Job Description

Develops and maintains and stewards OMS processes related to Control of Work procedures, work at heights, confined space entry, cranage and lifting, electrical safety, gas detection, permit to work, lock out tag out, Hot work, excavation/ground disturbance, hazard identification, risk assessment method statement, vacuum truck, inert standard to ensure compliance to the Safe Work procedures.Assistance, Guidance and Compliance strategiesProvides advice, counselling to refinery departments, contractor groups and line management concerning the compliance with Occupational Health and Safety Legislation (Act 85 of 1993), industry and company policies.Provides safety guidance to operations, staff, technical groups, line-management and provides guidance for safety of onsite contractors.Provides guidance to onsite contractor safety personnel regarding Control of Work standards and procedures.Coach and align Operations, Maintenance and Contractors with regards to compliance and changes to Control of Work ProceduresManuals, Procedures and PoliciesLeads the development of Control of Work procedure.Reviews effectiveness and understanding of Control of Work procedures, and initiates needed changes to standards and procedures.Edit, modify, and align Refinery Control of Work procedures with Industry Best Practices and Glencore standards and ensures all Control of Work procedures are accurate and up to date.Administers and implements procedures for Refinery.Inspection / Incident InvestigationsLeads safety inspections, incident investigations.Conducts routine local safety inspections and Control of Work audits.Develops audit schedule for Operations and Maintenance (high risk activities in the Refinery CSE, WAH, LOTO, L&R, etc.).Edit, Modify, and align Control of work Procedures with solutions to outcomes of incident investigations.Steward the Leadership Walkabouts and incorporate learnings into Control of Work Procedures when necessary.Steward and coach colleagues in all aspects of the execution of LPS in the Field. This includes the following:Conduct Field Observations (TSPA's)Use and Re-enforce the use of Stop work Authority in the fieldRaise NLI/LI's in ISOMETRIXConduct Field LPO's and addressing LPS findings ensuring questionable items are dealt with swiftlyReinforce the use of LPSA's in the FieldAddress LPS findings immediately with relevant StakeholdersBe a point of contact for Emergencies and IncidentsReport and address (if possible) any Adverse/Unsafe conditions noted on-site (e.g. Environmental spills; unsafe steam leaks; etc.) to the Relevant Stakeholders or Departments for actioningPartake or/and Assist in Incident Investigations as and when requiredData Gathering, Report.Gathers and analyses information from audits from Operations, Maintenance and Contractor Safety Professionals, compiles monthly reports for each business team area (B&S, North and South) and Refinery governance meeting.Address deviations of Audits with Operations and MaintenanceGathers and analyse near loss incidents (NLI) and loss incidents (LI) related to safe work practices monthly, advises on how to prevent recurrence.Steward and Publish monthly Leading and Lagging indicators for Safe Work Activities.Risk Assessment and Behavior BasedFacilitate Hazard Identification risk assessments to ensure the contractors understand the inherent risk they will encounter on the refinery before performing any work related to Control of Work standards and procedures.Reviews confined space entry packs, to ensure that the contractor risk assessments are aligned to the hazard identification document.Support and implement safety programs behavior-based safety programs, conducts TSPA’s on site and LPO’s in the team.TrainingAssess the need and provides input to align training for Contractor Supervisors and Astron Energy Operations and MaintenanceSupport with the reviews of Control of Work training programmes and material (Work at heights, confined space entry, permit to work and lock out tag out)Professional Qualification and Certifications:Diploma/Degree/BTech in Safety Management or Equivalent experience as a safety officer or safety specialistWork Experience:Minimum of 5 years’ Refinery Operations experience.Knowledge of ISO 18000 system (would be beneficial) Knowledge of ISO 14001 system (would be beneficial) Knowledge of ISO 45001 system (would be beneficial) Understanding of Control of Work Standards (Working at Heights, Confined Space Entry, Log Out Tag Out, Excavation/Ground disturbance, Hot Work, Lifting & Rigging)Knowledge and skills:Demonstrated skills in computer tool usageDemonstrated experience in auditing Demonstrated experience in the areas of Procedure writing, Standards development, understanding and application Understanding and application of the of the OHS act requirements.Proven self-starter and innovator and implementer of new improvementsDiversity - Demonstrates awareness and sensitivity for various cultures, styles and beliefsDemonstrated ability to provide safety guidance to operations, staff, technical groups, line-management, and provides guidance for safety representatives of onsite contractors.
