The European Union Delegation To Afghanistan Is Looking ForProject Assistant (Local Staff)We AreThe European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. In Afghanistan the EU is providing significant financial support to the people of Afghanistan in both humanitarian and basic human needs assistance. Aid is provided in line with a principled approach.We OfferWe offer one post of Project Assistant. Under this post, the recruited person will be attributed functions in the Cooperation section of the EU Delegation to Afghanistan, in Kabul, under the overall responsibility of the Head of Cooperation and the direct supervision of a Team Leader. The post will be in support to the following areas of work:Social Development (notably education and health) and Human Development (notably women’s economic empowerment and gender equality)Depending on the needs of the EU Delegation, the overall responsibility of the project assistant will be to support the work of the Cooperation Section in relation to the implementation of EU aid programmes and projects for the people of Afghanistan.The EU applies a policy of equal opportunities. The EU also promotes the balance between professional and private life and supports personal development through training and related opportunities.Role OverviewAs a Project Assistant, the jobholder works under the supervision of the Head of Section and is responsible for supporting the management of EU-funded projects. The jobholder delivers a wide range of project-related tasks including assisting with strategy, program and project definition, administrative support and recording of files, internal and external communication, and keeping track of monitoring and evaluation exercises.Project ManagementMAIN DUTIES AND RESPONSIBILITIESContribute to the programming, formulation, management and evaluation of activities linked to the project cycleMonitor ongoing projects, take part in management and follow-up meetings, draw up project progress reports and, where necessary, assist in formulating appropriate remediation measuresFile project correspondence and documents in the organisation’s document management system, according to the applicable guidelinesAssist in the procurement activities related to the project: definition of specifications, launch of calls for tender, technical evaluation, etc.Provide logistical, administrative and secretarial support for the implementation of the Section’s activities (e.g., missions and project visits, communication events, etc.)Observe, monitor and report regularly (including early warnings on potential disputes) to Delegation hierarchy and Headquarters on sectorial issues, as well as in response to any specific requestsParticipate in sectoral technical coordination meetings with national and regional authorities, EU Member States, national and international development partners and civil society organizationsPrepare communication documents related to the ongoing projects, including meeting minutes, briefings and summary notesContribute to the Delegation's cultural, communications and visibility, press and information and public diplomacy activities (update of the Delegation website, organisation of missions and events, press releases and posts on social networks).CommunicationPOLICY ANALYSIS:Duties and responsibilities may be adapted according to the evolving needs of the European Union and its diplomatic representations.We expect an enterprising and pro-active work attitude, a team player and acceptance of the values of the European Union.The recruited person will work in a multicultural working environment. The fixed Term Employment contract is of one year duration, starting with a 3 months probationary period. The length of the working week shall be 37.5 working hours. The Delegation premises are located at Charahi Sedarat, Share-Naw, Kabul Afghanistan.The post falls under Group 2 of the Delegation’s salary scheme. EU salaries in Afghanistan are highly competitive. The exact amount will be communicated upon finalizing the recruitment. We offer a competitive position in an international environment. The short-listed candidates will be invited to an assessment phase, which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
