Gujarat: Second session of ‘Atal Smaran Lecture Series’ held in Gandhinagar

Gandhinagar, Oct 29 (IANS) As part of the year-long celebrations marking the centenary of Bharat Ratna and former Prime Minister Atal Bihari Vajpayee, the Gujarat government organised the ‘Atal Smaran Lecture Series’ across the state. The second session of the series was held at the Sardar Patel Institute of Public Administration (SPIPA), Gandhinagar, in collaboration with the Ahmedabad Management Association (AMA), as shared by officials today. The theme of the session was ‘Guided by Vision, Governed by Values’. Delivering the keynote address, Sujan R. Chinoy, Director General of the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi, and former Ambassador of India, described Vajpayee as a towering personality – an intellectual, poet, philosopher, and exemplary statesman. “Vajpayeeji never allowed power, position, or politics to overshadow his principles. National interest, welfare of citizens, and peaceful coexistence were always at the core of his policies,” Chinoy said. Highlighting Vajpayee’s oratory skills, Chinoy noted that the former Prime Minister was a master communicator, equally fluent in Hindi, English, and Urdu. “Vajpayee was never opposed to any ideology or viewpoint and never personalised political disagreements, which earned him admiration even from his critics,” Chinoy remarked. Tracing Vajpayee’s political journey, Chinoy recalled that his career began in the 1950s and spanned over five decades. He served ten terms in the Lok Sabha and two in the Rajya Sabha, maintaining a consistent focus on India’s national security and sovereignty. Chinoy further emphasised Vajpayee’s diplomatic acumen, particularly in advancing India’s relations with China and Pakistan. “As both Foreign Minister and Prime Minister, he set high benchmarks – from the Lahore Bus Yatra and his restraint during the Kargil conflict, to the landmark border negotiations with China that led to Sikkim’s recognition as part of India,” Chinoy said. He also highlighted Vajpayee’s pivotal role in shaping the post-Cold War strategic partnership between India and the United States. Discussing Vajpayee’s foreign policy legacy, Chinoy described the years 2000–2005 as a “golden phase” in India-China trade and economic relations. “During this period, major Indian IT and pharmaceutical companies invested in China, and during his 2003 visit to Shanghai, Vajpayee called for a strategic alliance between Indian and Chinese technology firms,” he said. Sujan Rameshchandra Chinoy, the chief speaker, is a seasoned diplomat who has represented India in key postings across East Asia and the Middle East. Known for his expertise in international relations and strategic affairs, he has significantly contributed to advancing India’s foreign policy objectives. Currently serving as Director General of MP-IDSA, one of India’s premier think tanks on defence and strategic studies, Chinoy also led the Think20 group under India’s G20 presidency and has served on several national policy councils. The second session of the Atal Smaran Lecture Series saw enthusiastic participation from officers and staff of the General Administration Department and SPIPA, representatives of AMA, and faculty and students from defence and strategic studies disciplines.

MP: Bajrang Dal activist murder sparks tension, two arrested

Jabalpur, Oct 29 (IANS) The broad daylight killing of a Bajrang Dal activist, Nilesh Rajak and then the alleged suicide of the father of one of the suspected assailants has sparked tension in Madhya Pradesh’s Katni, prompting the administration to issue prohibitory orders to bring the situation under control. 35-year-old Bajrang Dal activist Nilesh Rajak, who was a former ‘Gau Seva Pramukh (Cow Protection Chief) of Katni district, was allegedly shot dead by two unidentified men when he was reportedly standing near a bank in Vijayraghogarh area on Wednesday. Two suspects involved in the alleged murder of Rajak have been arrested following a police encounter early on Wednesday and are being interrogated by senior police officials. Arrested persons have been identified as Akram Khan and Prince Joseph, according to police. In a shocking turn of events, the father of one of the suspects also died by alleged suicide, deepening the mystery of the horrific incident. The Minister in charge of Katni district, Uaday Pratap Singh, who is the School Education Minister in the state, reached Katni and met the senior officials. Meanwhile, Chief Minister Mohan Yadav, who was in Bihar, wrote on X that he has directed Katni district administration and police to take tough action against those involved in taking law and order into their hands. “In a meeting held recently, I had given clear instructions that no criminal should be spared. There will be no compromise with the law and order in the state,” Chief Minister wrote in X, adding that, “I have instructed Katni district police to take strict action against those involved in the matter.” The killing led to panic in the locality. Police teams and senior officers immediately rushed to the spot. Forensic experts collected the spent shells and tyre marks from the scene, while CCTV footage from nearby shops was being scanned to identify the shooters. The murder took place around 10.30 am in the Kaimor police station area in Vijayraghogarh town on Wednesday. The local police station in charge and a head constable were removed from active duty in the wake of the killing.

Federal Judge Blocks Trump Administration’s Effort to Slash Sex Education Funding

An Oregon federal judge has prohibited the Trump administration from linking sex education grants to adherence to an executive order aimed at restricting “gender ideology.” In January, then-President Donald Trump signed Executive Order 14168, titled “Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” This directive instructed federal agencies to withdraw funding from any programs promoting gender ideology. Subsequently, the administration rolled out similar executive orders throughout the year. The Department of Health and Human Services (HHS) issued multiple communications in April and August, aiming to implement the administration’s stance against gender ideology. These communications sought to compel states to eliminate references to “gender identity” from the curricula of the Personal Responsibility Education Program (PREP) and Sexual Risk Avoidance Education (SRAE), both of which are statutorily recognized as “evidence-based” sexual health education initiatives. In response, several states, led by Washington, launched a lawsuit in late September. This legal action followed California’s denial of non-discretionary grant awards due to its refusal to expunge gender identity references from its PREP curriculum, a situation mirrored in other states facing similar threats, as detailed in the plaintiffs’ 47-page complaint. The plaintiffs argued that HHS’s sudden prohibition of even minimal mentions of inclusive gender identity signified a “radical departure” from the programs’ historical implementation methods. “States have implemented medically accurate, complete, and culturally appropriate sexual health education curricula that recognize and affirm gender identity,” the lawsuit reads. “Each year, HHS has approved the States’ PREP and SRAE applications. And as recently as last year, HHS mandated that PREP and SRAE programs and projects be inclusive of LGBTQIA+ youth.” On Monday, in a 77-page opinion and order, U.S. District Judge Ann Aiken, a Bill Clinton appointee, rubbished HHS for failing “to make any factual findings on which to base” its recent about-face on terminology. The lawsuit was largely based on numerous alleged violations of the Administrative Procedure Act (APA), the federal statute governing the behavior of federal agencies, as well as lawsuits challenging such actions. The court agreed wholeheartedly with the plaintiffs, finding the new verboten references “arbitrary and capricious” under the APA. The APA’s “arbitrary and capricious” standard is a term of art – and a phrase which has leapt from the statute into popular culture. In context, the term describes government actions that go too far while simultaneously eschewing formal, mandatory processes. “HHS provides no factual findings or a reasoned basis for its decision,” Aiken explains. To hear the Trump administration tell it, “teaching gender ideology is outside the scope of the statutory authority” because the statutes for the programs do “not explicitly mention gender ideology or identity,” and such terminology is not “relevant” to teaching sex education. The court rejected this argument, noting the absence of several pieces of language from the statutes in question that are necessary to teaching comprehensive sexual education. “[A]side from abstinence and contraception, the statutes do not contain a list of sexual health education topics,” Aiken goes on. “The statutes do not mention other key sex health education components such as menstrual cycles, anatomy, physiology, and sexual orientation, so relying on a non-existent list is not reasonable.” The court goes on like this, at length: HHS failed to consider (1) the statutory purpose and relevant statutory requirements—such as the mandate to reduce adolescent rates of STIs, including HIV, and the requirements to provide “medically accurate and complete” content and to target “high-risk youth” populations with “culturally appropriate” educational content; (2) the data on gender minority youth populations; (3) the data on youth sexual health risk behaviors; and (4) the data on interventions “proven on the basis of rigorous scientific research” to reduce sexual health risk behaviors, adolescent pregnancy, and STIs, including HIV. It is obvious that gender minority youth are at risk of pregnancy or contracting STIs… The court, quoting a sex education expert, says “[e]veryone has a sexual orientation and a gender identity.” The opinion describes “gender minority youth” as those outside the “gender binary,” or a person who “doesn’t fit inside traditional male or female categories.” The expert’s quote is contained at length, in a footnote that reads, in part: “Everyone has a gender identity. Most people have a gender identity that conforms with the sex they were assigned at birth. However, some individuals have a gender identity that does not conform with their sex designated at birth.” These references and definitions are used to support the court’s finding that HHS intends to exclude “gender minority youth from the PREP and SRAE programs.” Such exclusions, the judge says, “directly” conflict with congressional requirements that sex education programs be “culturally appropriate” and “target high-risk youth.” “The Court concludes that HHS, in imposing the Gender Conditions, acts in excess of statutory authority,” the opinion continues. The plaintiffs also lodged various constitutional violations, including spending clause and separation of powers claims. The Department of Justice, in turn, argued the appropriations clause gives agencies authority to “impose conditions on grant programs.” But that’s just not so, said the judge. “The Appropriations Clause does not provide the Executive branch a tool that it can use to thwart Congress’s will,” Aiken writes. “Quite the opposite. The Appropriations Clause is intended to check, not expand, Executive power.” Rather, the court says, the grants at issue are parts of federal programs – and there the executive does not have discretion. “Plaintiff States have a statutory right to the funding that Congress authorized and funded,” the opinion goes on. “The Court concludes that the Appropriations Clause provides HHS no authority to condition funds that Congress has authorized.”

NHS hospital 'missed chances' to stop surgeon accused of botching kids' ops

Calls were today made for an independent probe into how an NHS hospital missed chances to stop a surgeon accused of botching operations on children. A review found there were 32 opportunities to take action against paediatric orthopaedic surgeon Kuldeep Stohr, who is accused of bungling children's operations - but bosses failed to act. As a result she continued to work for years at Addenbrooke's Hospital in Cambridge under increasing pressure which "resulted in prolonged risk to patients", the investigation found. Experts today highlighted how "actions could have been taken to reduce harm to patients", but instead "deficiencies in Ms Stohr's practice persisted for years". Complaints against her include allegations of botched hip surgeries and knee reconstructions. The hospital trust has apologised for the impact on patients and families. Today Lynn Harrison demanded an independent probe after her daughter Tammy, 13, was operated on by Ms Stohr in April 2021. Tammy, who has cerebral palsy, has had problems with her hip joints throughout her life, causing her legs to face inwards towards her body. Ms Harrison described how Tammy was left in "considerable pain" after a procedure to stabilise her hip joint and improve mobility. Cambridge University Hospitals NHS Foundation Trust (CUH) has said the cases of almost 800 patients of Ms Stohr are being reviewed. Tammy's case was one of the first to be looked at. Lawyers said the review noted there had been "technical problems" with her surgery. A separate investigation published today did not focus on individual cases but examined whether any steps could have been taken to act earlier to protect patients. It identified 32 missed opportunities between 2012 and 2024. "I don't know how to feel. This is all overwhelming for Tammy and I, we want the full truth to come out and we want everyone responsible for harming Tammy to be held to account," Ms Harrison said. "I'm not interested in apologies. I want to know why this was allowed to happen to my daughter, and I want justice for her. This report does not give us any of that. "I want a meeting with Wes Streeting urgently and I want him to order a fully independent inquiry into this scandal and why my daughter and all the other victims were tortured this way." Concerns about Ms Stohr were first raised a decade ago, according to the review, conducted by independent investigations company Verita. It highlighted how a 2016 probe raised concerns about her surgical technique and judgment, but it was "misunderstood" and opportunities to act on the findings were "missed". "The report identified shortcomings in Ms Stohr's surgery and proposed remedial steps," the authors said. "The report was misunderstood, miscommunicated, and its findings reduced to a matter of interpersonal conflict rather than surgical concerns. As a result, deficiencies in Ms Stohr's practice persisted for years as her caseload and patient complexity grew. Collectively, these failings resulted in prolonged risk to patients." The latest review revealed a colleague of Ms Stohr raised formal concerns with hospital leaders in December 2015. As a result, the hospital's deputy medical director at the time commissioned an external review which highlighted "technical and judgment concerns" about Ms Stohr's surgical work. But the deputy medical director and his colleagues only "partially understood" the report and concluded that Ms Stohr's clinical competence was not in question, Verita said. "They appear to have interpreted (the) report as evidence that Ms Stohr could safely carry on practising," the authors of the report wrote. "The result was that she was not restricted from practising surgery or placed under closer supervision from then on." The majority of her colleagues knew nothing about the external review until early 2025. Verita said the deputy medical director's summary of the 2016 review's findings was "inconsistent with its findings, advice, and recommendations" and "diluted the messages that needed to be sent to Ms Stohr about her practice". "The trust missed an opportunity in 2016 to address deficiencies in Ms Stohr's clinical performance," the authors of the new review said. They said that following the review "nothing substantial was done by the trust to address any of Ms Stohr's clinical practice shortcomings" and it "failed to learn" from the issues raised. After 2016 Ms Stohr continued to operate on children "without effective managerial oversight", the report adds. She had a "disproportionately high surgical workload" and bosses seemed "satisfied with her contribution to reducing waiting lists". In 2015 and 2024, occupational health said she was suffering from work-related stress and unsustainable demands but no adjustments were made, Verita said. There were no "red flags" raised about her practice and none of her fellow surgeons had concerns until 2024 when they assumed responsibilities for her patients when she went on a leave of absence. "We found no one in the management of the paediatric orthopaedics service, or in the workforce directorate who held a complete picture of all the factors affecting Ms Stohr and, potentially, the quality and safety of her work," the report adds. Ms Stohr has not practised since she began a leave of absence in March 2024. The trust formally excluded Ms Stohr from work in February 2025. When colleagues took over her workload they raised concerns and another external review was commissioned which "confirmed issues with her operative technique and judgment in complex hip surgeries". Roland Sinker, chief executive of Cambridge University Hospitals, said: "We are deeply sorry for the impact this has had on patients and families and are focused on supporting all of those affected. We accept the findings and recommendations made in Verita's report in full. "This should not have happened and today we are publishing an action plan which describes the changes we will make. While Verita's investigation recognises that we have made progress, we are clear there is a lot more to do. Throughout this process, we have remained committed to supporting patients and families affected and will continue to do so as the separate external clinical review remains ongoing. "Our services and the actions we now take will continue to be shaped by what our patients are telling us. Verita's report makes for difficult reading, and we will learn from this. Now is a pivotal moment to change our hospitals for the better." Solicitor Elizabeth Maliakal, of Hudgell Solicitors, which represents a number of patients and families affected, including Ms Harrison, said: "The impact is so wide, and on such a large number of patients, we now need a Statutory Public Inquiry which can compel crucial witnesses to give evidence. "It is simply not enough for the Trust to announce an action plan and offer an apology. People need to be placed under scrutiny and held accountable. A message needs to be sent out across the NHS that this will not be tolerated. From the clients we've managed to speak to since receiving this report last night, there seems to be a clear feeling of anger and betrayal, and that is understandable." Another family, represented by Osbornes Law, has called for a "complete culture shift" in the NHS. The family, who asked to remain anonymous, said the "anger is hard to process" in the wake of the report. Their son, who has since died, was operated on twice by Ms Stohr. Lawyers representing the family said that when his case was reviewed, evidence was found that "severe physical harm was caused". His mother said: "All you want to do as a parent is to protect your children and you have to make difficult decisions sometimes, but I thought we were doing everything we could to make his life more comfortable. "That anger is hard to process. He was the light of our lives - the most incredible, smiley, resilient, brave young boy - and we'll never know what potential was lost. Those 'what if' questions are horrible, they never leave you." Jodi Newton, a specialist medical negligence lawyer at Osbornes Law, said: "The findings of the report provide a damning verdict of the lack of visibility, broken systems, and absence of communication by those in leadership at the Trust in 2016. "It makes clear that this was not the fault of one person, but the result of systemic failings that allowed her to continue, unchecked, for several years while patients, mostly vulnerable children, suffered at the hands of a surgeon who repeatedly practised in a way which was substandard and, regrettably, caused them avoidable harm. "I hope that the report's recommendations will be implemented in full and as a matter of urgency. Those seeking justice for their loved ones will also want accountability from those responsible, and the unambiguous acknowledgement, without excuses, that the majority of the harm and trauma caused could have been avoided."

British family's heartbreak as body of father is found two days after his son, 11, drowned when they got into trouble swimming off Malta

A British man has been found dead off the coast of Malta, two days after his 11-year-old son drowned while the pair were swimming during a family holiday. The 37-year-old's body was discovered following an extensive search operation involving Maltese police, the armed forces and local rescue teams. His son had been pulled from the water earlier in the week after getting into difficulty while swimming at Ramla Bay. The mother of the boy was on the beach with her two other younger children when her son drowned and her husband went missing on Monday. The British family of Pakistani origin had been enjoying the final hours of a Malta holiday when the tragedy struck. Other family members are understood to have flown out to Malta on Tuesday to support them. Police were alerted at around 1.15pm, and the Armed Forces of Malta and Civil Protection Department launched an intensive search using dinghies and a helicopter. The boy was pulled from the water and treated at the scene before being taken to Gozo General Hospital, where he was pronounced dead a short time later. The Meteorological Office had issued a warning about strong north-west winds hitting Malta on Monday. The 11-year-old's death marks the 16th drowning since the start of the year. It comes after a British tourist died while swimming in Malta's famed Blue Lagoon after using a slide on a tourist boat in September. The 43-year-old had taken the slide down into the water at around 1.30pm before finding himself struggling in the lagoon, located in Comino. A number of travellers spotted he was underwater before pulling him up to the surface of the water and beginning CPR, reports Times of Malta. Volunteer first aiders from Malta's Emergency Response and Rescue Corps (ERRC) quickly arrived at the scene and took over efforts to save him. They carried the unnamed man to Mgarr Harbour in Gozo where a hospital medical team was waiting, but he was tragically pronounced dead upon arrival at Victoria Hospital. According to local reports, following the incident, Magistrate Brigitte Sultana is holding an inquiry. Just a month earlier, a 35-year-old Italian man died after getting into difficulty, while also at the Blue Lagoon in August. In April the body of a 71-year-old fisherman was found off the coast of Comino, hours after he was reported missing. And a Spanish tourist sustained grievous injuries in July after she was hit by a boat propeller as she was boarding a boat in Comino, a popular destination for tourists.

WH Smith delays annual results amid US accounting blunder

WH Smith has delayed the publication of its annual results by more than a month as it battles to get to the bottom of an accounting blunder. The chain is grappling with the fallout of an accounting blunder that saw it overstate profits in its US business by around £30million. WH Smith was due to publish its preliminary results on 12 November, but has now pushed the date back to 16 December, as audit firm Deloitte investigates flaws in its accounting systems. The FTSE 250-listed company previously said the error was due to 'the accelerated recognition of supplier income in the North America division.' It more than halved its expected trading profit in North America, from £55million to £25million, as a result. Shares in WH Smith plunged over 40 per cent when the accounting blunder came to light. WH Smith said on Wednesday: 'The revised date will provide the company time to respond to the Deloitte review and allow the group’s auditors, PricewaterhouseCoopers LLP, to complete the required audit procedures.' The retailer's stock has fallen by more than two-fifths since the start of the year, taking it below a £1billion market value for the first time in years. The accounting blooper emerged at a time of significant change for the retailer. Earlier this year, the business sealed a deal to offload its high street stores to private equity firm Modella Capital in a £40million deal. The move will see the chain disappear from British high streets, where it has had a presence for more than a century, after Modella said it would rebrand around 480 stores to TG Jones. Modella is erasing WH Smith and replacing it with TGJones branded stores and products. The private equity firm previously said TGJones 'carries the same sense of family and reflects these stores being at the heart of everyone's high street', but does not refer to a 'specific person'. By contrast, WH Smith gets its name from founder Henry Walton Smith, who was a news vendor in London in the eighteenth century alongside his wife Anna. In July, WH Smith also sold its greetings card business, Funky Pigeon, to Card Factor in a £24million deal. WH Smith is now focused solely on shops in global travel locations, such as in airports, train stations and hospitals, which total about 1,300 around the world, with the brand kept across this estate. WH Smith shares were down 1.76 per cent or 12.50p to 697.50p on Wednesday.

The singer, 40, who dropped her fifth studio album West End Girl last week, has revealed she's back on the dating scene. But after splitting from the Stranger Things actor after four years of marriage, it seems Lily wants to go in a different direction for her next relationship. Speaking to Interview magazine, Lily was asked if being famous presents a difficulty when trying to use dating apps. 'It does, because I’m not really looking to go out with another famous person,' she said. Lily, who did the interview in Los Angeles, also feels it's something of a 'novelty' for British men to date her because she is so well known in the UK. During a chat with Interview magazine, Lily claimed she now feels 'differently' about their marriage breakdown, after first penning the record in 10 days last December. Cold air can feel refreshing and clean, especially when coupled with snowy scenes. Three quarters of people love the feeling of breathing in crisp winter air, a study has revealed. Plus, 74 per cent said time spent outdoors in winter boosts their mental wellbeing - and nearly two thirds of Brits say winter air smells fresher and cleaner than any other season. It turns out, there's a scientific reason behind why cold air smells so good. Jim N. R. Dale, ex-Royal Navy meteorologist and founder of British Weather Services, explained the science behind winter's signature freshness. He said: 'Warmer air allows the molecules within the space to move more rapidly, expand, and in effect, become more intense, indeed far more noticeable - like the aroma of milk heating on the stove.' But cold air dampens manmade odours by slowing the movement of scent molecules and trapping more unpleasant smells - similar to the way that you can smell your garden bins less in the colder months than in the summer. Three quarters of people love the feeling of breathing in crisp winter air, a study has revealed He says the reduced moisture in cold air tends to dilute manmade smells, but enhances natural and semi-natural ones, such as the scent of pine trees and wood fires. Winter weather events including snow and frost can also affect how we experience scents. Jim says that cold air naturally reduces our olfactory receptors (molecules that enable us to have a sense of smell), so we tend to detect fewer smells in the cold air. Jim also says snow and frost on the ground can create a 'blanket' on ground surfaces and their odours, which essentially 'suffocates' them. Jim adds: 'For example, a farmyard full of manure might well be less discernible given a reasonable snow cover, with the snow acting as a natural purifier. 'The same could be said of frost as it freezes and essentially slows down and traps the more obnoxious odour molecules.' Jim says that the colder months tend to bring crisper and drier air from a continental or Arctic airflow, which makes it feel fresher to breathe. He adds: 'There is a degree of "give and take" but in general, think of those clearer & colder airstreams as being fresher and purer, because they originate from where the air is purest.' Gillian Ray, Santa's Lapland area manager, said: 'At a time of year when our moods and energy can naturally be lower due to shorter daylight hours in the UK, taking time to let the feeling of cold air fill your lungs, and focusing on what you feel when outdoors can create moments that stay with you long after the season ends. 'For travellers, this could mean skipping the typical "winter sun" escapes and embracing colder destinations, such as Lapland. 'Exploring colder climates like Lapland isn't just about looking at beautiful snowscapes. It's just as much about making the most of what the scents, sensations, and magic of the Christmas season have to offer.' Paula said she was stopped by a council officer in Northampton town centre and despite her dog not fouling on the pavement, she was fined because she had forgotten to bring a plastic bag. 'She'd already been out for her business that day and it was a very short walk through the town centre so I knew that she wasn't going to do anything,' Paula said. 'Unusually, I didn't have any in any of my pockets, and so I was unable to say that I had a poo bag with me. So what happened? I was fined on the spot, £100 for a poo she didn't do.' She added that she knew it was a legal requirement to clean up mess after dogs, but not any rule about carrying bags. 'I honestly thought that I would be giving words of advice, told off, told what the law was so that I knew for next time, but there was no movement,' she said. The baffling fine comes after a woman was slapped with a £150 penalty by council officers in Richmond, west London, after pouring the remnants of her coffee down the drain. Paula (pictured) said she was stopped by a council officer in Northampton town centre and fined for not carrying a waste bag Paula, who asked not to share her surname, described the enforcement officer as 'polite, but very firm,' and felt she 'was an easy target'. A West Northamptonshire Council spokesperson said: 'It's really important that if people walk their dogs in a Public Spaces Protection Order (PSPO) area they have the means to pick up after them in case they foul in a public area.' Established in 2014, PSPOs allow councils to set local rules to tackle community issues. The council spokesperson said officers will fine dog owners who do not have a means of cleaning up, as part of PSPO requirements. Paula was one of hundreds of people who shared their story through Your Voice, Your BBC after a woman in west London was fined £150 for pouring coffee down a road gully. Burcu Yesilyurt, from Kew, west London, said she tipped a small amount of the drink from her reusable cup down the road gully because she didn't want to spill it on the bus. But moments later, she was 'shocked' to see three male enforcement officers 'chasing' her down the street as she stood at the bus stop near Richmond station. The officers fined her £150 under Section 33 of the Environmental Protection Act 1990, reduced to £100 if she paid within 14 days. After receiving the council letter, Victoria said she was 'shaking' and that she 'burst into tears'. She responded to the council letter to say she had never seen the envelope, but she still the £400 to avoid the sum rising to £600. However, she later had the fine cancelled and refunded after contacting her local councillor. An Ealing Council spokesperson said they had followed the 'usual process' of locating the parcel in a fly tip which contained the resident's details. However, they added that the fine was incorrect and issued an apology to Ms Wells. In Birmingham, a man said he was given a £100 fine for dropping a strawberry stalk down a roadside drain during the city's bin strike. Three care home bosses who stole £175,000 by faking an elderly resident's will using different handwriting and coloured pens are facing jail. Graham Walker, 74, his wife Lyn, 71, and ex-manager Jamiel Slaney-Summers, 65, plotted to scam frail 85-year-old Rita Barnsley. The trio - who ran Amberley Care Home in Brierley Hill, West Midlands - drew up a 'dodgy' will to snatch her lifesavings. The document, which was described in court as a 'sham', was produced the day after Rita died in August 2021. It named Mrs Walker and Slaney-Summers as executors and the main beneficiaries of the will. Slaney-Summers was due to receive 50 per cent of Rita's estate, while Mrs Walker would get 25 per cent. A sum of £5,000 was also left to the care home staff. The scam was exposed thanks to Rita's cousin Verna, who raised the alarm with Dudley Council's Trading Standards team - sparking one of the biggest elder fraud investigations ever seen in the UK. All three defendants were found guilty by a jury at Wolverhampton Crown Court. Slaney-Summers was also found to have taken £6,000 from Rita's bank accounts, which she blew on online bingo. She claimed she had used the money to buy Rita flowers every Friday and on incontinence pads - but was found guilty of theft. The court heard Rita had moved into the care home in May 2020 after falling ill. However instead of receiving care, she was financially abused by the very people meant to protect her. Trading Standards officers uncovered several 'red flags' in the will which led to the Walkers and Slaney-Summers being arrested. The jury took just 90 minutes to return unanimous guilty verdicts following the four-week trial. Speaking afterwards, Councillor Phil Atkins, cabinet member responsible for trading standards at Dudley Council, said: 'Their intentions were clear - to fleece this poor, vulnerable woman of all the money she had worked her whole life to earn. 'It was an horrific abuse of trust by three people who she was relying on to look after her best interests. 'Instead they financially abused her and would have taken everything she had but for the dogged determination of her cousin and our trading standards team.' The trio will be sentenced on December 5.

India’s SP Group unit plans $2.5 billion debt sale in early 2026, bankers say

MUMBAI: India’s Goswami Infratech, a unit of Shapoorji Pallonji Group, is set to outsize its previous corporate bond sale with a shorter-duration issue of about $2.5 billion in early 2026, three bankers aware of the matter said on Wednesday. The real estate firm aims to raise as much as 220 billion rupees ($2.5 billion) to refinance its current issue, as well to meet other debt-related expenses, the bankers said, requesting anonymity as they are not authorised to speak to the media. “The company will at least target 150 billion rupees, which would be the outstanding amount for its bond issue and mature in April on priority, but will be open for higher amount,” one of the bankers said. Deutsche Bank, which had arranged the company’s previous debt issue, is set to be the arranger for this sale as well, the bankers added. Goswami Infratech and Deutsche Bank did not reply to a Reuters email seeking comment. The company will hold a non-deal roadshow in Singapore next week to brief prospective investors on its metrics, bankers added. In June 2023, Goswami Infratech had raised 143 billion rupees through the sale of zero-coupon bonds at a yield of 18.75%, which was later hiked as the company was unable to meet some covenants. Baby P's mum faces delay to freedom bid as risk to public scrutinised

Evil Tracey Connelly's freedom bid has been put on hold as experts gather more evidence about the risk she poses to the public. Connelly - the mum of Baby P - appeared before a Parole Board panel last week to give her first public account of Peter's death , more than 18 years after he died from a catalogue of harrowing injuries. The 44-year-old admitted for the first time she had been a "bad mother" and said she refused to accept her sadistic lover Steven Barker was abusing little Peter before he died in his blood-splattered cot in 2007. Revealing her "selfishness" led to the 17-month-old's death, she said she was blinded by love, telling prison experts she "wanted a Prince Charming" . She had hoped to learn if she would be released or moved to an open prison within 14 days - but the Parole Board has now "directed further information" and adjourned the hearing until next year in March. A spokesman said: "No decision can be made in this case until the panel has the directed information, and, in this instance, there is work needed by expert witnesses to develop the necessary materials to present to the panel." Last week Connelly refused to appear on camera as she appeared before a two-day parole hearing from prison, where she admitted that she still posed a risk to children in her care. She told the hearing: "I was a bad mother. I failed to protect them. I put my needs first. I took all my anger out at the world on my children. I didn't give them what they needed and they deserved better than me." Connelly was jailed for at least five years in 2009 for causing or allowing Peter's death in Tottenham, north London, while Barker was locked up for a minimum of 12 years for torturing the tragic tot. Connelly has never publicly given details about her son's death, even refusing to give evidence at her trial. But as she made a fresh bid for freedom after twice being recalled to prison for breaching her licence, details of her offending were read to a Parole Board panel. She was said to have "felt anger towards her children, believing they were interfering in her relationship with her partner and they were a hindrance". Connelly finally admitted she refused to believe that little Peter was being abused by Barker. She told the hearing: "There was a lot more that I probably could have done to protect my children. If I had told the professionals that this man was living with me and explained that we were more than he was just visiting, there are 101 things I could have done. "I could have done more. I was in my own bubble where I wanted my Prince Charming and unfortunately my children paid for that." She added: "I was selfish. I wanted my happy ever after." When she was jailed, it was claimed Peter was left in his pushchair with chocolate spread over his face to cover up the bruises on his face. But Connelly denied that she had covered Peter's face in chocolate to hide his injuries. She said: "There was a suggestion where I covered [Peter's] face in chocolate. But I washed it off in front of a social worker and there were no bruises on his face." Referring to Barker added: "I knew deep down what was happening. I challenged him [Barker} once and he made me feel so small I didn't challenge him again. I didn't believe that I could be living with a man who was capable of this, rather than the truth. I wanted to prove everyone wrong." She added: "I kept [Barker] a secret, I was arguing that this couldn't happen." She openly admitted to slapping her children, and said: “I used to do it if they misbehaved. The reality is that it was more when I wasn’t coping. "There’s no point trying to say they were naughty so I slapped them, it was easier for me to slap them rather than deal with it and try to explain like a proper mother would have done.” Connelly was released from prison in 2013 but recalled just two years later after selling nude pictures of herself online. Despite a backlash, Connelly was freed again in 2022 and she was made subject to 20 licence conditions. But last week it emerged she was recalled in August last year after striking up a secret 12-month relationship online with a man in which they exchanged sexually explicit messages. She said she hid her dark past from him before meeting him for sex, cinema and food. When the fling was exposed, she was thrown back in jail for failing to inform probation services about the relationship. Breaking down in tears, she said: "I hate my past, I have to live with it. How can I ask anyone to be OK with that?" She added: "There was a fear of rejection, if I told him who I was, anyone in their right mind would run a mile." She admitted she was "obsessed with sex", had an interest in BDSM fetishes and visited a sex club before her recall last year. She told panel members: "The sex is usually my way of dealing with things." Connelly revealed that after she was first released from prison in 2013, she dyed her hair blonde but it "looked like two marigolds on her head". In an effort to correct it, she used a red dye but her hair turned a shocking pink. She told the panel: "I was accused of doing it for notoriety but it was not for that reason." Connelly was also asked about her childhood during the hearing, to which she simply replied it was "torture". Admitting she was an occasional cannabis smoker, she said: "It was not a life experience I would wish on anyone." The hearing was told Connelly - who works as an orderly on the care and supervision unit in jail - is subject to "abuse and threats" in prison as she makes her way to work every day. One one occasion an inmate spat at her but she has never been attacked, it was said. Chair of the Parole Board panel Sally Allbeury revealed that baby Peter's family had written "extremely moving" statements. She said: "There can be no doubt that Peter's death has caused life-long harm to those who loved him and, as such, they too are victims of Ms Connelly's offending." Connelly told the panel she would still pose a risk to children in her care. Asked if she perceives herself as being a risk to children, Connelly said: "Children in my care? Yes. "Given how bad I was at it, I have to always accept that there is always a risk if I am left looking after children, which I can't see ever being the case. Am I a risk to children walking down the street? No." Connelly's two-day parole hearing was held in public after the Parole Board deemed it was in the public interest. A decision on her future will be made next year.

Paediatric orthopaedic surgeon Kuldeep Stohr continued to work for almost a decade at Addenbrooke's Hospital in Cambridge after concerns about her practice were first raised by a colleague in 2015. 'Difficult' and 'prickly' Ms Stohr, as she was described by colleagues, took on high volumes of cases under increasing pressure which 'resulted in prolonged risk to patients', the investigation found. Complaints against her include allegations of botched hip surgeries and knee reconstructions. Her alleged shortcomings only came to light after she took a period of sick leave last year for personal reasons, at which point two colleagues took over her caseload and raised concerns. The hospital trust has apologised for the impact on patients and families. A separate investigation into the care given to around 800 of Ms Stohr's previous patients is ongoing. Parents of affected children are calling for a public inquiry and have accused the hospital of allowing youngsters to be 'tortured'. A hospital missed 32 chances to intervene in the practice of paediatric orthopaedic surgeon Kuldeep Stohr, a review has found, as 800 of her cases are urgently reviewed Ms Stohr continued to work for almost a decade at Addenbrooke's Hospital (pictured) in Cambridge after concerns about her practice were first raised by a colleague in 2015 Concerns about Ms Stohr were first raised a decade ago, according to a new review which was commissioned by the Cambridge University Hospitals NHS Foundation Trust. Experts highlight how 'actions could have been taken to reduce harm to patients', but instead 'deficiencies in Ms Stohr's practice persisted for years'. The review, conducted by independent investigations company Verita, highlights how a 2016 review raised concerns about her surgical technique and judgment, but its findings were fundamentally 'misunderstood' and opportunities to act were 'missed'. These included comments on some of her cases which questioned Ms Stohr's decision to go ahead with some surgeries and technical errors in how others were carried out, leading to harm to patients. The review also raised concerns over a lack of use of post-operative imaging in Ms Stohr's patients. 'The report identified shortcomings in Ms Stohr's surgery and proposed remedial steps,' the authors said. 'The report was misunderstood, miscommunicated, and its findings reduced to a matter of interpersonal conflict rather than surgical concerns. 'As a result, deficiencies in Ms Stohr's practice persisted for years as her caseload and patient complexity grew. 'Collectively, these failings resulted in prolonged risk to patients.' It highlights how a colleague of Ms Stohr, also described by hospital bosses as 'difficult', raised formal concerns with hospital leaders in December 2015. As a result, the hospital's deputy medical director at the time commissioned an external review by a Great Ormond Street Hospital surgeon, which highlighted 'technical and judgment concerns' about Ms Stohr's surgical work. But the deputy medical director and his colleagues only 'partially understood' the report and concluded that Ms Stohr's clinical competence was not in question, Verita said. 'They appear to have interpreted (the) report as evidence that Ms Stohr could safely carry on practicing,' the authors of the report wrote. It was found that bosses instead characterised the findings of the report in relation to the tricky working relationship between the two 'difficult' surgeons in the department and overlooked the clinical concerns raised. As a result, bosses at Addenbrooke's gave Ms Stohr 'incorrect reassurance' that her technical ability was not in doubt and she was fit to continue practicing freely. The majority of her colleagues knew nothing about the external review until early 2025. Verita said the deputy medical director's summary of the 2016 review's findings was 'inconsistent with its findings, advice, and recommendations' and 'diluted the messages that needed to be sent to Ms Stohr about her practice'. 'The trust missed an opportunity in 2016 to address deficiencies in Ms Stohr's clinical performance,' the authors of the new review said. They said that following the review 'nothing substantial was done by the trust to address any of Ms Stohr's clinical practice shortcomings' and it 'failed to learn' from the issues raised. After 2016 Ms Stohr continued to operate on children 'without effective managerial oversight', the report adds. She had a 'disproportionately high surgical workload' and bosses seemed 'satisfied with her contribution to reducing waiting lists'. In 2015 and 2024, occupational health said she was suffering from work-related stress and unsustainable demands but no adjustments were made, Verita said. There were no 'red flags' raised about her practice and none of her fellow surgeons had concerns until 2024 when they assumed responsibilities for her patients when she went on a leave of absence. 'We found no one in the management of the paediatric orthopaedics service, or in the workforce directorate who held a complete picture of all the factors affecting Ms Stohr and, potentially, the quality and safety of her work,' the report adds. Solicitor Elizabeth Maliakal, of Hudgell Solicitors, is calling for a statutory public inquiry into the findings When colleagues took over her workload they raised concerns and another external review was commissioned which 'confirmed issues with her operative technique and judgment in complex hip surgeries'. The latest review, which does not focus on individual cases which are being examined in a separate investigation, concludes: 'This investigation highlights a series of missed opportunities in how the trust addressed concerns about Ms Stohr's clinical practice. 'Had these opportunities been recognised, appropriate actions could have been taken to reduce harm to patients.' The trust formally excluded Ms Stohr from work in February 2025. Ms Stohr has not practised since she began a leave of absence in March 2024. The exact harms caused by the surgeon is the subject of a separate investigation. One affected family has called for a public inquiry. Lynn Harrison, whose daughter Tammy, 13, was operated on by Ms Stohr in April 2021, said: 'I want a meeting with Wes Streeting urgently and I want him to order a fully independent inquiry into this scandal and why my daughter and all the other victims were tortured this way.' Speaking to Sky News on Wednesday, she added: "It feels like they'd rather protect their reputation and the face of the hospital and protect their job than put my child first.' She is calling for the resignation of the hospital's chief executive and entire senior leadership team. Solicitor Elizabeth Maliakal, of Hudgell Solicitors, added: 'It is simply not enough for the trust to announce an action plan and offer apology. 'The impact is so wide, and on such a large number of patients, we now need a Statutory Public Inquiry which can compel crucial witnesses to give evidence.' Natalie Truman, a medical negligence group action lawyer at Irwin Mitchell, added: 'The report makes for extremely worrying reading and vividly highlights how a catalogue of missed opportunities by the trust resulted in problems being allowed to manifest for many years.' The family of one child who had two operations performed by Ms Stohr described how the anger is 'hard to process'. The mother of the boy, who has since died, described how her non-verbal son could not move after the second operation. 'All you want to do as a parent is to protect your children and you have to make difficult decisions sometimes, but I thought we were doing everything we could to make his life more comfortable', said the mother, who is being represented by Osbornes Law. That anger is hard to process.' Jodi Newton, a specialist medical negligence lawyer at Osbornes Law, added: 'I hope that the report's recommendations will be implemented in full and as a matter of urgency.' Roland Sinker, chief executive of Cambridge University Hospitals, said: 'We are deeply sorry for the impact this has had on patients and families and are focused on supporting all of those affected. 'We accept the findings and recommendations made in Verita's report in full. 'This should not have happened and today we are publishing an action plan which describes the changes we will make. 'While Verita's investigation recognises that we have made progress, we are clear there is a lot more to do. 'Throughout this process, we have remained committed to supporting patients and families affected and will continue to do so as the separate external clinical review remains ongoing. 'Our services and the actions we now take will continue to be shaped by what our patients are telling us. 'Verita's report makes for difficult reading, and we will learn from this. Now is a pivotal moment to change our hospitals for the better.' Ed Marsden, founder of Verita, said: 'This report highlights 32 missed opportunities to address concerns over a consultant's practice in the paediatric orthopaedic department at Cambridge University Hospitals NHS Foundation Trust between 2012 and 2024. 'Our detailed report identified a range of avoidable issues including poor clinical supervision and communication, isolated practice in small specialities and strained professional relationships.' Pet Owner Fined for Lack of Dog Waste Bag, Even Without Incident

A woman has been slapped with a £100 fine for walking her Welsh Springer Spaniel in Northampton town centre without carrying a waste bag. Paula recounted her encounter with a council officer who stopped her during the brief walk, even though her dog had not soiled the pavement. The penalty was issued because she didn’t have a plastic bag at hand. “My dog had already done her business earlier that day, and since it was just a short walk through town, I was confident she wouldn’t need to go,” Paula explained. “It was unusual for me not to have any bags in my pockets, but unfortunately, I couldn’t prove I had one. As a result, I was fined on the spot—£100 for a mess that didn’t happen,” she expressed. Paula acknowledged her awareness of the obligation to clean up after dogs but was unaware of the requirement to carry bags at all times. “I genuinely expected a warning or some advice about the rules for the future, but they were unwavering,” she mentioned. The baffling fine comes after a woman was slapped with a £150 penalty by council officers in Richmond, west London, after pouring the remnants of her coffee down the drain. Paula, who asked not to share her surname, described the enforcement officer as ‘polite, but very firm,’ and felt she ‘was an easy target’. A West Northamptonshire Council spokesperson said: ‘It’s really important that if people walk their dogs in a Public Spaces Protection Order (PSPO) area they have the means to pick up after them in case they foul in a public area.’ Established in 2014, PSPOs allow councils to set local rules to tackle community issues. The council spokesperson said officers will fine dog owners who do not have a means of cleaning up, as part of PSPO requirements. Paula was one of hundreds of people who shared their story through Your Voice, Your BBC after a woman in west London was fined £150 for pouring coffee down a road gully. Burcu Yesilyurt, from Kew, west London, said she tipped a small amount of the drink from her reusable cup down the road gully because she didn’t want to spill it on the bus. But moments later, she was ‘shocked’ to see three male enforcement officers ‘chasing’ her down the street as she stood at the bus stop near Richmond station. The officers fined her £150 under Section 33 of the Environmental Protection Act 1990, reduced to £100 if she paid within 14 days. Richmond-upon-Thames Council insisted its officers ‘acted professionally and objectively’ and were ‘justified’ in issuing the fine. The council later said it had cancelled the fine and is ‘reviewing our advice on the disposal of liquids in a public place’. Also in west London, a woman said she was fined for fly-tipping after an unopened envelope with her name on was found in an alley near her home. After receiving the council letter, Victoria said she was ‘shaking’ and that she ‘burst into tears’. She responded to the council letter to say she had never seen the envelope, but she still the £400 to avoid the sum rising to £600. However, she later had the fine cancelled and refunded after contacting her local councillor. An Ealing Council spokesperson said they had followed the ‘usual process’ of locating the parcel in a fly tip which contained the resident’s details. However, they added that the fine was incorrect and issued an apology to Ms Wells. In Birmingham, a man said he was given a £100 fine for dropping a strawberry stalk down a roadside drain during the city’s bin strike. Kleo Papas, 58, who was on a work trip, could not find a bin when finishing a strawberry, so he decided to drop it down a drain. An enforcement officer from the council then approached him, saying he ‘got all that on camera’. He believed that because it was organic material it was fine to go down the drain, adding that if he had ‘thought that constituted littering, [he] would have just put it in [his] pocket’. Mr Papas appealed the fine but was unsuccessful and said he paid the £100 fine, which he felt was excessive. A Birmingham City Council spokesperson said: ‘We cannot find any record of Mr Papas receiving a FPN for disposing of a strawberry stalk.’
