Job Description

Main Purpose: This position reports to the Operations Manager in country and is part of the in country Operations management team. The HSE Co-coordinator is responsible for promoting HSE awareness to ensure storage facilities operate in a manner that promote safety, reliability and compliance. He/she is responsible for the complete management of all HSE activities throughout storage facilities in the country. This includes conducting assurance audits to demonstrate conformance with SAPS and providing informal and on-the-job operations training for operations staff. Knowledge Skills and Abilities, Key Responsibilities:

Key ResponsibilitiesHe/she is responsible for coordinating induction for new operators/visitors in country/site with Site Managers. The HSE Coordinator facilitates the implementation of all Puma Energy Group and Legislated HSE standards at all Company staffed sites, and agencies. The HSE Coordinator manages the annual Task Observation Programme for operators. He monitors these records regularly to ensure that these are kept current. The HSE Coordinator monitors the Personal Protective Equipment (PPE) initiative at all locations. He/she ensures that correct and appropriate PPE is in place.

He/she as a point of contact for the global and regional HSE networks and takes charge of roll out and implementation of global and regional initiativesHe/she is responsible for collection of Safety meeting minutes, analysis and review with Operations Manager. He/she is responsible for planning, execution and recording of Emergency Exercises at all sites. Investigate or arrange for all accidents and near-misses be investigated, prepare reports of findings, including recommendations to prevent recurrence and implement approved course of action.

Maintain near misses, incidents and accident statistics, analyse trends and track closing out of RCA actions by the relevant site managers. He/she will be responsible in ensuring that Security Audits & procedures are in place at all sites. He/she will assist the Operations Managers in the coordination of annual medical testing. He/she will ensure implementation and annual review/self audit of all HSE Agenda items i. e. SAPS etc at all the storage facilities in the country.

He/she assists the Site Managers in conducting a risk assessment on all site specific tasks and defines Critical Tasks for each site. HSE Coordinator assists the Site Managers in drawing up sites specific task inventory and site specific task breakdowns. HSE Coordinator assists the Site Managers to review Site specific task Breakdowns annually. The HSE Coordinator trains the Site Managers, Operators, and Agency staff according to the required site specific Task Breakdowns that are relevant to those specific roles.

The HSE Coordinator identifies training needs (gaps) for ALL operations staff and then develops Training Programmes to suit these specific needs. He/She gets involved in drawing annual training and HSE budgets and their monitoring. 3Develop, and implement an annual work schedule that details when; SAPS audits will be undertaken at the various depots/terminals, safety committee meetings will take place, and trainings will be attended, delivery of HSE projects will be, etc. Agree audit schedule with relevant site managers before finalising schedule.

Discuss and ensure site managers understand the scope and object of the Audit Protocol and implications for non compliance (as per hazard classification). Ensure the site managers align/commit to the audit report before it is circulated widely. 3He/she will give HSE support to other business functions like retail, B2B etc when required. Requirements: Education: Technical or business administration tertiary qualification. Experience: The HSE Co-ordinator must have had a minimum of 2 years experience working in an HSSE role or related fieldWork experience in a technical field, including operations work, is an added advantage.
