Save the Children expects that anyone associated with it abides by its Safeguarding and other Zero Tolerance Policies.The Technology for Development (T4D) Technical Advisor is responsible for setting the strategic direction and integration of T4D, Digital and Innovation in SC’s programmes in Nepal and Bhutan. The postholder will work closely with colleagues across Save the Children Nepal office as well as the Global Movement including thematic/cross thematic experts, new business development staff and T4D counterparts and others to ensure that our existing and upcoming projects adequately and appropriately incorporate technology or digital solutions. The postholder is responsible for ensuring programme quality and giving technical advice for a range of projects and advises field-based technical staff. They will contribute to partnership and new business initiatives that help develop and advance T4D/Digital/Innovation in SC’s projects, programmes and strategies. The postholder will be the lead technical expert for the development and implementation of digital products and services within projects/programmes and will be proactively pursuing and securing opportunities to build SC’s and partners’ capacity on T4D/Digital/Innovation. The Advisor ensures that programme learning, research and evaluation findings are channelled towards advocacy, continuous improvements, and new programme design.The postholder plays a senior representational and advocacy role with the Government of Nepal, donors, and key national and international stakeholders, and works on a regular basis with SC members and the wider movement raising the visibility of the Country Office.In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.As a member of the Extended Senior Management Team (ESMT) in Nepal, the role shares the overall responsibility for the direction and coordination of the Country Office.Key Areas Of AccountabilityStrategic Direction Take lead role in formulating CO’s vision for long term programming in T4D in Nepal, including the development of its Country Strategic Plan (CSP) for T4D and Digital sectors. Participate actively in the Country Annual Planning and Country Annual Reporting, providing oversight and facilitating the compilation of the reports for T4D. Maintain oversight of programme portfolio (at country and field level) and ensure alignment with CSP.Provide thought leadership and links with SCI’s global thematic initiatives, global breakthroughs and Theory of Change.In consultation with Programme Operations Department (POD) colleagues, ensure that T4D interventions are appropriately included in programmes providing thought leadership on how to meaningfully and strategically include T4D.Be the CO innovation champion, explore new opportunity areas for expansion of SC programming through innovative approaches.Become conversant with the regional and global preferred digital programming tools and systems in order to support their use in local project and programmes.Programme Development and Design In coordination with the proposal development team lead on identifying opportunities and developing proposals for donors, which meets programme quality standards.Provide technical leadership for proposals including contributing to log frame drafting and writing of technical sections of the narrative related to T4D/Digital.Promote the use of SCI’s DigiGuide during design to guide the selection and integration of digital approaches in proposal designs. Support the PDQI Director to deliver on the fundraising strategy by develop funding strategies and proposals to expand the T4D/Digital/Innovation portfolio in line with strategic priorities and technical best practice from a range of sources. This will include preparing pitches and concept notes to engage a wide range of donors for both reactive and proactive fundraising efforts. Undertake monitoring visits to project sites to monitor implementation quality and follow-up on action plans, jointly with other TAs or Field/POD colleagues.Identify and pursue opportunities to disseminate technical materials, learning and best practices, such as workshops, targeted communications materials, etc. Thematic Advisory and Technical Quality Assurance Advise project staff and Technical Advisors on the use of T4D/Digital strategies, tools and techniques to make their projects more efficient, scalable or effective; work closely with Technical Advisors and understand thematic priorities to be able to advise the best possible technology solutions to the problems our projects aim to address. For projects with significant T4D/digital components provide more hands-on support, guidance and follow-up. Contribute to coordination meetings with Programme Operations Department (POD) technical staff in the field and in Kathmandu (led by thematic TAs), and annual Programme Learning Groups (PLGs)/Annual Programme Review meetings. Contribute to the development or revision of T4D/Digital related guidelines, SOPs, tools or guidance documents.Ensure that T4D/Digital interventions promoted through our programmes are of high quality and sustainable to maximise impact. Evidence, Learning & Innovation Participate in periodic technical project and programme review meetings and thematic community of practice workshops to review progress, challenges, best practices, lessons learnt etc. Contribute to efforts to message externally about SC’s capacity for technology and innovation and represent SC at fora focused on tech and innovationEstablish and run an Innovation Working Group at the CO level. Continuously monitor on-going T4D initiatives within and outside SCI and champion the use of the standard processes/best practices in implementing T4D solutions; adapt the type of technological solutions based on, among other things, new technological developments, communities’ knowledge and access to technology, learning of what worksDistil learnings and evidence generated into succinct and compelling programmatic guidance and provide thought leadership for internal and external consumption to inform project design, implementation and advocacy.Support field teams to carry out operational research related to T4D, including designing/inputting relevant research ToRs and reviewing research and evaluation reports.Share the CO’s experience and organisational learning with the movement as well as with relevant organizations over the globe.Representation and Policy Influencing Look for opportunities to showcase SC’s T4D work through internal forums/meetings at the regional/global levels in particular with the TDIT team, and externally with relevant stakeholders. Lead in defining Save the Children’s advocacy and policy influencing agenda in the T4D/Digital sector, including Child Protection considerations, in line with the CO’s advocacy and policy strategy and plans. Maintain working relationships with relevant Ministries and Departments and their T4D/Digital programmes; connect Save the Children’s flagship initiatives with government and other non-government interventions.Maintain regular engagement with counterparts in donors and SC Members, and take initiative to identify potential new sources of funding for T4D/Digital/Innovation. Represent SCI in relevant working groups.Ensure that the country office has effective representation on national, regional and international networks and fora related to T4D/Digital/Innovation, articulating Save the Children’s position, policy and strategy.Networking with T4D/Digital/Innovation partners (non-profit/for profit) and suggest new potential partners for SC to collaborate with. Capacity Building Build capacity and understanding of SCI staff and partners in what is T4D, digital and innovation.Providing tailored support to projects with larger T4D/Digital components to ensure there is transfer of capacity to POD and partner staff.Ability to present complex information in a clear and concise manner.Very high levels of integrity, including experience managing confidential information.Demonstrated ability to solve complex issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.Highly developed interpersonal and communication skills including communicating with impact, influencing, negotiation, and coaching. A high degree of flexibility and adaptability in order to respond to changing needs. Excellent spoken and written English and Nepali. Other DutiesOther tasks as requested by the Director, Program Development and Quality Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practiceQualifications And ExperienceMaster’s degree in information technology, Computer Science, Business Administration, International Development or any other ICT related field.Minimum 7 years of demonstrated experience in any area of expertise, of which at least 5 years directly relevant work experience in ICT4D or similar technology and innovative strategy and implementation role at an international NGO or similar organisations.Track record of ICT strategy and product roadmap development.Track record of ICT product management, including design and implementation, driving toward creation of successful ICT solutions in developing country context.Experience working with users and other stakeholders in technology projects to translate their needs and goals for the technology use into clear, actionable technical requirements for system design, selection and implementation.Proven project management ability to manage multiple complex tasks, programs or projects.Excellent organizational skills and attention to detail: ability to juggle large amounts of details while maintaining big picture.Ability to work under pressure, within short deadlines and with limited supervision.Availability to work early or late to accommodate calls with teams in other regions and time zones.DesirableINGO experience and an excellent grasp of operational issues.Ability to understand and manage structured query language (SQL), knowledge of ‘relational database management system (RDBMS), ‘object-oriented database management systems’ (OODBMS) and/or XML database management systems; experience with database-driven web applications and development of mobile applications.A detailed understanding of programs/program implementation in various contexts and ways of working of an organisation like Save the Children.Required No.(s): 1 (Nepalese Citizen Only)Contract length: Fixed TermLocation: Country office, KathmanduThe OrganisationWe employ approximately 25,000 people across the globe and work on the ground in over 100 countries to help children affected by crises, or those that need better healthcare, education and child protection.
