Position InformationThis position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
Minimum QualificationsThree years of experience in accounting, auditing, financial operations, payroll, or banking; ORSix years of full-time experience in any field plus twenty-four semester hours in accounting; ORA bachelor’s degree with twenty-four semester hours in accounting; ORA bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; ORAn advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; ORPossession of a Certified Public Accountant (CPA) license. Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties: Job Duties and Other InformationThis position performs professional accounting work in the Financial Reporting & Control Unit of the Fiscal Division.
This position requires a thorough understanding of the state accounting system and the structure and funding of the agency. Evaluates all expenditure and revenue transactions to ensure costs are allowable under each Federal Grant/Program and conform to any limitations or exclusions contained in the cost principles. Formulates a package of extensive financial and analytical reports to document spending trends, projections, and budget adherence to ensure adequate availability of funding within the grant period of performance.
Conducts monthly budget meetings with LWC Program Staff, Budget Administrator, and Chief Financial Officer to present these reports, discuss the financial position, and notify management of any potential under/over budget projections of each Grant Award. Serves as the financial subject matter expert to administer Federal Award funding in a manner consistent with grant agreements and program objectives of the UI base grant, as well as additional UI Grants applied for and awarded that supplement the base grant funding for specific administrative purposes.
Prepares various financial reports and records them as the Annual Financial Report (AFR), including supporting schedules and worksheets, quarterly accounts receivable reports, and other reports that are required by state or federal authorities for the assigned funded programs. Consults with the Financial Reporting & Control managers and/or the Fiscal Director and performs transactions necessary to establish a reporting structure within the state’s accounting system for new funded programs within the assigned funding area.
