New Delhi, November 25: NPCI BHIM Services Limited (NBSL), a subsidiary of the National Payments Corporation of India, on Tuesday launched a new feature called UPI Circle Full Delegation on the BHIM Payments App. This feature allows users to authorise trusted people -- such as family members, children, staff, or dependents -- to make UPI payments directly from their account within a fixed monthly limit. The aim is to make shared financial responsibilities easier while ensuring full control and transparency for the primary account holder. With Full Delegation, a primary user can permit a secondary user to make UPI payments without needing real-time approval every time. The primary user can set a monthly spending limit of up to Rs 15,000 and can choose a validity period of up to five years. X New Misinformation Identification Feature Puts Warnings on Fake or Edited Visuals to Prevent Spread of Misleading Content. This makes everyday payments smoother for households and small businesses, especially when managing expenses for senior citizens, young adults, or digitally inexperienced users. The feature also allows authorised users to make payments without linking their own bank account, making digital transactions more accessible. NBSL MD & CEO Lalitha Nataraj said that Full Delegation takes UPI Circle to the next level by enabling trusted and autonomous payments within defined limits. She added that the feature reflects how Indian families and businesses work in real life, based on trust and accountability, and ensures that the BHIM App continues to offer simple, safe, and inclusive digital payment solutions. This feature will be particularly useful for senior citizens who are often hesitant to use digital payments, as well as for parents who wish to give their children controlled spending access. Small business owners can also benefit by allowing staff to pay for daily operational expenses such as fuel or toll payments while maintaining clear oversight. New Delhi: Days after the Delhi blast, a self-recorded video of the i20 car driver, Dr Umar Mohammad, has surfaced, in which he attempts to justify his malicious plan, and refers to it as "martyrdom operation". In a heavily accented video, Umar attempts to give his terror plan a religious connection. He is heard saying, "One of the very misunderstood concepts is the concept of suicide bombing; it is a martyrdom operation; as it has been known in Islam... There are multiple contradictions and arguments that have been brought against it -- martyrdom operation." He further went on to explain that "martyrdom operation" is "when a person presumes that he is going, for sure, to die at a particular place and time." His video has revealed the suicide-bombing mindset, indicating that he had planned extensively on a large-scale terror operation. According to the sources, officials believe that Umar, one of the main accused in the "white collar" terror module, made this video to brainwash individuals. The car explosion near Delhi's Red Fort Metro Station on November 10 claimed the lives of at least 13 people and injured several others. The car was being driven by Dr Umar, a doctor associated with Faridabad's Al Falah University. Dr Umar was originally from the Koil village in Pulwama. His family members have described him as a reserved and introverted individual who preferred solitude and devoted much of his time to reading. However, police reports indicate that Umar's behaviour had shifted in recent months. He had been absent from his university responsibilities since October 30 and began making frequent trips between Faridabad and Delhi, visiting mosques close to the Ramleela Maidan and Sunehri Masjid. The authorities reported that he went missing on November 9, following police raids in Faridabad that resulted in the seizure of almost 2,900 kg of ammonium nitrate from a storage facility and the subsequent arrests of several of his associates. During the investigation, law enforcement discovered that Umar and Dr Muzammil, who was apprehended after the police dismantled the terror network, had travelled to Turkey, where it is believed their handlers are based.

Srinagar: The Counter-Intelligence Kashmir (CIK) of J&K Police carried out raids at multiple locations on Tuesday in Srinagar, Budgam, and Kulgam districts in connection with a white collar terror investigation case. Official sources said these raids were carried out simultaneously in the three districts. Same sources said that a team of CIK this morning conducted a raid in the Bugam area of Kulgam, searching the residence of Dr Umer Farooq, a cardiologist posted at SMHS Hospital, Srinagar. The CIK personnel reached the village early in the morning and carried out extensive searches at the doctor’s house. The reason for the raid has not been officially disclosed, and authorities have yet to issue a statement regarding the operation, sources said. Residents said the search was conducted in a peaceful manner and no untoward incident occurred, though the sudden presence of CIK teams caused panic among locals. Dr Umer Farooq, a cardiologist at SMHS, was reportedly not at home when the raid took place. It is still unclear whether anything was seized during the search. Multiple wings of J&K Police, including the Counter-Intelligence, Specific Investigation Agency (SIA) and others have been investigating the white collar terror case in which some local doctors have been found involved. The module was busted by J&K Police in coordination with Haryana Police in Faridabad. The lead to the doctors involved in the terror module was given by two overground workers (OGWs) of the Jaish-e-Mohammad (JeM) terror outfit. Initially, a local doctor, Adil Rather of the Qazigund area in Kulgam district, was arrested by J&K Police from Saharanpur. Dr Adil Rather’s interrogation led to the busting of the terror module in Faridabad. Another local doctor, Muzammil Ganaie, was arrested in Faridabad, from whose possession explosive material was recovered. Another terror associate, Dr Umar Nabi, evaded arrest. He died in his car blast near the Red Fort in Delhi, in which 12 civilians were killed and many others were injured.

UNSC approves resolution endorsing Trump’s Gaza peace plan and international force

United Nations: The Security Council approved a historic resolution endorsing US President Donald Trump’s peace plan for Gaza, opening the way for deploying an international force for the devastated territory. The resolution adopted on Monday is a diplomatic victory for Trump, recognising the Board of Peace (BoP) headed by him that will be the transitional authority for Gaza as it emerges from a two-year catastrophe. Trump, a vehement critic of the UN, posted on Truth Social, “This will go down as one of the biggest approvals in the History of the United Nations, will lead to further Peace all over the World, and is a moment of true Historic proportion.” Another path-breaking element in the resolution is opening a “credible pathway to Palestinian self-determination and statehood”, which the Trump administration had opposed. The entire 20-point Trump plan for Gaza was attached to the resolution, in an unusual action by the Council. Opposition by veto-wielding Russia, which had drafted its own motion, was overcome by the backing of Arab and Muslim countries of the US plan. Moscow dropped its resolution and abstained, enabling the resolution to go through. Algeria’s Permanent Representative Amar Bendjama said the Palestinian Authority, at the highest levels, as well as Muslim and Arab countries, backed the US resolution. But lasting peace hinged on Palestine gaining statehood. Secretary-General Antonio Guterres welcomed the resolution and said, “It is essential now to translate the diplomatic momentum into concrete and urgently needed steps on the ground”. The resolution calls for stepping up humanitarian aid by the UN and other organisations and for unhindered access for them to Gaza. China also abstained on the resolution, which had the support of the other 13 members, including Algeria, the only Arab nation on the Council. With the ceasefire already in force, the next phase of Trump’s peace plan requires an International Stabilisation Force (ISF) to disarm Hamas and help bring law and order to the territory, while training a Palestinian force. Countries like Indonesia, that could provide the troops, wanted Council approval for it to give a sense of legitimacy. The ISF will not be a UN peace mission or report to the Council, which was one of the sticking points for Beijing and Moscow. The General Assembly has long called for an independent Palestine living side by side with Israel, and in September, France and Britain, along with several Western nations, announced they would recognise Palestine, leaving the US on the outside. Palestine’s statehood was conditioned in the resolution on the Palestine Authority reforms and progress on redeveloping Gaza, most of which has been reduced to rubble by Israeli bombing. Russia’s Permanent Representative Vassily Nebenzia said Moscow appreciated “the efforts by the United States and other mediators, which have made it possible to halt the ‘hot’ phase of the Israeli-Palestinian conflict”. He said that because the Palestinian leadership and several Muslim and Arab countries favoured the US resolution, Moscow was dropping its resolution. He said that it was “a sorrowful day for the Security Council” because its powers were being “undermined” by the resolution that empowers the US. “Don't say we didn't warn you,” he said. The resolution also provides a framework for international financial institutions like the World Bank to contribute to Gaza’s rebuilding. The adoption of the US resolution was the result of intense negotiations with members of the Council and other Arab and Muslim nations, with the mention of an eventual statehood for Palestine one of the compromises. On Friday, the US corralled Qatar, Egypt, the United Arab Emirates, the Kingdom of Saudi Arabia, Indonesia, Pakistan, Jordan, and Turkiye to endorse its resolution in a joint statement aimed at undercutting Russia’s opposition. The Gaza conflict began on October 7, 2023, when Hamas attacked Israel, killing more than 1,200 people and taking 251 people hostage. Israel launched a war of retribution that continued till September 29, when the US arms-twisted Israel and Hamas to agree to a ceasefire. Hamas was made to release the hostages it still held, while Israel released some Palestinian prisoners. According to the UN, 80 per cent of buildings in Gaza have been destroyed by Israeli bombing, and the Hamas-controlled health ministry said about 69,000 Palestinians, about half of them women and children, were killed.

According to the Secretary of Citizen Security of the capital (SSC), Pablo Vazquez Camacho, a total of 100 police officers were injured during Saturday’s march, with 40 of them requiring hospitalisation. Of those hospitalised, 36 sustained contusions, while the remaining four are being treated for trauma and other injuries. Reports from the leading local media outlet, El Universal, also noted that 20 civilians were hurt amid the clashes. The initiation of proceedings by the Labour Commissioner reinforces that every employer is legally bound to follow due process and cannot act in violation of labour laws,” said the IT employee union. Employees who have faced similar issues are encouraged to come forward and assert their rights, said NITES. TCS was yet to react to the NITES X post. “If you have experienced wrongful termination, forced resignation, non-payment of dues, or any form of pressure or unfair treatment, you have legal protections available. SOURCE: IANS India has criticised Pakistan heading the Security Council’s committee on sanctions against the Taliban and co-chairing the counter-terrorism panel, citing conflicts of interest. Council members must be prevented from chairing committees when they have “vested interests”, India’s Permanent Representative P Harish said on Friday at the Council debate on its working methods. “Obvious and outright conflicts of interest can have no place in the Council”, he said He did not name Pakistan, which is an elected member of the Council serving a two-year term, or the Taliban sanctions committee or the counter-terrorism panel, but it was obvious who and which committees he was referring to. The panel known as the 1988 committee after the serial number of the resolution creating it, has the power to ban travel by Taliban members and the visit of Afghanistan’s Foreign Minister Amir Khan Muttaqi to India, which finally took place last month, had faced delays because of hitches in getting a travel waiver. Pakistan is locked in a conflict with Taliban-led Afghanistan and there have been skirmishes between their forces. Pakistan is the co-chair of the counter-terrorism committee while providing a safe haven to several terrorist groups and leaders, including those sanctioned by the UN. “Selection of Chairs of subsidiary bodies and pen-holderships needs to be carried out in a more transparent, objective and time bound manner”, Harish said. The subsidiary bodies are the Council committee doling out sanctions or dealing with specific issues, while “pen-holders” are the members of the Council entrusted with primary responsibilities for certain countries and issues. Harish also called for ripping off the veil of secrecy shrouding the working of the Security Council’s anti-terrorism committees and the selection of their chairs. “There must be greater transparency in the functioning of the subsidiary organs”, he said. Decisions on declining requests for sanctioning terrorists or terror organisations are made secretly, he pointed out. “A case in point is the manner in which listing requests are rejected. Unlike de-listing decisions, these are done in a rather obscure manner, with member states that are not on the Council not being privy to details”, he said. China has repeatedly blocked efforts by India and the US to sanction Lashkar-e-Tayyiba and Jaish-e-Mohammad leaders through the committee charged with taking action against the Islamic State organisations and al-Qaeda and their related groups. The panel is known as the 1267 committee after the Council resolution setting it up. Harish also brought up the UN Military Observer Group (UNMOGIP) that was created to monitor the ceasefire in Kashmir, which India maintains has no relevant role, but Pakistan wants to keep. “Continuation of mandates that have outlived their utility for narrow political interests of certain states must not be allowed”, he said without naming UNMOGIP or Pakistan. “This continued existence in a resource constrained scenario is a drain on the UN and member states” who are trying to streamline UN operations. “I urge the Council to undertake necessary measures on this front to bring about sunset clauses” to UN peacekeeping operations. This could apply to other peacekeeping operations also.

He argued that in the past 78 years, the world has gained nothing from maintaining ties with Pakistan except “terrorism, bloodshed, instability, nukes, blackmailing tactics” and the burden of supporting the country’s failing economy. Taking to X, Mir said, “Pakistan is a state whose history is manufactured, whose economy survives by exploiting Balochistan’s vast resources, and whose military has fostered and trained militant groups, fueling an unending cycle of conflict. Pakistan appears prepared once again to create conditions reminiscent of the 1990s in India.” “Balochistan’s defence analysts have concluded that Pakistan has no intention of abandoning terrorism, and therefore, as Israel has done, Delhi must consider large-scale, decisive action. Israel continues to strike targets in multiple, more powerful states simultaneously, while Pakistan would not withstand even a month of sustained confrontation with India. It is therefore essential for India to decisively end the conflict initiated by Pakistan’s terror attacks,” he added. Mir emphasised that India should openly extend defensive and military assistance to both Balochistan and Afghanistan on an emergency basis. “In Afghanistan, India should seek at least ten additional air bases, alongside Bagram, to initiate operations from Afghan territory, and should supply the country with defensive systems and long-range missiles to secure its airspace and prevent Pakistani air strikes. Simultaneously, it is vital for India to provide comprehensive training and logistical support to the land, air, and naval forces of the Republic of Balochistan,” the human rights activist stressed. Citing experts, Mir stated that Delhi and Kabul should jointly host an India–Afghanistan–Balochistan trilateral conference to discuss burning issues and explore avenues of cooperation aimed at safeguarding the shared interests and countering the terrorism and proxy wars staged by Pakistan’s Inter-Services Intelligence (ISI) and the military. He stressed that inviting Baloch leaders to India for an Indo-Afghan-Baloch summit would be the “last nail on the coffin” of Pakistan’s decades-old terrorism. “Lasting peace in India and Afghanistan is possible only if Balochistan becomes an independent state. It is often said that war brings nothing but loss, yet in the case of Balochistan’s liberation, such a conflict would bring strategic benefits by eliminating Pakistan, a malignant force that has long fueled conflict and instability throughout the region,” he noted.

Afghanistan’s leading news outlet ‘Ariana News’ quoted a Reuters report, saying that Abdul Salam Jawad Akhundzada, a spokesman for the commerce ministry, has confirmed that, in the past six months, Kabul’s trade with Iran has reached $1.6 billion, higher than the $1.1 billion exchanged with Pakistan. Akhundzada reportedly said that the facilities at Chabahar — the port developed by India in southeastern Iran — have reduced delays and given traders confidence that shipments will not stop when borders close. As reported by IANS earlier, uncertainties at the Afghanistan-Pakistan border, have forced the Taliban regime to seek new trade routes. Traders on both sides, together, lose about $1 million every day due to the closure of border crossings, Afghanistan-Pakistan Joint Chamber of Commerce President Khan Jan Alokozai told Pajhwok Afghan News recently. He added about 2000 vehicles used to travel through the border posts daily, but all these routes have been closed for the past several weeks. Perishable items, like fruits and vegetables, are the major cause of the losses incurred by the traders. The closure comes at a time when Afghanistan’s agricultural exports were showing a rare bright spot amid a difficult economic landscape, with dried fruits — almonds, pistachios, raisins, dried apricots and walnuts — among the country’s most valuable export lines in recent months. Last month, Afghanistan’s Foreign Minister Amir Khan Muttaqi, while addressing the media in New Delhi, laid emphasis on Chabahar port as a “good trade route” reflecting Afghanistan’s intended move towards alternative routes amid strained ties with Pakistan. The Iranian port offers the landlocked country a direct link to the Arabian Sea and beyond, bypassing Pakistan. “Chabahar is a good trade route. Afghanistan and India should try to remove the obstacles following sanctions imposed by the US. We can sort it out through negotiations between Afghanistan-India, and the US,” Muttaqi exhorted, underscoring its potential to facilitate exports of dried fruits, saffron, and handicrafts to India and beyond.

New Delhi: Indias inflation rate based on the Consumer Price Index (CPI) declined further to 0.25 per cent in October as the impact of the GST rate cut brought down the prices of goods and services during the month, according to figures released by the Ministry of Statistics on Wednesday. The retail inflation eased further, after having plummeted to an over 8-year low of 1.54 per cent in September, as prices of food items and goods across sectors fell during the month.The declining trend in food prices continued in October as food inflation fell deeper in the negative zone at (-) 5.02 per cent from (-) 2.28 per cent in September. Food inflation has now continued to stay negative for the fifth consecutive month, bringing welcome relief to household budgets.The decline in headline inflation and food inflation during October is mainly attributed to the full month’s impact of the decline in GST, favourable base effect, and to drop in inflation of cooking oils, vegetables, fruits, egg, cereals, footwear and transport and communication, an official statement said.The GST rate cuts, which kicked in on September 22, are bringing down prices across goods, leading to a further reduction in the inflation rate.The inflation outlook for 2025-26 has also become more benign due to large favourable base effects combined with the good southwest monsoon, healthy kharif sowing, adequate reservoir levels, and comfortable buffer stocks of foodgrains.The decline in the inflation rate gives the RBI more headroom to continue with a soft money policy by cutting interest rates and injecting more money into the economy to spur growth.The RBI’s monetary policy committee (MPC) on October 1 slashed its forecast for India’s inflation rate for the financial year 2025-26 to 2.6 per cent from 3.1 per cent in August, primarily on account of the GST rate cuts and benign food prices.RBI Governor Sanjay Malhotra had said: The recently implemented GST rate rationalisation would lead to a reduction in prices of several items in the CPI basket. Overall, the inflation outcome is likely to be softer than what was projected in the August monetary policy committee resolution, primarily on account of the GST rate cuts and benign food prices.Addressing journalists after the MPC meeting, he said that the overall inflation outlook has turned even more benign in the last few months.Malhotra said that the average headline inflation for 2025-26 is now revised lower from 3.7 per cent and 3.1 per cent projected in the June and August policy, respectively, to 2.6 per cent. Headline inflation for Q4:2025-26 and Q1:2026-27 too have been revised downwards and are broadly aligned with the target, despite unfavourable base effects. Core inflation for this year and Q1:2026-27 is also expected to remain contained.The RBI Governor pointed out that headline CPI inflation declined to its eight-year low of 1.6 per cent year-on-year in July 2025 before rising to 2.1 per cent in August – its first increase after nine months. Benign inflation conditions during 2025-26 so far have been primarily driven by a sharp decline in food inflation from its peak in October 2024.Inflation within the fuel group moved in a narrow range of 2.4-2.7 per cent during June-August. Core inflation remained largely contained at 4.2 per cent in August. Excluding precious metals, core inflation was at 3.0 per cent in August.The RBI Governor further stated that the current macroeconomic conditions and the outlook have opened up policy space for further supporting growth.
