Overview RISE Consultant Hiring (8) Duty Stations Bonga, Shashemene, JigJiga, Wolayta Sodo, Afar, Addis Ababa, Axum and Lalibela towns Reports To Technical Director, MNCH-N (RISE) Level of Effort One to two months Project RISE EthiopiaJhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. RISE’s health priorities include HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.Ethiopia has made commendable progress in improving maternal and newborn health over the past two decades. However, significant challenges persist across the country’s diverse geographic and socio-cultural landscapes, and maternal and neonatal mortality rates remain high. The RISE Project—a multi-regional, integrated health initiative—aims to support the health sector’s efforts to enhance maternal, newborn, child health, and nutrition outcomes in 45 selected woredas across different regions.RISE works in close collaboration with government stakeholders, health facilities, and communities to implement evidence-based, context-sensitive interventions. To accelerate project startup and implementation, RISE is recruiting highly qualified MNCHN Consultants to lead targeted engagements in selected woredas. Consultants will collaborate with WoHOs and health facilities to gather critical data, analyze local needs, and recommend strategic priorities tailored to each woreda. These experts will play a critical role in shaping and guiding the project’s strategic and technical direction at the local level. Their insights will guide the implementation of MNCHN, Infection Prevention and Control (IPC), and health security interventions assuring context-specific impact.The consultants need to have decent experience in the specific contexts they are applying for and should be well experienced in the MNCHN, IPC and Health Security. The consultant should also know the dominant languages in the cluster s/he is applying for.Position SummaryThe experienced MNCHN Consultants will lead strategic engagements in selected woredas, serving as key technical resources. They will work closely with Woreda Health Offices (WoHOs) and health facilities to generate actionable insights that support the effective startup and implementation of MNCHN, Infection Prevention and Control (IPC), and health security interventions. This role demands a deep understanding of local contexts, strong analytical skills, and the ability to coordinate across diverse stakeholders. Consultants will also map partners and ongoing initiatives within each woreda to leverage existing opportunities and strengthen collaboration. These engagements will inform strategies to mitigate potential risks across the project’s thematic areas.Responsibilities Engage with Woreda Health Offices and health facilities to gather actionable insights for program implementation. Collaborate with WoHOs and selected health facilities to collect essential data related to MNCHN, IPC, and health security based on a checklist prepared for the purpose. The consultant will provide onsite feedback and transfer skills to address major gaps. Conduct triangulated analysis of the information to identify priority needs, service gaps, and contextual challenges. Map partners and ongoing initiatives to leverage existing opportunities and strengthen collaboration. Identify and propose strategies to mitigate risks across thematic areas. Hold a debriefing session with each woreda office and get concurrence to ensure shared understanding of gaps, challenges, opportunities and priorities. Develop tailored recommendations that align with the RISE Project’s thematic focus areas and strategic objectives. Contribute to the refinement and rollout of MNCHN, IPC, and health security interventions, ensuring they are adapted to local realities and community needs. Support the startup and rollout of MNCHN, IPC, and health security activities. Provide strategic and technical guidance to local health teams and facilitate coordination among stakeholders to enhance service delivery and impact. Technical Skills Solid understanding of the Ethiopian health policy and strategies, the global updates and the MNCHN best practices. Extensive experience implementing and supporting MNCHN interventions. Proven experience of working along the health system - community, primary health care units and referral hospitals. Familiarity with MNCHN delivery and the health context in pastoral, agrarian and semi-urban geographies. Comprehensive knowledge of the MNCHN supply chain management and information systems including in the humanitarian set up. Required Qualifications Advanced degree in Public Health, Health Systems Management, or related field. Minimum 5 years of experience in MNCHN, IPC, or health security programs. Proven ability to work with government health structures at woreda level. Strong analytical, problem-solving, and stakeholder engagement skills. Proficiency in the predominant language(s) spoken within the assigned cluster town Proficiency in computer skills for data collection, dashboard development, analysis (e.g., Excel, Access, DHIS2, statistical software such as PowerBI, Kobo, SPSS or STATA) and generating weekly reports especially for the Addis Ababa station. Excellent communication and report-writing abilities. Familiarity with local health systems and cultural contexts. Willingness to travel to all the woredas under the cluster based on a schedule agreed with Jhpiego. Preferred QualificationsLanguage: Fluency in written and spoken is required.
