Site HSE Engineer (Health, Safety & Environment)

Position PurposeTo implement, coordinate, and continuously improve the Health, Safety, and Environment (HSE) management system at the construction site. This includes ensuring all construction activities comply with UAE legislation, international standards (ISO 45001, ISO 14001), and company policies. The role involves proactive risk management through planning, training, inspections, and incident investigation to foster a strong safety culture and ensure full compliance across all project phases.Job ResponsibilitiesHSE System Implementation & Coordination: Develop, implement, and supervise HSE management plans, risk assessments, and site procedures. Ensure the company’s HSE policy is communicated and enforced. Coordinate with site management and subcontractors to integrate safety into daily operations. Organize and lead HSE inductions, toolbox talks, and manage the Permit to Work system for hazardous activities.Monitoring, Inspection & Compliance: Conduct regular site inspections, safety audits, and walkdowns to identify and rectify unsafe conditions and behaviors. Verify safety compliance for high-risk operations (work at height, hot works, lifting, electrical works). Ensure prompt and effective implementation of corrective actions and maintain accurate records of all monitoring activities.Incident Prevention & Investigation: Proactively implement measures to prevent incidents and accidents. Lead and participate in detailed incident investigations to identify root causes, recommend corrective actions, and prepare reports. Ensure lessons learned are communicated across the project.Documentation & Reporting: Prepare and maintain all HSE reports, including incident logs, inspection records, training statistics, and compliance documentation. Ensure adherence to UAE authority requirements (DMT, Civil Defense, KEZAD) and submit periodic reports to project management and relevant authorities.Environmental Compliance & Management: Monitor and ensure compliance with environmental protection requirements and ISO 14001. Implement and oversee waste segregation, hazardous materials handling, and pollution control measures (dust, noise). Ensure all environmental permits and documentation are in order.Team Leadership & Culture Promotion: Supervise and guide subordinate HSE personnel, assigning tasks and monitoring performance. Promote a positive safety culture through leadership, communication, and personal example. Act as the key HSE representative in project management meetings.RequirementsEducation and Specialization:Bachelor’s Degree in Occupational Safety, Industrial Safety, Environmental Engineering, or a related field.Equivalency Certificate from the UAE Ministry of Education – mandatory.Experience:Minimum 7 years of professional experience, including at least 5 years in the UAE within general contracting or industrial construction.Proven experience in HSE system implementation, risk assessment, incident investigation, and managing Permit to Work systems.Knowledge and Skills:In-depth knowledge of UAE HSE legislation and international standards (ISO 45001, ISO 14001, OSHA).Strong organizational and communication skills, with the ability to lead HSE implementation across multiple teams and subcontractors.Proficiency in MS Office (Word, Excel, PowerPoint).Fluent in English (Upper-Intermediate or higher); Arabic is an advantage.
