Job Description

QUALIFICATIONS:1.      Licensed Civil or Mechanical Engineer with at least two (2) years relevant experience in environmental management; or a graduate of Civil Or Mechanical Engineering with at least three (3) years relevant experience in environmental management, in medium and high-risk industries; 2.      Has completed Basic PCO Training Course by an EMB-recognized training organization/institution within the last three (3) years3.      Accredited as PCO by the Environmental Management Bureau (EMB) of DENR or LLDA Duties and Responsibilities:  1.      Ensure proper management of waste and hazardous materialsa.      Monitor the status of all pertinent environmental management facilities and/or systems (i.e. Wastewater, Air Pollution, Storage areas for hazardous waste, solid waste segregation or management, emission monitoring system, etc.); andb.     Make recommendations to management regarding system improvements specifically catering to pollution abatement facilities. 2.      Monitoring Pollution Levels and Environmental Impact 3.      Preparing and Submitting Reports to Regulatory Bodiesa.      Prepare and file the necessary regulatory reports (i.e. Self-monitoring report, incident reports, etc.) 4.      Permits, Certificates, and Compliancesa.      Attend to all permitting and registration requirements of the establishment prior to the construction, installation. or operation of pollution sources and control facilities: b.     Ensure compliance with the requirements of the Environmental Compliance Certificate (ECC) and the commitments stipulated in the Environmental Management and Monitoring Plans (EMMP) or Environmental Performance Report and Management Plans (EPRMP), and report the same in the Compliance Monitoring Report (CMR);c.      Together with the Managing Head, ensure compliance of the Company with the requirements prescribed by the Authority, including but not limited to PD 1586, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs)  5.      Developing and Implementing Pollution Control Programsa.      Identify significant environmental aspects and impacts of the establishment's operational activities and recommended possible mitigating measures in the formulation/preparation and/or review of the Environmental Management Plan and Contingency Plan 6.      Attend, Coordinate and Promotea.      Attend the meetings for Pollution Control Officers, as duly authorized representative of the establishment, technical conferences. hearings, and meetings especially on matters pertaining to pollution cases of the establishment where he/she is employed;b.     Coordinate regulatory programs with the city/provincial/municipal and local pollution control officers (if applicable); 7.      Handle other matters of environmental concerns as required by his/her employer.
