This role facilitates the full procurement lifecycle—acquiring goods and services strategically, cost-effectively, and in compliance with internal policies and the Ontario Public Service (OPS) Directive—while providing expert guidance on high-value, complex procurements.Job ResponsibilitiesLead and facilitate high-value, complex procurements, including conducting market research, engaging with vendors, and assessing business needsIndependently source, draft, negotiate, and execute contracts for goods, services, and consulting engagements – including new contracts, extensions, and amendments, ensuring cost advantage and alignment with organizational needs.Conduct procurement planning by performing needs assessments and defining requirements with business units, project teams, and evaluation committees.Coordinate procurement activities by facilitating touchpoint meetings with stakeholders, aligning timelines, scheduling key milestones, and tracking deliverables.Offer guidance to business leaders on sourcing strategies, required signatories for contracts, executive summaries, and business cases.Ensure procurement activities comply with internal policies and external regulations by reviewing and validating procurement exemptions (e.g., sole/single source) and supporting consistent application of TSSA’s procurement policy.Track and maintain procurement activities documentation in the Contract Management System (CMS) to confirm compliance with the OPS Directive and other internal policies and to establish transparency of process.Monitor vendor performance and facilitate conversations with clients and vendors to resolve issues, maintain supplier relationships, and track performance metrics and milestones to ensure service quality and accountability.Perform other related duties or project-based tasks as required.Job QualificationsPost-Secondary Diploma in Supply Chain Management, Business Administration, or related field5 years of strategic procurement experience, preferably in the public sectorG2 license required to move fleet vehicles around as necessaryPrior experience with the Ontario Public Service procurement directive is an assetExperience in leading end-to-end RFP processes, including drafting complex Procurements and managing cross-functional evaluationsExperience negotiating high-value contract terms with vendors and guiding internal clientsAbility to engage with stakeholders across all levels of business to lead and execute procurement initiatives.Strong quantitative skills to assess diverse pricing models, apply scoring methodologies, and evaluate various pricing proposals.Proven ability to manage multiple high-impact initiatives, adapt to shifting priorities, and thrive in a fast-paced, deadline-driven environmentInclusion And Equal Opportunity EmploymentTSSA is an equal opportunity employer committed to diversity and inclusion.
