government agencies across levels. The next wave of digital transformation hinges on the seamless exchange of data between different departments and government agencies, enabled by horizontal interoperability. The exchange of data between different government agencies holds immense potential with several key benefits such as enhanced state capacity: by unlocking revenue generation efficiencies, and improving the quality of government expenditure.The Public Finance Management (PFM) Mission at eGov aims to improve the capacity of Governments, adapt to dynamic and evolving governance needs, and ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy. This is being done through the creation of the iFIX platform, underpinned by a set of open source specifications that allow seamless exchange of standardised fiscal and service information, to augment governance outcomes.About the RoleThe Digital PFM Policy Manager will lead the development and dissemination of evidence-based policy frameworks that support the adoption and scaling of digital PFM solutions. This role focuses on building a robust knowledge ecosystem around digital governance, managing research partnerships, and translating insights into actionable strategies for government and internal stakeholders.Key ResponsibilitiesThe PFM Policy Manager will lead the development of evidence-based policy frameworks and knowledge ecosystems that drive the adoption and impact of digital public financial management (PFM) solutions. This role is central to shaping policy design, evidence generation, and capacity building to advance digital public financial management. This role ensures that eGov’s PFM initiatives are informed by deep analysis, co-created with governments, and grounded in rigorous research.Policy Leadership & Government CollaborationBuild a culture of in-depth policy analysis and insights to inform the design and implementation of policy programs within the PFM team.Develop and implement policies in partnership with state governments to drive service delivery transformation through Digital PFM.Ensure effective policy and program design, including driving policy and program design negotiations with partner governments.Represent eGov in high-level policy dialogues and working groups to advocate for open, interoperable systems.Research, Knowledge & Evidence ManagementCollaborate with academic partners to drive research programs that generate evidence and insights into policy, programmatic, technical and social aspects of digital transformation programs in the public financial management sector.Support the PFM mission in adopting a thesis-led approach, tracking progress, and integrating findings into program evolution.Produce high-quality knowledge products such as, but not limited to, policy briefs, whitepapers, case studies, and MERL reports, that inform eGov’s strategy and government engagement.Build and manage partnerships with academic institutions, think tanks, and research organisations to co-create evidence.Curate and maintain a repository of knowledge assets, ensuring they are accessible and utilised across the team.Capacity Building & Team DevelopmentBuild, mentor and manage a lean team of policy associates to support the organization’s policy analysis and insights needs.Design and deliver capacity-building programs for policymakers and civil servants on digital PFM and DPIs.Support the Manager/ Senior Manager - Digital PFM to facilitate knowledge exchange between practitioners, researchers, and government stakeholders through workshops, seminars, and policy labs.Qualifications & SkillsGraduate or postgraduate degree in Public Policy, Economics, Social Sciences, or Development Studies.Experience of working in, or working knowledge of, the PFM sector is highly preferred.6–8 years of experience in policy research, M&E, or knowledge management, preferably in the public sector or non-profit space.Strong understanding of research design, data analysis, and mixed-methods approaches.Experience in intervention design, theories of change, and monitoring frameworks.Excellent writing and communication skills, with the ability to distill complex research into concise policy memos or presentations.Familiarity with Digital Public Infrastructure is a plus.You are an Ideal Candidate ifYou are deeply motivated to work with government stakeholders to improve the functioning of our public institutions.You believe that technology is a key lever for change.You have a track record of working with government stakeholders across various projects and initiatives and maintaining strong relationships to enable success.You enjoy engaging with bureaucrats and multilateral stakeholders around policy ideas and are unafraid to speak your mind with diplomacy and courtesy.You can draft policy recommendations to present a point of view using data, linkages to existing policies and mandates, as well as implementation recommendations that leverage existing institutional structures and programs.Role: Policy Manager - PFMLocation: Bangalore (with travel to program sites)Experience: 6–8 yearsReporting To: Mission Leader, PFM InitiativeWe aspire to be an inclusive and diverse organization and encourage qualified individuals irrespective of their religion, caste, gender identity or expression, sexual orientation, ethnicity, age, or any other dimension of identity, to apply.
