Senior Buyer / Purchasing Manager – Electronics & Mechanical (Global Sourcing)About New Page Associates (NPA)New Page Associates, Inc. We build resilient global supplier networks, assist our customers to scale production, and provide on‑demand experts for sourcing, industrialization, and operations.Role Summary:We are hiring a Senior Buyer / Purchasing Manager to own end-to-end procurement of electronic components (active, passive, electromechanical) and mechanical parts (machined, sheet metal, plastics, cables/harnesses), and to manage relationships and performance with EMS/Contract Manufacturers (CMs) globally. The ideal candidate brings 5+ years of hardware procurement and supplier management experience, is fluent in global sourcing and cost analysis, and thrives in fast-moving production environments from NPI through ramp and sustaining production.Key Responsibilities:- Primary Interface: Serve as the key sourcing/customer interface, communicating clearly and credibly with executive leadership and cross‑functional staff (Engineering, Operations, Finance, Quality) to align sourcing strategy, escalate risks, and drive decisions.- Category Ownership – Electronics & Mechanical: Source, quote, negotiate, and award business for semiconductors, passives, connectors, PCBs/PCBA, cables, as well as machined parts, die-castings, injection-molded plastics, sheet metal, and fasteners.- EMS/CM Management: Select, onboard, and manage EMS partners (Tier 2–4) and build-to-print CMs. Own sourcing process, capacity planning, pricing agreements, consignment/VMI programs, and build schedules. Drive OTD, yield, DPPM, and cost improvements.- Global Sourcing: Develop and qualify suppliers across North America, Europe, and Asia. Balance cost, risk, lead time, ESG/compliance, and continuity of supply. Lead dual-sourcing and should-cost programs.- NPI to Production: Partner with Engineering, Operations, and Quality to translate BOMs into purchasing strategies. Support DFM/DFA/DFX, AVL creation, ECR/ECO impacts, lead‑time modeling, and ramp readiness.Negotiation & Contracts: Lead RFx events, negotiate LTAs/MSAs, price holds, NRE/tooling, rebates, freight terms (Incoterms), payment terms, and warranty/service clauses. Establish MOQ/EOQ and buffer strategies.- Cost & Data Analytics: Build should‑costs, PPV tracking, and total landed cost models (materials, freight, tariffs/duties, brokerage, taxes). Drive COGS reduction initiatives with Engineering and suppliers.- Materials Planning: Align MRP/ERP parameters (safety stock, min/max, reorder points, lead times) and manage purchase orders, expedites/de-expedites, and reschedules to hit build plans and revenue targets.- Risk & Compliance: Monitor supply risk (AL/TL/EOL/PCN/obsolescence), manage alternates/FAI/PPAP as applicable, and ensure compliance with RoHS/REACH/PROP65, conflict minerals, export controls (EAR/ITAR where relevant), and country-of-origin/tariff requirements (incl. Section 301).- Quality & Supplier Development: Partner with SQE/QA on PPAP/FAI, COA/COC, NCR, 8D, and continuous improvement. Drive supplier corrective actions.- Cross-Functional Leadership: Collaborate with Finance (cash/terms), Program Management (build plans), and Sales Ops (forecasting). Present KPIs and sourcing roadmaps to leadership.Minimum Qualifications- 5+ years of procurement experience in electronics and mechanical categories with direct EMS/CM management responsibility.- Demonstrated global sourcing experience (supplier selection and negotiations across multiple regions/time zones and cultures).- Strong RFx execution, cost/price analysis, and should‑cost modeling skills (materials, process, labor, overhead, logistics, tariffs).- Proficiency with ERP/MRP (e.g., NetSuite, SAP, Oracle, Microsoft Dynamics) and advanced Excel/Google Sheets; familiarity with PLM (e.g., Arena, Agile) and BOM management.- Working knowledge of IPC, JEDEC, ISO 9001/13485 (as applicable), and manufacturing processes for PCBA and mechanical fabrication.- Experience driving corrective actions (8D, CARs, etc.).- Excellent contract negotiation skills (MSA, price holds, payment terms, NRE/tooling, consignment/VMI).- Clear, concise communicator with strong stakeholder management and vendor relationship skills.Preferred Qualifications:- Experience in NPI environments for complex electromechanical products (industrial, robotics, IoT, RF or materials).- Track record mitigating supply risk (PCN/EOL) and managing allocation/shortage markets for semiconductors and passives.- Familiarity with tariff/HTS classification, country‑of‑origin rules, and Incoterms; experience with FTZ/bonder warehouses a plus.- Knowledge of inventory optimization (Kanban, VMI, consignment, safety‑stock math) is a plus.- Data analytics for supply planning and scripting for data cleanup/automation is a plus.Tools & Systems:- Familiar with ERP/MRP (i.e. NetSuite/SAP/Oracle), PLM (i.e. Arena/Agile) systems, and having advanced Excel/Sheets skills.Education:Bachelor’s degree in Supply Chain, Engineering, Operations, or related discipline; equivalent experience considered.
