Headquartered in Tacoma, WA, with a nationwide workforce of training professionals and subject matter experts, Chi-Chack is also a Woman Owned Small Business (WOSB).Position SummaryThe Missile Defense Agency (MDA) requires talent development services to support three distinct, standalone leadership development programs that are purposefully aligned. This position will oversee the day-to-day operations of the leadership development programs and also deliver select portions of the training.Essential Duties And ResponsibilitiesProject Management Tasks:Engage with key stakeholders within MDA to ensure alignment of the leadership development program with organizational goals and priorities.Communicate regularly with stakeholders to provide updates on program progress, outcomes, and any potential issues.Conduct regular quality assessments and evaluations to measure the effectiveness of the program and identify areas for improvement.Provide leadership and guidance to a team of coaches, facilitators, and support staff involved in program delivery.Ensure compliance with all relevant laws, regulations, and organizational policies related to talent development and program management.Prepare regular reports on program performance, outcomes, change request updates, and compliance for internal and external stakeholders.Support the change request process to ensure that changes are managed efficiently, minimize disruptions, and maintain alignment with the Missile Defense Agency’s mission, evolving priorities, and strategic objectives.Analyze assessment data to identify patterns, correlations, and insights that can inform program design and delivery. Provide Summary reports to the Government POC for review.Provide aggregated reports summarizing cohort-level trends, strengths, and areas for improvement. Include recommendations for program adjustments based on assessment findings.Develop or adapt assessment tools to align with MDA’s mission, strategic goals, and leadership development objectives. Ensure assessment is tailored to the unique needs of the grade of the participant population and the programs.Coach/Facilitator Tasks:Capable of facilitating three programs: Catalyst (core foundational leadership and individual development courses in a broader curriculum aimed to engage a larger population of the workforce without barriers to entry), Horizons (aimed at mid-level workforce), and Senior Leader Academy.Develop and deliver training content leadership development and individual competency development components.Facilitate the Capstone Project for sub-groups of students.Administer 360-degree feedback assessments to participants to evaluate leadership behaviors, interpersonal skills, and areas of growth.Conduct assessments aligned with Agency and program goals. Use validated tools to measure participants’ proficiency in leadership competencies and their ability to apply these skills in real world scenarios. Provide individual reports summarizing feedback results, highlighting strengths, and identifying development opportunities.Facilitate self-assessment exercises to help participants reflect on their leadership styles, strengths, and areas for improvement. Provide tools and frameworks for participants to set personal development goals based on assessment results.Administer pre-program assessments to establish levels for each participant. Conduct post-program assessments to measure progress and the impact of the programs and the impact of the programs on individual development. Provide comparative reports to demonstrate individual and cohort growth.Provide detailed reports for each participant, including assessment results, feedback summaries, and actionable recommendations for development. Ensure reports are confidential and shared only with authorized personnel.Facilitate one-on-one or group debrief sessions to help participants interpret their assessment results and develop actionable plans for growth. Provide coaching support to address specific development needs identified through assessments.Facilitate in-person and/or virtual sessions.Provide technical support to address connectivity issues and ensure smooth execution of the virtual program.Qualifications, Knowledge And Skill RequiredDemonstrated talent development professional services with a minimum of ten (10) years in the talent development field and/or hold advanced degree(s) in relevant subject areas (e.g. MA/PhD in Organizational Leadership, Training, I/O Psychology).Read, understand, speak, and write English to effectively communicate with employees and other MDA workers.Experience managing a leadership development program that targets multiple cohorts from entry level to senior management.Experience with the Government Executive Core Qualifications (ECQ).Demonstrated experience with implementing and interpreting a range of assessment tools including 360 and self-assessments.Experience and capability to facilitate both in-person and virtual sessions.Preferred QualificationsFamiliarity and experience supporting the MDA.Physical And Environmental RequirementsMay be required to use computer screen for extensive periods of time.Extended working hours and travel may be necessary.What We Offer: (benefits vary based on FT, PT, or On-Call status)Benefits offered include Medical, Dental, and Vision insuranceEmployer-paid Life insurance, long-term disability and short-term disabilityPaid time off -including 11 HolidaysParticipation in the Chi-Chack LLC 401(k) planThe above statements are intended to describe the general nature and level of work being performed by the individual(s) assigned to this position.
