The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking a Senior Human Resource (HR) Officer in the Budget, HR & Support Service Group (BHRS).The Senior HR Officer will report to the Group Head of BHRS and be responsible for leading a broad range of human resources functions, including the development, implementation, and improvement of HR strategy, policies and programs, in support of AMRO’s organizational strategy.Job Responsibilities:Support the Group Head of BHRS in developing and implementing AMRO’s HR strategy and policy framework, in alignment with the organization’s overall strategic direction.Lead and oversee the HR team, ensuring consistent, high-quality delivery of HR services and effective coordination across HR functional areas.Evaluate the relevance and effectiveness of HR policies and processes, identify improvement areas, and recommend innovative solutions aligned with AMRO’s changing organizational needs.Ensure the effective rollout and implementation of new or revised HR policies, guidelines, and procedures through comprehensive communication plans and structured change-management initiatives.Lead consultation and communication efforts with internal and external stakeholders, integrating insights from staff surveys, feedback channels, and organizational assessments into the HR policy formulation process.Build and strengthen partnerships with peer international organizations to exchange best practices, benchmarking information, and innovative approaches to HR policy and governance.Lead and manage staff complaint and disciplinary matters, including the review of complaints, misconduct, administrative procedures, appeals, and administrative reviews; provide recommendations on appropriate actions or measures.Lead HR digitalization by optimizing Workday and related systems to modernize HR processes, strengthen data-driven decision-making, and reinforce governance standards.Provide advice and interpretation on a broad range of HR policies and procedures to support consistent application, strengthen accountability, and enhance oversight. Prepare reports, policy papers, briefing notes, and talking points on HR policy issues.Perform other functions as requested by supervisor and Senior Management.The candidate should possess:An advanced degree from a reputable university in public/business administration, human resource management, organizational development, social sciences, or a related field.At least 10 years of relevant professional working experience; experience in International Financial Institutions (IFIs), International Organizations (IOs), or the public sector will be an advantage.Professional affiliation and/or certification from recognized HR associations (e.g., CIPD, IPMA-HR, SHRM) will be an advantage. In-depth knowledge and experience in IFI/IO best practices across HR strategy, policy and practice, workforce planning and recruitment, performance management and career development, compensation and benefits, pension and insurance administration, learning and organizational effectiveness, HR analytics, HR planning and budgeting, and HR operations.Excellent communication, interpersonal, and stakeholder management skills, with the ability to engage effectively with staff, management and external stakeholders.Demonstrated leadership ability, including experience supervising and guiding team members.High integrity, sound judgment, and professionalism, with the ability to handle sensitive HR matters (e.g., complaints, disciplinary cases) with discretion and objectivity.Strong analytical, organisational, and problem-solving skills, with the ability to manage multiple priorities in a fast-paced environment.Proficiency in Microsoft Office and HR information systems; familiarity with Workday is an advantage.Applicants should submit the following to amro.recruitment@amro-asia.org:An updated CV.A brief description of all relevant academic qualifications and work experience.The earliest possible start date.Referee details.The last day to apply to this position is 12 December 2025.
