Cordaid is looking for Technical Advisor, (Saline) Agriculture-NABAPALLAB ProjectJob Description / ResponsibilityCountry Level Strategy:Support to develop and implement the country strategy plans including the annual country strategy plan, Multi Annual Strategy Plan (MASP), country business plan etc. Foster and strengthen the Cordaid system strengthening works and localization process in the Bangladesh country program and outwork capacity strengthening of partners for this area. Prepare technical papers and guidelines and enable staff and partners to achieve the highest standards of work.Explore and develop strategic partnership with potential (I)NGOs, as well as the public and private sectors. Product and service innovations:Assesses developments in the field of expertise and donor developments in relation to the formulated goals.Identify funding opportunities for new products and services. Based on these possibilities develop pilots for new innovations, to renew and improve existing products and services of the country office. Project Management: Supports the consortium partners in the NABAPALLAB project as the technical lead for (saline) agriculture by providing training, technical advice for the Sundarbans and Hakaloki Haor components of the project, and by writing technical papers.Agrees with all contributors to program success deliverables, with a large amount of intercultural sensitivity. Understands partners and matches desired results and contextualfactors.Stimulates progress and makes necessary adjustments to realize the program within given boundary conditions, scope, time, budget and quality. Improved projects: Supports and monitors projects, identifies possibilities to improve the outcome of the projects (quality, processes, content, etcetera) and specifies this in realistic improvements.Creates support for changes and follow up.Mobilize national and regional level resources including the public and private sectors for better project implementation. Advised local partners:Identifies bottlenecks in the collaboration with partners and advises partners on how to improve their performance, while guarding the long relationship with partners and assuring partners to deliver following agreements. Training/capacity building: Identifies the need for additional education within the staff, including the Nabapallab consortium members, and translates this into customized training, mentoring, coaching taking into account the best way of transferring knowledge and the diversity in background of staff and partners. Programme technical quality: Monitors developments in the country/region of the Cordaid Bangladesh office, identifies needs and possibilities and suggests new program/projects to address these needs, explicitly linking these suggestions to the mission and strategy of Cordaid. Maintain communication and coordination with relevant global office programme team members. Information for funding proposals: Interacts with (local) partners, gathers information for funding proposals, judging relevance, reliability and content of information. Project proposals: Creates opportunities to acquire funds of institutional donors. Signals and analyzes donor developments. Drafts (parts of) project proposals on the instruction of program managers under the guidance of the Programme Development Manager. Reporting: Defines which information makes program improvements measurable, gathers and analyzes information enabling Cordaid to structurally improve programs and ameliorate the predictability of program success. Other duties/additional tasks:Support supervisor in modifications of work plan and implementation modality to achieve the results of the project.Educational RequirementsMaster of Science (MSc) in AgriculturePost Graduate Diploma (PGD) in AgricultureMasters’ Degree or post graduate diploma or relevant long-term experience (10 years plus) in agriculture, with a specific focus on saline agriculture in the coastal areas of Bangladesh. Skills Required: Training & Development, Reporting and DocumentationExperience RequirementsThe applicants should have experience in the following business area(s):NGOAdditional RequirementsMinimum of 5 years’ relevant working experience in increasingly more senior positions within INGOs, the UN or other relevant work experience. Proven experience working with (local) partners, and both the public and private sectors, focusing on capacity strengthening (partners), influencing and policy change (public sector) and market systems development (private and public sector). Understanding the funding landscape and new business opportunities in Bangladesh in relation to the agricultural sector. Strong experiences in system strengthening, and sustainable Agro food systems. Proven experience in providing strategic and technical guidance's to the country program Sound knowledge of localization process and experiences on partnership development with the public, private sectors and NGOs.Experience with capacity strengthening local partners. Must have Strong networking skills. Proven track record to convincingly argue the needs for changes/improvements with stakeholders.
