Job SummaryA Senior Manager, Procurement to lead our procurement function at a leading digital bank in Malaysia. This role will be responsible for developing and implementing procurement strategies, managing supplier relationships, and ensuring the efficient and cost-effective acquisition of goods and services to support the bank's operations and growth. This role requires a strategic thinker with a strong understanding of the financial services industry, digital banking landscape, and best-in-class procurement practices. This role reports to Head, Procurement & Admin.Job ResponsibilitiesDevelop and execute comprehensive procurement strategies aligning with the bank's overall business objectives and digital transformation initiatives.Lead end-to-end procurement processes, including sourcing, vendor selection, contract negotiation, and performance management for various categories such as technology, marketing, operations, and professional services.Identify, evaluate, and onboard new suppliers, ensuring they meet the bank's stringent requirements for quality, compliance, security, and ethical practices.Manage and optimize existing supplier relationships, fostering strong partnerships and driving continuous improvement in service delivery and cost efficiency.Negotiate favorable terms, conditions, and pricing with suppliers to achieve significant cost savings and value for the bank.Implement and maintain robust procurement policies, procedures, and systems to ensure compliance with regulatory requirements (e.g., Bank Negara Malaysia guidelines) and internal controls.Monitor market trends, technological advancements, and industry best practices in procurement, especially within the digital banking sector, to identify opportunities for innovation and competitive advantage.Collaborate closely with internal stakeholders across various departments (e.g., IT, Finance, Operations, Legal) to understand their procurement needs and ensure timely and effective delivery of services.Develop and manage the procurement budget, tracking expenditure and identifying areas for optimization.Lead, mentor, and develop a high-performing procurement team.Prepare and present regular reports on procurement performance, savings achieved, and key metrics to senior management.Ensure all procurement activities adhere to the highest standards of integrity, transparency, and ethical conduct.Collaborate closely with internal stakeholders, Legal and Risk in performing periodic review, contract renewal, vendor reappointment assessment in existing TPRM(Third Party Risk Management) arrangements to ensure they continue to be aligned with the bank’s risk management framework and regulatory requirements within a SAAS digital platform.Responsibilities include driving and managing the Procure-to-Pay processes within an Oracle ERP System.Job RequirementsBachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field. A Master's degree or professional procurement certification (e.g., CIPS) is a plus.Minimum of 8-10 years of progressive experience in procurement, with at least 3-5 years in a managerial role, preferably within the financial services industry or a digital/tech-focused environment.Proven track record of developing and implementing successful procurement strategies that deliver significant cost savings and value.Strong negotiation and contract management skills with a solid understanding of legal and commercial terms.In-depth knowledge of procurement best practices, e-procurement systems, and supplier management methodologies.
