Job Description

The Quantity Surveyor (QS) is responsible for managing all aspects of cost planning, contract administration, and financial control related to development and refurbishment projects. The role involves coordination with consultants, contractors, procurement, and internal stakeholders to ensure cost efficiency, contract compliance, and timely delivery of project requirements. The QS also plays a vital role in maintaining design and tender master data and ensuring adherence to company procedures and standards.Responsibilities:1. Budget Control:• Assist in the preparation, monitoring, and control of the department’s annual Capital Expenditure (CAPEX) budget.2. Master Data Management:• Manage and update the master data of consultants and tenderers to ensure accuracy, completeness, and compliance.• Maintain and update the Design Standards Masterdata to align with Mydin’s design guidelines and specifications.3. Consultant & Contractor Coordination:• Coordinate and facilitate the appointment of consultants, including drafting appointment letters, defining scope of services, negotiating fees, and securing internal approvals.• Coordinate preparation of contractor appointment letters and liaise with the Procurement Department for Purchase Order (PO) issuance in accordance with procurement procedures.4. Cost Estimation & Tendering:• Prepare preliminary cost estimates and Bills of Quantities (BQs) using SMM2 or MYCESMM for internal revamp and fit-out projects.• Prepare and issue tender documents, including pricing schedules, specifications, and contract conditions.• Liaise with vendors and consultants during the tender process; evaluate quotations and recommend awards.5. Contract Administration:• Coordinate with external QS consultants and provide internal input on cost compliance and integration with fit-out design.• Collaborate with architects, engineers, and internal teams to align cost planning with design and operational goals.6. Claims & Payment Verification:• Review and verify contractor claim and payment certifications.• Review and verify consultant claim in accordance with agreed fee structures and project progress.• Monitor and tabulate authority-related fees and ensure timely payment.7. Financial Monitoring:• Evaluate Variation Order (VO) submissions and adjust contract sums accordingly.• Track project expenditures against budget and report on cost variances and risks.• Prepare and certify final accounts for completed works and close out contractual matters.8. Documentation & Reporting:• Maintain organized cost and contract documentation using Excel or other internal systems for reporting, audit, and tracking.Skills:- Strong Proficient in cost estimation methods and QS standards (e.g., SMM2, MYCESMM).- Strong understanding of construction and fit-out materials and pricing.- Good knowledge of tendering processes, contract law, and procurement procedures.- Excellent analytical and negotiation skills.- Strong coordination, reporting, and communication skills.- Attention to detail and ability to work under deadlines.**Contract basis, convert to permanent subject to performance. **Office hours, parking and training provided, medical benefits.
