Should a resolution not be reached, we intend to appeal the decision at the appropriate time."Mediation efforts were held last week, but both parties failed to reach a resolution. The Christian Health Association of Ghana (CHAG) has reaffirmed its commitment to delivering dignified, high-quality healthcare nationwide, emphasising that access alone is not enough to save lives. Speaking at a recent ceremony marking the handover of the SafeCare programme from PharmAccess Ghana to CHAG, the Executive Director, Dr Peter Yeboah, described the event as a step toward a “Partnership to Ownership” – a sustainable, child-friendly and quality-focused initiative aimed at transforming healthcare across Ghana. “Access to care is necessary, but not sufficient. But what is probably much more important is having access to quality, effective, dignified care. That is what would save lives and livelihoods. “And what also brought us together is that we were all on the same convention platform: that access to that dignified, highest attainable quality healthcare – compassionate care that transforms human lives – must not be a privilege. It must be an inalienable right of every country. We did everything with that,” he said. The partnership with PharmAccess, a global health organisation, has already yielded tangible improvements in healthcare delivery. Currently, 39 CHAG facilities across the country are rated Safe Level Four, with additional facilities showing measurable progress in patient safety, institutional capacity, and overall quality. A dedicated SafeCare Hub now supports training, mentoring, monitoring and research into best practices, ensuring that these standards are sustained and scaled across CHAG’s network. “Anything that has the capacity to stay longer needs local leadership and commitment to energise direction and interest, which grows. So that is very important for CHAG. “We believe in projects or programs that are owned, and that is a pathway to ensuring that it goes through several transitional changes and challenges,” Dr. Yeboah explained. The handover of the SafeCare programme signals CHAG’s assumption of full leadership, with key goals including sustainability, scalability, local ownership, policy alignment, and local adaptation. “Sustainability is very important. We need to consolidate all the gains we’ve made over the years through the Safe Care improvement program, and that is extremely important. “Sustainability is a key reason for which we must assume leadership and ownership of this whole programme,” Dr Yeboah explained. He added that scalability ensures that high-quality care reaches both urban and remote areas, bridging gaps in healthcare access and standardising care nationwide. Local leadership and commitment, he stressed, are crucial for the programme’s longevity, while alignment with national policy and accreditation frameworks guarantees that SafeCare becomes a recognised standard across the Ghanaian health system. CHAG’s vision for the programme is ambitious. Every CHAG facility is expected to achieve at least Level Three or Four, aspiring toward Level Five, and SafeCare will be fully embedded and institutionalised. The Executive Director emphasised that patients entering CHAG facilities should recognise them as “safe spaces for dignified, compassionate care,” reflecting the highest attainable healthcare standards. He also highlighted the importance of combining faith with science, noting that while quality care saves lives, faith provides meaning and fulfilment for healthcare workers and patients alike. “May I reinforce the fact that this handover is not an endpoint. It is an evolution: the evolution of PharmAccess from a technical implementer to a strategic ally at a different level. “It is a template for localisation – partnership through localisation – where programs are designed, implemented over time, pioneered, piloted, and localised so that they will be more sustainable and replicated. So, localisation is also an extremely important one,” he added. This partnership is not an endpoint; it is an evolution. PSX plunges over 2,000 points amid caution

KARACHI: The Pakis-tan Stock Exchange (PSX) extended its losing streak for a fifth consecutive session on Tuesday, with equity investors losing another Rs239 billion as sentiment remained subdued despite the central bank maintaining its policy rate at 11 per cent in its fourth monetary policy review the other day. According to Topline Securities Ltd, the benchmark KSE-100 index traded in a volatile manner, swinging between sharp gains and steep losses. The session opened positively, rising 1,216 points to hit an intraday high of 163,380.67, but the momentum faded as selling pressure intensified. The index hit an intraday low of 2,358 points at 159,805.35 before closing at 160,101.03, down 2,062.78 points or 1.27pc. Analysts attributed the mixed performance to the futures rollover week and a series of corporate earnings announcements, which prompted cautious trading and profit-taking. Investors are now watching upcoming results and rollover adjustments for market direction. Major drags included Hub Power, Meezan Bank, Habib Bank, Oil and Gas Development Company and United Bank, collectively knocking off 585 points from the index. Gains from Lucky Cement, Pakistan Services Ltd, Services Industries, Bank Al Habib and TRG Pakistan partly offset the losses, adding 171 points. Despite the decline, trading activity remained firm. Total volume increased 1.19pc to 1.014bn shares, while traded value rose 6.08pc to Rs36.7bn. K-Electric led volumes with 94.5m shares. Ali Najib, Deputy Head of Trading at Arif Habib Ltd, said the market remained under pressure as institutional investors opted for profit-taking, keeping the index barely above the key 160,000-point support level. “Early optimism faded quickly after the first trading hour as participants trimmed positions across sectors,” he added. Since hitting an intraday high of 168,414 on Oct 21, the benchmark has lost 8,313 points, or 4.94pc, reflecting rising caution among investors. Reports circulating on social media about possible border tensions further dampened sentiment, triggering panic selling that briefly pushed the index below 160,000 before late buying helped it recover slightly. Amazon (AMZN.O) is planning to cut as many as 30,000 corporate jobs beginning yesterday, as the company pares expenses and compensates for overhiring during the peak demand of the pandemic, according to three people familiar with the matter. The figure represents a small percentage of Amazon’s 1.55 million total employees, but nearly 10 per cent of its roughly 350,000 corporate employees. This would mark Amazon’s largest job cut since late 2022, when it started to eliminate around 27,000 positions. An Amazon spokesperson declined to comment. Amazon has been trimming smaller numbers of jobs over the past two years across multiple divisions, including devices, communications and podcasting. The cuts beginning this week may affect a variety of divisions, including human resources, known as People Experience and Technology or PXT; operations, devices and services; and Amazon Web Services, the people said. Managers of impacted teams were asked to undergo training on Monday for how to communicate with staff following email notifications that started going out on Tuesday morning, the people said. Amazon CEO Andy Jassy is undertaking an initiative to reduce what he has described as an excess of bureaucracy, including by reducing the number of managers. He installed an anonymous complaint line for identifying inefficiencies that has elicited some 1,500 responses and over 450 process changes, he said earlier this year. Jassy said in June that the increased use of artificial intelligence tools would likely lead to further job cuts, particularly through automating repetitive and routine tasks. “This latest move signals that Amazon is likely realizing enough AI-driven productivity gains within corporate teams to support a substantial reduction in force,” said Sky Canaves, an eMarketer analyst. “Amazon has also been under pressure in the short-term to offset the long-term investments in building out its AI infrastructure.” The full scope of this round of job cuts was not immediately clear. The people familiar with the matter said the number could change over time as Amazon’s financial priorities shift. Fortune earlier reported that the human resources division could be targeted with a cut of roughly 15 per cent. A program begun early this year to bring employees back in the office five days per week, among tech’s most stringent, has failed to generate sufficient attrition, said two of the people, citing that as another reason for the size of the layoff. Amazon’s largest profit center, cloud computing unit AWS, reported second-quarter sales of $30.9 billion, a 17.5 per cent increase that was well below gains of 39 per cent for Microsoft’s (MSFT.O) Azure and of 32 per cent for Alphabet’s (GOOGL.O) Google Cloud. Estimates indicate that AWS will have boosted third-quarter sales by about 18 per cent to $32 billion, a slight slowdown from last year’s 19 per cent increase. AWS is still reeling from a roughly 15-hour internet outage last week that felled many of the most popular online services, like Snapchat (SNAP.N) and Venmo. Amazon appears to be expecting another big holiday selling season. It plans to offer 250,000 seasonal jobs to help staff warehouses, among other needs, the same as in the prior two years. Amazon on Friday also announced a reorganization of a segment of its PXT unit focused on diversity initiatives, a memo reviewed by Reuters showed. ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) on Tuesday imposed more than Rs110 million fines on four ex-Wapda Distribution Companies (Discos) over missed performance targets including system losses, recoveries and earthing of electricity poles. In five separate orders, the regulator said it imposed Rs10m fine on Hyderabad Electric Supply Company (Hesco), Rs40m on Quetta Electric (Qesco), Rs10m on Faisalabad Electric (Fesco) and Rs51m on Gujranwala Electric (Gepco) on two counts after completion of legal proceedings including show cause notices and fact finding probes. Nepra had started proceedings against various Discos after receiving Circular Debt Reports which revealed that Discos’ electricity purchases for FY24 had reduced by 1pc to 115,142 GWh (billion units) as compared to 116,696 GWh for the FY23. Further, Discos’ losses during FY24 had increased to 18.31pc as compared to 16.84pc during FY23, an increase of 1.47pc. The average target of T&D losses allowed by Nepra for FY24 was 11.77pc. Thus, Discos breached the target by 6.54pc. “This breach of target contributed around Rs276 billion in Circular Debt for the FY24 despite the fact that Discos have been allowed an investment amount of Rs163.1bn for FY24 to improve their network,” the regulator said. The companies reported that reduction in consumption was generally because of higher electricity rates following reduction in subsidies, removal of special incentive packages, and de-industrialisation, forcing consumers to reduce consumption either through low usage at the cost of living standards or through shift to alternate options, particularly solarisation. They had, however, weak defense against their inability to improve recoveries and reduce losses. While Hesco was imposed Rs10m fine because of multiple and continuous misleading statements before the regulator over a period of around 18 months, Gepco was penalised with Rs100,000 fine for insufficient earthing/grounding of low-tension and high tension poles. Qesco, Fesco and Gepco were imposed Rs40m, Rs10m and Rs50m, respectively for their failures to reduce technical and distribution losses and improve recovery of bills as per given targets during FY23 and FY24 despite given sufficient funding in tariff to invest in system improvement. Victoria's Tree of the Year threatened by the Western Renewables Link

An Algerian oak that has been growing north of Ballarat for 130 years has been crowned the National Trust's Victorian Tree of the Year. Residents in and around the small town of Kingston hope the move will be enough to save the tree from being chopped down to make way for high-voltage renewable energy transmission lines. The tree, which stands 16 metres tall with a canopy stretching 31 metres wide, has become a symbol of community resistance against AusNet's proposed Western Renewables Link (WRL) project. The tree was added to the National Trust's significant tree register a few years ago, in part for its unmodified state. It holds a special place in the community's heart, standing in Kingston's only piece of public land, a nature reserve proclaimed in the 1960s that runs alongside Birches Creek, which is home to native animals including platypuses and endangered growling grass frogs. Campaign for the tree Kingston resident Jeremy Harper, who has lived in the area for nearly 50 years, led the campaign to save the tree. For generations, his family has spent time beneath its branches, camping and relaxing, or swimming and fishing in the nearby creek. Mr Harper organised rallies, signs and a petition to save it. But entering it in the National Trust's Victorian Tree of the Year competition may have been his most effective move. The tree was declared the winner on Tuesday after securing more than 40 per cent of the public vote. "I was over the moon — it's a great honour for Kingston," Mr Harper said. 'A very large bill' Residents Jenny Blackett-Smith and Paul McGoldrick's home of 40 years borders the reserve where the Algerian oak grows. They said the WRL project would have a devastating impact on residents and wildlife. "The power lines would go over the Algerian oak … and over the bridge there and that's within 300 metres of our home," Ms Blackett-Smith said. "It's towering over the top — we will see the towers [from] our living room, bedroom, the kitchen, the dining area. "It will dominate our view." Ms Blackett-Smith said people in the community were losing sleep over the transmission lines. "Nor should these power lines go through really sensitive areas like this. "People are not sleeping at night, worrying about devaluation, worrying about the loss of some of their farming land. "It's been really hard." Animal concerns Mr McGoldrick said the area's biodiversity, which could be lost if the transmission tower went ahead, was part of what made the reserve special. "We can get up in the evening and walk down to the creek and within about five [or] ten minutes you'll see platypus swimming around the water holes, which is fantastic," he said. Ms Blackett-Smith said the reserve around the tree was a haven for native wildlife. "We hear growling grass frogs," she said. "We see wallabies bounding away, possums, wombats, echidnas. "There's amazing bird life and they also nest in the trees here, which are in danger of being cut down." No legal protection While residents hope being named Tree of the Year will help save the oak, winning the title or being registered as a significant tree with the National Trust does not offer any legal protection. National Trust executive manager Justin Buckley said the Algerian oak's crowning signalled a growing public desire to preserve trees of cultural and environmental significance. "It's a timely reminder that our planning system must evolve to reflect these values and offer stronger protection for irreplaceable natural heritage," Mr Buckley said. A WRL spokesperson said an independent process was assessing the project's environmental impacts. "The Western Renewables Link project understands the tree is important to the community," a spokesperson said. "We are investigating the matter and we will respond to the submissions on the Algerian oak tree as part of the environment effects statement inquiry and advisory committee process for the project as soon as we can." The timetable for the panel process means AusNet is expected to discuss the Algerian oak prior to the Christmas break. Mr Harper said he hoped the tree's win would be enough to save it from AusNet's axe. "If a tree becomes Victoria's Crown tree, what authority is going to cut it down?" he said.

AFL players will be penalised under the "last-disposal out of bounds" rule next season after the league approved another set of changes to law interpretations. Under new rules confirmed on Wednesday, a free kick will be awarded against players who have the last disposal before the ball crosses the boundary line between the 50m arcs. The last-disposal rule, which is already in place in AFLW and the second-tier SANFL, is set to remove some of the umpire guesswork around the existing "insufficient intent" rule. However, the insufficient intent rule will remain in place inside the 50m arcs. The AFL has also removed the requirement for a player to start in the goal square at centre ball-ups, while a competing ruck cannot cross the centre circle line and engage with their opponent prior to contesting the ball. A shrug in a tackle will now be deemed prior opportunity and a player must now stand if they are within the protected area — within 5 metres — when a mark or free kick is paid. Players will also have a reduced amount of time to bring the ball back into play after a behind, down to eight seconds from 12. New AFL football boss Greg Swann has overseen a raft of rule changes since starting the role in July, and said the latest tweaks had been made following extensive industry consultation. The petition, filed by advocate Shakeel Abbas, seeks directions to the Central government and the Central Board of Film Certification (CBFC) to review the certification granted to the film. Supreme Court to hear Sonam Wangchuk’s detention case today

New Delhi, Oct 29 (IANS) The Supreme Court will hear the petition challenging the detention of Ladakh-based climate activist and innovator Sonam Wangchuk under the National Security Act (NSA) on Wednesday. The case, filed by Wangchuk’s wife Gitanjali J. Angmo, questions the legality of his detention and the procedure followed by the authorities. Earlier this month, a Bench of Justices Aravind Kumar and N.V. Anjaria allowed Angmo to amend her writ petition after her counsel, senior advocate Kapil Sibal, sought permission to include new details provided by the government. Sibal informed the court that the Central government had since furnished the grounds of detention to Wangchuk, necessitating modifications to the original plea. “I’ll amend the petition so that the matter can continue here,” he said. Following this, the court listed the matter for further hearing on Wednesday. The petition, filed before the Supreme Court, originally contended that the authorities had failed to furnish the grounds of detention as required under Section 8 of the NSA, which mandates that detainees must be informed of the reasons for their detention within a stipulated time.
