About The Campaign Finance BoardThe Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.About The DepartmentThe People and Engagement division is focused on ensuring that every member of the CFB can thrive, feel respected, and be fully engaged in our mission. The division encompasses two teams, the EEO/DEI unit and People Operations unit. The EEO/DEI team drives agency efforts to uphold fairness, build inclusive practices, and compliance with federal, state, and local laws prohibiting employment discrimination. The People Operations team works to deliver HR solutions in the areas of employee growth, talent management, succession planning, payroll management, compliance, labor relations, and policy implementation. Together we work to build people systems that allow for a positive employee experience and workplace culture.Job DescriptionThe Talent Acquisition Specialist will report to the Junior Manager of People and Culture assisting with full cycle recruitment, and administrative and strategic duties to ensure the agency has an efficient hiring process that attracts talent aligned with the agency’s mission and values. Responsibilities include, but are not limited to: Assist in the management of the recruitment process including posting jobs, sourcing candidates, candidate screening, interviewing, and onboarding. Ensure accuracy of external and internal job postings in accordance with civil service and hiring policies. Publish, socialize, and refresh job postings and announcements; position management in NYCAPS (opening, closing, canceling job positions). Partner with hiring managers and the Junior Manager of People and Culture to develop job descriptions and hiring strategies. Maintain and update any applicant tracking reports with accurate information. Prepare, analyze, and report on recruitment metrics; assist with leading routine recruitment meetings. Update internal project management boards regularly. Collaborate with the EEO Officer to meet recruitment goals in alignment with our EEO/DEI plan to address underutilization at the agency. Develop talent pipelines to assist with long-term hiring needs. Report on search progress including candidate pipelines, and initiatives. Follow up with candidates and hiring manager(s) to obtain feedback regarding selection, and status of the recruitment process. Identify opportunities and build professional relationships with associations, universities, community-based organizations, social and internal/external networking events. Create and maintain strong relationships with a variety of internal and external business partners (e.g., campus career services staff, local government/community engagement groups, DCAS for E-hire, third party advertising agency, internal hiring managers). Maintain industry knowledge and provide recommendations of recruitment trends and best practices, souring, active/passive recruitment, and job boards. Provide high quality customer service to internal and external agency partners. Knowledge of other work platforms used by the agency, like Monday.com.Skills Excellent written and verbal communication to engage staff, agency partners, candidates, and collaborate with hiring managers. Conducting interviews and evaluating qualifications and making informed hiring recommendations. Strong multitasking skills to manage full cycle recruitment processes simultaneously. Excellent analytical skills, good reasoning abilities, and execution of sound judgment. High level of technical proficiency, particularly working with platforms for recruiting and social media. Technical proficiency with Microsoft Office tools and systems including Teams Outlook, SharePoint, Word, and Excel. Advanced proficiency using various types of data sources like Power BI, Tableau, and other data systems, formats, and tools such as spreadsheets, databases, and dashboards. Exceptional organizational and time management skills with a proven ability to meet deadlines.Abilities Able to make sound hiring recommendations that align with agency mission and values. Ability to develop and maintain relationships with staff, hiring managers, candidates, and agency partners. Able to be flexible and adjust to changing agency needs and priorities. Strong attention to detail to maintain accurate records and compliance.
