Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.LEAP Program DescriptionGlobal Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.About the PositionThe Senior Monitoring and Evaluation (M&E) Advisor will provide overall technical leadership to NAC and support the production of an integrated midterm review synthesis and a Revised National AIDS Strategic Framework (NASF) 2027–2029, aligned with the NASF 2023–2027 and NAC’s statutory mandate under Act No. 10 of 2002. The role will strengthen the NASF-aligned results framework and ensure the three-year strategic projection is supported by a clear, measurable, and feasible indicator and target package aligned with national data systems and Global Fund performance requirements. The Advisor will report to the U.S. Department of State on a monthly basis, as detailed in the “Reporting” section. The Advisor will support the NAC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.Work Location: ZambiaResponsibilitiesStrengthen NAC’s capacity to collect, analyze, and report key HIV/TB/STI indicators across the multi-sectoral response.Strengthen national M&E frameworks and systems for collecting and using data at all levels, including indicators required to monitor progress toward global and national HIV/TB/STI targets.Implement M&E-related recommendations from program reviews, epidemiological assessments, and external evaluations; analyze ongoing issues related to data quality, timeliness, and completeness; and identify corrective actions for NAC and stakeholders.Ensure ongoing data analysis and visualization needs for national coordination platforms (e.g., Situation Room meetings) are met.Support the adoption, integration, interoperability, and use of electronic reporting systems (e.g., SmartCare, DHIS2, laboratory and pharmacy information systems).Stay updated with USG and global guidance on HIV/TB/STI data collection and analysis, and disseminate updates to NAC and stakeholders through training, webinars, site visits, and other knowledge-sharing platforms.Support the collection, compilation, and validation of HIV/TB/STI data for annual reporting to global bodies (e.g. Global TB Report & Global AIDS Monitoring).Provide technical assistance for protocol development and data analysis.Support priority national data collection and analysis activities, including prevalence surveys, cost surveys, inventory studies, epidemiological assessments, and other studies aimed at improving measurement of disease burden at national and subnational levels.Participate in summarizing and presenting findings from studies, including implications and recommendations for future programming; document resulting policy decisions and next steps.Provide technical support and mentorship to strengthen M&E activities at provincial and district levels.Support NAC in responding to reporting requirements and data calls from USG reporting under the Performance-Based Monitoring and Evaluation Framework. (once finalized). Specific responsibilities and tasks in relation to Grant Cycle 8 Global Fund application:Review the NASF 2023–2027 results framework, indicator definitions, baselines, and targets; assess midterm progress and feasibility of targets for the next three years.Propose and document an updated results framework aligned to the three-year strategic projection, including indicator selection, disaggregation (geographic populations), baseline sources, and target-setting rationale.Align proposed indicators and targets with national data systems and reporting platforms (e.g., HMIS, program M&E systems) and identifying key M&E risks and mitigation measures.Develop a concise M&E annex or table covering indicator reference sheets, data sources, frequency, responsible entities, and key assumptions.Support the Lead Consultant in technical consultations and validation sessions, including documenting feedback on the results framework and targets.Role-specific deliverables in relation to the Grant Cycle 8 Global Fund application:Draft and finalize updated results framework table (baselines, targets, disaggregation, data sources, frequency, responsibilities).Indicator reference sheet/definitions and target-setting assumptions (annex).Brief note on M&E system considerations for implementation of the three-year projection (data flow, reporting, and key risks).REPORTINGThe Senior M&E Advisor will submit monthly reports to the U.S. Department of State submitted by the 5th day of the following month. Reporting to and receiving technical guidance from the NAC Director General (DG) or his designate, the Advisor will work closely with the U.S. Department of State (DoS)/Zambia and LEAP Global teams. Based at the NAC Secretariat in Lusaka, the Advisor will coordinate site visits and any extended off-site work with the NAC DG or designate and DoS/Zambia. Quarterly meetings will be held with DoS/Zambia to review progress and priorities.QualificationsPostgraduate qualifications in epidemiology, biostatistics, public health, monitoring and evaluation, demography, or related discipline.At least 7 years of experience in HIV program M&E/strategic information, including results framework development and target setting.Proven experience working with routine data systems, key indicators, and survey data and translating evidence into feasible targets and performance indicators.Experience with quality improvement, data quality assessment, and data use for decision-making.Excellent report writing, analysis and presentation, including data visualization.Strong quantitative and analytical skills, with excellent writing and presentation abilities.Experience with key stakeholders in the HIV program, preferably the national stakeholders and international donors.Experience supporting Global Fund or other major donor performance frameworks (advantage).Work authorization in Zambia is required.What We BelieveZemiTek is committed to the full inclusion of all qualified individuals.
