Reed Talent Solutions are partnering with the Metropolitan Police Service to recruit Strategic Finance Lead - Capital on a permanent basis.Founded by Sir Robert Peel in 1829, the Metropolitan Police Service is one of the oldest police services in the world. From the beginning, the purpose of the Met has been to serve and protect the people of London by providing a professional police service.Today, the MPS is made up of more than 46,000 officers and staff, plus thousands of volunteers. The territory served covers 620 square miles and is home to over 9 million people.Their management accounting and strategic finance teams are going through a large-scale transformation which has created an opportunity to join the UK’s largest Police force.You will lead strategic financial insight, planning and governance for the Metropolitan Police Service’s (MPS) complex capital programme, supporting investment decisions across estates, technology, fleet, and specialist infrastructure.This will enables evidence-based prioritisation, long-term affordability, and scenario planning to maximise value from capital funding.This role will be based in Queens Park (NW6) and will be hybrid working with 3 days on site per week.Key Result AreasShape and maintain a forward-looking capital investment planLead financial planning and affordability assessments of capital schemesOversee in-year monitoring and reforecasting of capital budgets and deliver high-quality reporting to MPS leadershipDeliver financial challenge and assurance on business casesEmbed capital planning into wider strategic asset plans by integrating financial insightLead scenario modelling and stress-testing of capital funding and expenditureDevelop and implement capital governance mechanismsSupport project-level capital accounting and reportingIdentify and mitigate commercial risks across the capital programmeProvide strategic financial advice to senior finance and operational leadersThe ideal candidateCCAB Qualified accountant (CIMA, ACCA, CIPFA, ACA or equivalent).Deep understanding of public sector capital finance, including funding frameworks, capital accounting, borrowing, and regulatory compliance.Expert knowledge of financial planning, business case appraisal, and investment prioritisation.Awareness of relevant government funding streams, infrastructure finance, and local authority financial controls.Strategic thinking with ability to model long-term scenarios and assess affordability.Excellent planning and organisational skills, with capacity to lead multi-year capital strategies under changing priorities.Influential communicator, able to present financial insights clearly to senior stakeholders and challenge constructively.Advanced Excel and financial modelling skills.Proven experience in capital investment planning, business analytics, and financial strategy in a large, complex organisation.Demonstrated impact in developing and appraising capital business cases and advising on value-for-money.The PackageSalary: The starting salary is £74,680, which includes allowances totalling £2,928.Pension: Civil Service ALPHA (CARE) pension included (28.97% employer’s contribution)Annual leave: 28 days + bank holidays (rising to 33 days after 5 years service)If you have the right skills and experience for this role, apply now and we’ll be in touch.
