KUALA LUMPUR: Hampir sembilan tahun lalu, Amri Che Mat, seorang aktivis sosial dan kebajikan dilaporkan hilang secara misteri dan insiden di Bukit Chabang, Perlis itu kemudian diklasifikasikan sebagai kes orang hilang kerana polis mendapati tiada bukti kukuh menunjukkan kejadian berkenaan ada kaitan dengan unsur jenayah. Namun isterinya, Noorhayati Mohd Ariffin mendakwa melihat beberapa kenderaan pacuan empat roda mengepung kenderaan jenis Toyota Fortuner dipandu suaminya, namun sehingga kini identiti mereka masih menjadi misteri. Mahu menuntut jawapan yang jelas daripada pihak berkuasa, wanita itu memfailkan saman bagi mendapatkan maklumat mengenai nasib suaminya. Saman berkenaan difailkan selepas Suruhanjaya Hak Asasi Manusia (SUHAKAM) yang menjalankan inkuiri awam bermula Oktober 2017 merumuskan bahawa Cawangan Khas bertanggungjawab terhadap kehilangan 'secara paksa' Amri dan seorang lagi individu, Pastor Raymond Koh. Akhirnya semalam, Mahkamah Tinggi di sini membenarkan saman difailkan Noorhayati dan mengarahkan Polis Diraja Malaysia (PDRM) serta Kerajaan Malaysia membayar ganti rugi berjumlah RM3,264,457.52 berserta kos dan faedah kepada wanita itu, manakala PDRM juga diarah membuka semula siasatan kehilangan Amri dan melaporkan perkembangan kepada Peguam Negara (AGC) setiap dua bulan. Hakim Datuk Su Tiang Joo memutuskan demikian selepas mendapati Noorhayati selaku plaintif berjaya membuktikan kesnya melalui imbangan kebarangkalian dengan pihak berkuasa juga didapati melanggar hak wanita itu untuk hidup seperti yang dilindungi di bawah Perkara 5(1) Perlembagaan Persekutuan apabila gagal menjalankan siasatan sewajarnya terhadap kehilangan Amri. Sehingga kini, Amri masih belum ditemui dan tidak banyak maklumat baharu diketahui mengenai kes terbabit. Berikut kronologi kehilangan Amri yang juga pengasas bersama Persatuan Kebajikan Perlis Hope. 24 November 2016: Amri dilihat oleh anak sulungnya meninggalkan rumah mereka di Kangar pada jam 11.30 malam. Beliau memandu kenderaan Toyota Fortuner hitam. Seorang saksi melihat tiga kenderaan mengepung kenderaan Amri di Jalan Padang Behor, kurang daripada 1 kilometer dari rumahnya. 25 November 2016: Kenderaan Amri ditemui orang awam pada jam 12.30 pagi, ditinggalkan di tapak pembinaan terbengkalai di Bukit Chabang. Tiga cermin kereta telah dipecahkan. 22 Januari 2018: SUHAKAM memulakan inkuiri awam berhubung kehilangan Amri. 21 Mac 2018: Seorang pemilik bengkel memberi keterangan bahawa tiga kenderaan telah diletakkan di seberang jalan dari premisnya selama tiga hari berturut-turut sebelum kehilangan Amri. Salah satunya ialah Toyota Vios berwarna emas, kenderaan yang sama terbabit dalam satu lagi kes penculikan melibatkan Pastor Raymond Koh. 15 November 2018: Siasatan awam SUHAKAM selesai dijalankan. 3 April 2019: SUHAKAM mengeluarkan dapatan siasatan, menyimpulkan bahawa Amri adalah mangsa 'kehilangan paksa' yang melibatkan agensi kerajaan. Pesuruhjaya SUHAKAM, Mah Weng Kwai menjelaskan, berdasarkan perbincangan panjang mengenai kes, panel mendapati bahawa individu atau kumpulan yang beroperasi dengan sokongan ejen kerajaan terbabit dalam penculikan itu. 26 Jun 2019: Kerajaan menubuhkan pasukan petugas khas bagi mengkaji semula kes-kes 'kehilangan paksa' yang didakwa. 9 Mei 2023: Mahkamah Tinggi Kuala Lumpur memerintahkan kerajaan mendedahkan secara terhad Laporan Pasukan Petugas Khas berhubung kehilangan Amri. 5 November 2025: Mahkamah Tinggi Kuala Lumpur memerintahkan Kerajaan Malaysia dan PDRM membayar ganti rugi melebihi RM3 juta kepada Noorhayati atas kehilangan suaminya sembilan tahun lalu. Perintah itu meliputi ganti rugi am dan teruk sebanyak RM2 juta, ganti rugi teladan RM1 juta serta ganti rugi khas RM14,457.52, selain kos RM250,000. Hakim Datuk Su Tiang Joo memutuskan demikian selepas mendapati kerajaan dan pihak polis bertanggungjawab terhadap kehilangan Amri.

House Freedom Caucus Chief Weighs Support for Longer-Term Continuing Resolution

House Freedom Caucus Chairman Rep. Andy Harris, R-Md., elaborated on the group’s support for a longer-term continuing resolution in an interview this week with The Daily Signal. The group had released a statement on Monday supporting the passage of a continuing resolution to fund the government “as far into 2026 as possible (ideally, past the November 2026 election and with necessary defense stop-start anomalies).” The statement went on to note that such a CR would “effectively keep federal discretionary spending flat at the same levels since 2023,” and “block any further effort by Democrats and the Swamp to advance a budget-busting, pork-filled, lobbyist-handout omnibus in November or December.” The Daily Signal also received a statement from Rep. Paul Gosar, R-Ariz., who concurred. “Congress must act responsibly and pass a long-term continuing resolution to fund the federal government—not another short-term patch that merely delays the inevitable. These constant, stopgap extensions have become a political crutch, allowing Congress to lurch from one manufactured crisis to the next instead of governing with fiscal sanity and discipline.” The Daily Signal asked Harris whether a CR funding the government beyond the November 2026 midterms had any precedent. “Well, no, I think most of the yearlong, continuing resolutions are adopted later in the year. But again, we’re in unprecedented territory, where we have now the longest shutdown in history, and in an attempt not to allow the circumstances to repeat themselves, it would make sense that we would consider a continuing resolution until after the elections,” Harris said. The Maryland lawmaker explained that the continuing resolution would keep funding level, noting that “the Democrats, and to some extent even the Senate Appropriations Committee, is increasing spending level funding.” The House Freedom Caucus’ proposed longer-term CR “would at least be a first step toward dealing with our excessive federal deficit,” Harris added. The deficit was in the news of late as the accumulated national debt reached $38 trillion. Harris explained that Democrats have already shown a willingness to shut down the government. He cited concerns about escalating side effects if the government is shut down again. “Next time would be a little different, because all the reserve funds, of course, are expended. So, for instance, if we passed a continuing resolution the early part of next year, and they decided to close down the government, well, there are no reserve funds left in SNAP,” the Maryland congressman said, referring to the federal Supplemental Nutrition Assistance Program, informally known as food stamps. His remarks came after the Trump administration said it would use emergency funds to cover about half of SNAP costs this month as the government shutdown drags on. Pushing the issue of government funding past the 2026 midterms would likely lower the issue in the eyes of voters. The Daily Signal asked Harris whether he thought the current government shutdown had aided Democrats as a talking point in the Nov. 4 election. “You know, it might have helped them in Virginia, where, of course, you have a high concentration of federal employees. But I don’t, I don’t think overall, it made that much difference,” Harris said, adding, “The outcome in New York was pretty clear for several weeks, even before the shutdown. And New Jersey, of course, is a perennially blue state, so that, of course, sent no message whatsoever.” In the past, the House Freedom Caucus has opposed continuing resolutions. Harris was asked why the caucus was in favor of a continuing resolution now. He emphasized that a continuing resolution could be the most fiscally conservative point of view if the rest of the environment is calling for more government spending and the CR holds spending at the current level. “[A]lthough we don’t like continuing resolutions, because we think the Congress should do its job and pass individual appropriations bills, obviously, the Congress is not going to do that in the near future, and then again, a continuing resolution, which does not increase spending, holds spending level, would appear to be one of the most fiscally responsible ways to proceed,” Harris said. He also reiterated that he was supportive of two-year budget cycles, except for the Department of Defense.

Mudenda warns MPs on govt looting Published: 06 November 2025 Speaker of the National Assembly, Jacob Mudenda, has called on parliamentarians to maintain a "vigilant oversight" role in monitoring government expenditure, warning that well-connected individuals and entities-some with links to Zanu PF-are engaging in the theft of taxpayers' money, often through inflated tenders and corrupt procurement practices.Mudenda's remarks come in the wake of multiple audit reports exposing systemic corruption and inefficiency within government ministries, departments, and agencies (MDAs), which have been found to misappropriate public funds through inflated contracts and procurement schemes.Speaking at the pre-budget seminar in Bulawayo, Mudenda reminded lawmakers that Parliament's duties go beyond simply approving the Finance and Appropriation Bills. He stressed that Parliament's role also includes preventing the pillaging of State coffers and ensuring that taxpayer funds are used effectively and for the benefit of the public."It is not just about approving budgets. It also demands vigilant monitoring of budget implementation, including resource disbursements and procurement processes, as well as the outcomes and outputs of public expenditure, which should be anchored on the value-for-money principle," Mudenda said.He further pointed to Section 315 of the Constitution, which mandates that procurement procedures must be "fair, justifiable, transparent, and rigorously cost-effective" in order to safeguard public resources from wasteful spending and malfeasance. Mudenda also referenced Section 45 of the Public Finance Management Act, which enforces these principles to prevent fraud and corruption in public expenditure.Despite numerous recommendations by the Auditor-General, which have exposed how taxpayers' money is being stolen, particularly in state-run enterprises, many of these suggestions have gone unheeded, leaving many of these enterprises on the brink of collapse. Mudenda urged lawmakers to take a stand against this, noting that continuing to approve budgetary allocations for MDAs that disregard Auditor-General reports is a "betrayal of fiduciary duty.""Approving budgetary allocations for MDAs, which flagrantly disregard the Auditor-General's recommendations, constitutes serious corporate imprudence," Mudenda said. "The Public Accounts Committee has a singular and weighty responsibility in this oversight framework, wielding constitutional authority that must be exercised with unwavering diligence and moral integrity."Mudenda emphasized that the Public Accounts Committee must ensure that the Auditor-General's reports receive prompt and thorough responses from accounting officers, with clear deadlines for remedial action. He also called for the expeditious tabling of Treasury minutes by the Ministry of Finance to ensure that the Public Accounts Committee's recommendations are acted upon without delay.In his address, Finance Minister Mthuli Ncube also acknowledged that the government was financially constrained and struggling to meet obligations, including unpaid debts to contractors, some of whom are owed millions of dollars. However, Mudenda linked the government's financial struggles to poor revenue collection and taxation systems, pointing out that a staggering 85.7% of Zimbabwe's 3.4 million Micro, Small, and Medium Enterprises (MSMEs) are not taxed.Mudenda highlighted the need for a more aggressive approach to formalising these small businesses, citing the 2026 Budget Strategy Paper's commitment to registering 5,000 MSMEs by 2026. However, he pointed out that this figure was far too low compared to the country's actual number of small-scale entrepreneurs."That figure is gapingly paltry compared to the 3.4 million small-scale entrepreneurs," Mudenda said, adding that digital technology could play a significant role in upscaling this effort. "By using digital technology, that 5,000 figure can be phenomenally upscaled to increase revenue inflows as part of compelling domestic resource mobilisation."Mudenda called on the Zimbabwe Revenue Authority (ZIMRA) to accelerate efforts to incorporate artificial intelligence (AI) into tax administration. By leveraging predictive analytics, blockchain technology, and automated compliance monitoring, AI could significantly improve efficiency, promote voluntary compliance, and boost revenue collection across all sectors of the economy, including the informal sector."What are we waiting for?" Mudenda asked. "Through AI, we can enhance administrative efficiency and encourage voluntary compliance across all sectors, thereby enhancing revenue streams."In addition to traditional tax revenue, Mudenda also emphasized the need to explore alternative financing mechanisms for infrastructure development. Chiwenga orders end to raw lithium exports Published: 06 November 2025 Vice President Dr Constantino Chiwenga has issued a firm directive to Zimbabwe's lithium mining industry, ordering all companies to cease the export of raw ore and spodumene by January 2026 and to immediately establish value-addition and beneficiation facilities.Dr Chiwenga made the announcement on Wednesday during a tour of Kamativi Mining Company as part of his ongoing familiarisation visits to economic projects across Matabeleland North.While commending the revival of formerly defunct mines such as Kamativi, the Vice President stressed that the next phase of national economic transformation would focus on local processing and manufacturing to ensure Zimbabwe captures more value from its vast mineral wealth."Cabinet has already indicated that we now want further beneficiation for the economy," said Dr Chiwenga. "We can no longer keep on doing the extraction and shipping and giving other people the resources. As we have said, by January, we expect all companies that are now in lithium to stop exporting raw materials and start producing tangible products."He said Zimbabwe's vision was to become a key industrial player within the Southern African region and the African Continental Free Trade Area (AfCFTA), noting that beneficiation would boost employment, stimulate technology transfer, and enhance national revenues."If we are going to make an electric vehicle, so be it. Zimbabwe moves to liberalise gold ownership Published: 06 November 2025 Finance, Economic Development and Investment Promotion Minister, Professor Mthuli Ncube, has endorsed a proposal to liberalise gold ownership for Zimbabwean citizens, describing it as a logical and necessary step in aligning the nation's monetary framework with international best practices.Speaking at the 2026 Pre-Budget Seminar in Bulawayo, Prof Ncube responded positively to calls from Zanu-PF spokesperson Cde Christopher Mutsvangwa, who had urged the Government to adopt a gold ownership model similar to those in India and China, where citizens are free to buy and hold gold as a store of value.Prof Ncube said the move made economic sense, noting that gold serves as a hard currency asset equivalent to the United States dollar, which is already in widespread use within Zimbabwe."Frankly, once you allow citizens to hold U.S. dollars, gold is a U.S.D. asset. It's a hard asset. So whether it's U.S. dollars or gold, it's either here or there. You might as well allow it," said Prof Ncube.The Minister argued that allowing citizens to own gold would help retain value within the country, unlike the circulation of foreign currencies controlled externally."At least if the gold is ours, the U.S.D. is controlled elsewhere. So we have to do that," he explained.However, Prof Ncube emphasised that the liberalisation process must be accompanied by strong regulatory and monitoring frameworks to ensure transparency and prevent abuse."Before we liberalise that ownership, we have to build some rules around it," he said. IMF says Zimbabwe highly dollarised Published: 06 November 2025 The International Monetary Fund (IMF) says Zimbabwe's economy remains highly dollarised, with any de-dollarisation policies needing gradual implementation while the Confederation of Zimbabwe Industries has called for further disinflation strategies into 2026 to correct pricing and manage stubbornly high inflation.Zimbabwe is pushing for an end to the use of US Dollars across the economy by 2030, coinciding with a possible two year extension of President Emmerson Mnangagwa's rule originally scheduled to end in 2028. Mnangagwa's party, Zanu PF party has resolved to extend the Zimbabwean leader's tenure and to end dollarisation by 2030.However, the IMF has said in an interview that "Zimbabwe remains highly dollarized" with any confidence in a local currency needing to "be built through credible fiscal and monetary policies, a strengthened FX market, and the absence of quasi-fiscal operations such as providing subsidies or financing government programs" outside of the budget framework.The Zimbabwe Gold (ZiG) local currency Zimbabwe says is backed by foreign currency reserves is largely shunned by locals for transactions. The IMF said Zimbabwe has to ringfence any de-dollarisation efforts by a stable policy environment that will accrue confidence for the local unit of exchange."Confidence in macro-economic policy and the currency is reinforced by a predictable, rules-based policy environment and progress on economic governance. Advancing these reforms-alongside clear, consistent economic policy implementation-would help anchor expectations and bolster confidence," the IMF's chief of mission to Zimbabwe, Wojciech Stanislaw Maliszewski, said by email.The Confederation of Zimbabwe Industries (CZI) has called for further disinflation strategies over the next few months. It argued that inflation should be lowered further."An inflation rate of 30% is still too high, calling for more disinflation strategies into 2026. The policy target is to have an annual ZiG inflation of 30% by December 2025," said Cornelius Dube, chief economist for the CZI.According to the IMF, the Reserve Bank of Zimbabwe (RBZ) has been tightening its policy stance since September last year after halting monetary financing. This had helped to lower inflation from elevated highs while also easing exchange-rate pressures."The gap between official and parallel market rates narrowed, and ZiG inflation declined by mid-2025, though the economy remains highly dollarized," said Maliszewski.For the month of October, Zimbabwe's inflation in ZiG local currency dropped to 32.7% after shedding 50 percentage points from a rate of 82.7% in the month of September 2025. on the other hand, the USD month-on-month inflation for October 2025 increased to 0.3% from a rate of 0% in the month of September 2025.11.4The CZI has explained that this means that prices in USD terms remained stable as the observed increase is minimal.However, CZI believes that "when the de-dollarisation programme gets rolled out, the inflation differential between ZiG and USD will matter in the decision of which currency to use" in transactions."USD price stability would make the USD attractive as both a transaction and savings currency. ZiG stability has to be sustainable for a very long time before it can also be considered a close substitute to the USD," said Dube.This comes as Zimbabwe's USD year-on-year inflation has continued on a declining trend which started in July 2025.In October 2025, Zimbabwe's USD inflation declined to 13% from the 13.4% registered in the month of September.
