Fisheries minister calls for private sector partnership to revive national aquaculture centre

Minister for Fisheries and Aquaculture Development, Emelia Arthur, has called on private investors to partner government in managing the Ghana National Aquaculture Centre at Amrahia in the Greater Accra Region. Speaking at the launch of the 3rd edition of Aquaculture Ghana 2025 organised by the Chamber of Aquaculture Ghana at the World Trade Centre in Accra, the Minister said the move is part of efforts to boost fish production and promote sustainable aquaculture practices across the country. “For us, we want to secure public-private partnerships. All of you here in the aquaculture space are private actors. Even if you are a small-scale farmer, it’s your business. Government has this facility—the Ghana National Aquaculture Centre at Amanya—and we’re seeking a private partner to come and run it,” Emelia Arthur stated. She explained that the facility has significant potential to serve as a national hub for aquaculture training, research, and production, but requires efficient management to operate at full capacity. “The production capacity of this place is huge. They have training facilities, fantastic infrastructure—amazing. This is going to be a great move if we manage it well,” she added, noting that government will continue to play its regulatory and oversight role while providing technical support through the Fisheries Commission. The call for collaboration aligns with the ministry’s broader agenda to attract private investment and innovation into Ghana’s aquaculture sector, which has been identified as a key driver of food security, job creation, and export growth. The Aquaculture Ghana 2025 event, now in its third edition, brings together stakeholders from government, academia, and the private sector to discuss sustainable growth and investment opportunities in the country’s aquaculture industry.

‘Dangerous’ supercell set to hit millions

As Sydneysiders were jolted awake by powerful storms, lightning strikes and severe rain in the early hours of Saturday morning, the BOM warns the worst is yet to come, with a dangerous supercell thunderstorm likely to hit NSW and Queensland on Saturday. Bureau of Meteorology meteorologist Jonathan How said Saturday would be the peak of the multi-day severe weather warning. Areas likely to be impacted include Brisbane, parts of the Gold Coast, Sunshine Coast, and inland communities like Toowoomba, Dalby, and Kingaroy, and down towards Glen Innes and Moree in northern parts of New South Wales. “We may see life-threatening flash flooding with intense rainfall, giant hail, and destructive winds. And with some of these more intense supercell thunderstorms moving through, we can’t rule out the possibility of tornadoes,” Mr How said. This follows severe storms which swept across the country on Friday night, forcing the cancellation of Halloween celebrations, including Sydney’s Ghost Festival - although some brave souls tried to keep the party going. In Sydney’s west Penrith residents reported severe rain and hail. While further north, those in Queensland said a storm rolled through bringing heavy rain and lightning to areas around Brisbane. Earlier in the day, the South Burnett and the Sunshine Coast regions were smashed by hail as the severe weather system swept south. Mr How urged households to make sure they stay up to date with the latest warnings. “For impacts, what can we expect? With large hail and destructive winds, this could cause damage to trees and property,” he said. “Flash flooding can make travel and driving conditions quite dangerous. With some of those more intense thunderstorms, we could also see power and utility outages throughout the day.” Senior meteorologist Kimber Wong told NewsWire this weekend’s wild weather is not out of the ordinary for Queenslanders. While the storms are potentially more destructive than normal, wild weather is nothing out of the ordinary for South East Queensland. “We’re at the end of October – it’s peak storm season, so it’s not totally uncommon to see storms this time of year,” she said. “As we’ve seen in recent storm outbreaks within the past couple of weeks, storms this type of year can really pack quite a punch.” By Sunday conditions are expected to ease, although there are still warnings of showers across the east coast and isolated thunderstorms. Brisbane households can expect showers in the morning, with storms developing, reaching a top of 27 degrees. Sydneysiders will also need to get the umbrella ready, with a shower or two forecast and a possible storm later in the day. It will reach a maximum of 25 degrees. It will be a wet and soggy day in Sydney, with showers forecast in the afternoon and a top of 25C. Melbourne will be spared most of the wild weather, with a likely overcast and cloud day, although it will be cooler, reaching just 21C. The nation’s capital is expecting similar weather, with Canberra being partly cloudy and a low change of rainfall, with a maximum temperature of 24C. It will be partly cloudy in Hobart, but there is currently no rain expected and a maximum temperature of 20C expected. It is also expected to be a nicer day in Adelaide, with the threats of thunderstorms subsiding. The BOM now expects a mostly sunny day, with a maximum temperature of 27 degrees. Perth is also expected to miss the wild weather, with a partly cloudy day and a maximum temperature of 21C. Conditions will be partly cloudy in Perth, with a high chance of showers in the afternoon and evening, reaching a top of 24C. Darwin will be warmer and is expected to reach 34C on Saturday, although there is a chance of a shower or two.

GCC to widen narrow roads in Chennai to ease traffic congestion

Following complaints from residents and motorists about traffic congestion, the Greater Chennai Corporation (GCC) has planned to widen the carriageway of all the 488 bus routes by removing encroachments, and with end-to-end paving and redesign of the roads. Work on end-to-end paving of four roads has been completed in a few congested areas. “The width of the carriageway of Gandhi Irwin Bridge Road, Binny Road, CSIR Road and Pallavan Salai has been increased by 60 cm because of end-to-end paving. Motorcycle riders will have more space on such stretches. Work on improving the carriageway of the 488 bus routes will be carried out,” said an official. Officials said the widening of the carriageway by one metre in certain stretches is expected to ease traffic congestion. Residents had complained about traffic congestion in Manapakkam Main Road, M.G.Road and Dharmarajapuram. Minister for Micro, Small and Medium Enterprises T.M.Anbarasan along with Chennai Corporation Commissioner J. Kumaragurubaran, officials of GCC and Highways inspected a congested Highways stretch from Manapakkam Riverview Avenue Main Road to Kundrathur. They have decided to remove streetlights that obstruct traffic flow on congested roads. Ward 88 councillor G.V.Nagavalli said residents have complained about traffic congestion near Padi Flyover and have demanded the widening of CTH Road and other stretches in the vicinity. “The Highways Department has not widened the stretch,” she said. Ward 104 councillor T.V.Shemmozhi said the residents have demanded a link road along the Cooum connecting Pillayar Koil Street and Padi Kuppam Road to ease traffic congestion in the vicinity of V.R.Mall. Many proposals to acquire land for road widening have been shelved.

Government to boost investment and innovation in Aquaculture — Prof. Naana Opoku-Agyemang

Vice President Professor Jane Naana Opoku-Agyemang says the government remains committed to strengthening Ghana’s aquaculture sector through increased investment, innovation, and stronger public-private partnerships. Speaking at the launch of the 3rd edition of Aquaculture Ghana 2025 at the World Trade Center in Accra, Prof. Opoku-Agyemang said the goal is to position Ghana as a regional leader in sustainable aquaculture and create opportunities for young people and women entrepreneurs. “Government will continue to prioritise agriculture, especially aquaculture, to ensure there’s adequate investment, incentives, and fiscal support,” she said. “These measures are intended to unlock private investment, drive innovation, and position Ghana as a regional leader in sustainable aquaculture.” The Vice President noted that the Fisheries Commission is already implementing measures to improve the sector’s resilience, including enhanced farm-level biosecurity, stronger laboratory diagnostics, and better disease surveillance and early warning systems. She emphasised that the future of aquaculture depends on collaboration between the government and the private sector, particularly in adopting technology and sustainable practices. “The future of aquaculture depends on public-private partnerships, as well as on innovation — including remote water quality monitoring to protect the environment,” she added. According to Prof. Opoku-Agyemang, such partnerships will help scale up fish production, processing, and exports while promoting local consumption. She also highlighted the government’s commitment to supporting women and youth through skills training, mentorship, and access to finance. “These partnerships will create an enabling environment for youth innovators and women entrepreneurs through skills development, mentorship, and access to finance. I’m sure the women and the youth are happy to hear this,” she said. Describing aquaculture as a “development agenda and a social contract,” the Vice President urged stakeholders to use the two-day forum to deliberate on practical measures that can translate discussions into tangible outcomes. “As we deliberate over the next two days, I invite you to reflect on how to optimise productivity through efficient and sustainable practices, strengthen collaboration among government, academia, industry, and communities, and take concrete actions that move the sector forward,” she said.

On the night of October 23, 2025, after holidaying in Hyderabad, Nelakurthy Ramesh, 30, boarded a bus bound for Bengaluru with his wife and two children. Sharing the journey was Ramesh’s extended family — his cousin, cousin’s wife, and their two children. All of them settled into the berths of the sleeper bus, operated by V-Kaveri Travels, a private “luxury bus service” as per its website. The bus had started its journey from Kukatpally, a suburb in north-western Hyderabad, around 9.40 p.m. The two families boarded the bus at L.B. Stadium, which is about 9 kilometres from Kukatpally. There were 44 passengers and two drivers in the bus, according to the travel agency’s ticket list. Some of the passengers fell asleep in the air-conditioned bus, while others remained glued to their phones, their faces illuminated by the blue glow of screens. Ramesh recalls what happened hours later. “There was a thud that shook me out of sleep,” he says. “I thought a tyre was punctured and the driver would stop, but he continued to drive.” He checked his phone. It was 3 a.m. A few seconds later, he noticed thick smoke emanating from the driver’s cabin. “Someone from the back shouted, ‘Fire! Fire!’ We saw flames in the front of the bus,” says Ramesh. The bus halted in the middle of the road. Ramesh peered into the darkness and saw a median on the right side and bushes on the left. He felt a sense of foreboding. He bolted to the front door to open it, but shrank back as the blaze became bigger. “I thought all of us were going to die and wanted to escape somehow,” he says. Ramesh picked up a blunt object and started hitting a window on his left side. Three blows later, the glass pane shattered. Ramesh pushed his two children out and then his wife. As he did this, he screamed about the fire outbreak to alert his cousin on the upper berth. “By then, thick clouds of black smoke had filled up the whole bus and people were coughing. I wanted to save my cousin and his family but I could not stay in the bus for a second longer,” says Ramesh, crying as he remembers the last few moments in the burning bus before jumping out to save his own life. Ramesh’s extended family of four were among the 19 passengers who died in the tragedy that took place near Chinnatekuru village of Kallur mandal in the Kurnool district of Andhra Pradesh. Several others were injured. Charred remains That night, Harish, a techie from Hyderabad, was also heading to Bengaluru in a car with his friends. As the car came close to the standing bus near Chinnatekur, Harish noticed a body lying on the left side of the road. “I first thought a passenger had fallen off the bus. I went closer and realised that the bus had caught fire,” he says. Harish stepped out of the car and ran towards the bus. He picked up a boulder and threw it at the vehicle, breaking a window pane. “People were screaming. I saw a woman holding a child on her lap. There were flames all around her. She gestured to me frantically for help but I was unable to do anything. Some people jumped out through the broken window,” he says. Harish says he could not see the driver anywhere. “It was pitch dark. It was also raining, so we couldn’t see much,” he says. At about 3.20 a.m., the Kurnool police received a call from a communications professional, Hyma Reddy, who had seen the burning bus from her car from across the divider. The person who attended the call — an officer of the Special Branch — alerted the Inspector of the Ulindakonda police station, about 7 km from the accident spot, after confirming the location with Reddy. The police rushed to the spot with their teams, recalls Reddy. Firefighters and ambulances also arrived around the same time. They doused the fire and found several charred bodies inside. The police moved the bodies to the Kurnool government hospital for DNA finger printing tests to establish the identities of the dead. The police also found skid marks on the road 200 metres away from the spot, a bike stuck underneath the bus, burnt sealed boxes of mobile phones inside one of the luggage cabins, and bare front wheels without traces of tyres. These findings, they say, triggered multiple theories about how the bus had caught fire. The police also found the body of a young man about 200 metres from the bus. They wondered if there had been a head-on collision between the bike and the bus. As they discussed theories and gathered evidence at the spot, the second driver of the bus, Shivanarayana, turned up before the police three hours later. According to Kurnool Deputy Inspector General of Police, Koya Praveen, Shivanarayana told the police that a man called M. Laxmaiah was driving the bus when he ran over a bike that was “already lying on the road”. Laxmaiah panicked. “As the bike got stuck underneath the bus between the two front wheels, it got dragged for nearly 200 metres. This triggered sparks,” says Praveen, who interrogated Shivanarayana. “The flames started spreading quickly. Laxmaiah woke up Shivanarayana, who began breaking window panes with a rod. Laxmaiah fled the scene.” Ramesh, however, wrote in his complaint, which was accessed by The Hindu, that the bus rammed into the bike “from behind”, instantly killing the bike rider. He says this is what ignited the fire. A night of revelry and tragedy After special teams circulated pictures of the dead man on the road and examined video footage from surveillance cameras on the route to the accident spot, the police identified him as Shivashankar, a tile worker from Prajanagar in Kurnool town. The police made inquiries and found that he had returned home on the evening of October 23 from work. According to an Inspector associated with the investigation of the case, special teams picked up four people with whom Shivashankar had worked that day. One of them admitted that he had transferred ₹100 online to Shivashankar after midnight. The co-worker said he had asked Shivashankar why he needed money in the middle of night and Shivashankar had told him that he was taking his friend to Dhone, a town in Nandyal district. Shivashankar sent his co-worker a selfie of him and his friend. Meanwhile, investigators found a video clip of Shivashankar getting his bike filled with petrol at a bunk minutes before the accident. They saw a young man riding pillion. When the police sent the image to the co-worker, he confirmed that the young man was the same person in the selfie with Shivashankar. But where had he gone? Without access to the phone, the police relied on signal tracking and pinpointed Shivashankar’s mobile to Tuggali, an area about 90 km from Kurnool. They rushed there and found that the phone was with a young man, Erni Swamy alias Nani, who had accompanied Shivashankar. Nani admitted that he and Shivashankar had been drinking the night of October 23 at his house in Laxmipuram, about 12 km from Chinnatekur. After getting heavily drunk, they had fallen asleep. “At around 1 a.m. Nani woke up and told Shivashankar that he had missed a wedding at Dhone. Shivashankar said he would drop Nani at Dhone,” says an investigator who spoke to Nani. “Nani says Shivashankar, who was speeding on the road, rammed into a roadside railing. Nani was flung off the bike because of the impact and he landed in some bushes with minor scratches. He walked up to the bike and found his friend dead. He managed to pull the body to the side. He tried to drag the bike lying in the middle of the road to the side as well, but it was too heavy for him,” the investigator says. Minutes later, a bus hit the bike. A few more passed by. Then the sleeper bus ran over the bike and dragged it for about 200 m, explains the investigator. “Nani saw from a distance that the bus had caught fire and heard screams for help. Scared, he stayed rooted at the spot,” he says. After some time, Nani got into a tractor and went to Tuggali, he explains. Changing structure The sleeper coach bus was originally registered as a 53-seater bus with the Medchal Malkajgiri Road Transport Office on August 8, 2018. When the original owner decided to sell it, the V-Kaveri Travels management purchased it, explains Raghunandan Goud, Road Transport Officer from Medchal Malkajgiri district. “Eventually, the new owner got it re-registered in Daman and Diu on March 31, 2023, reportedly after converting it into a sleeper coach. They secured a ‘fitness certificate’ from there. Later, the bus was once again re-registered with the Odisha government on September 20. The bus was yet to get the new registration number from Odisha,” says Goud. The investigators are verifying whether the law permits transport agencies to convert seater buses into sleeper coaches. Even if approvals are secured, changes in seating patterns can compromise safety measures, they explain. Officials who inspected the bus say the original structure had been modified. The quality of the leather, the seat covers, curtains, plywood and other materials were all of cheap quality, which, they believe, caused the fire to spread rapidly. Zuber Ali Khan, a Hyderabad-based fire and forensic engineer, who examined the accident spot, says each accident is unique. “In this case, some of the passengers may have choked to death or fallen unconscious before getting burnt. This is because the smoke that emanated from the inflammable material used for the seats and berths was highly toxic,” he says. Jayant Kushwaha, 27, frequently travels between Hyderabad and Bengaluru. He says he has used the same bus service many times. “Maybe the bus was old. It looked old,” he says. “The emergency window, the driver’s cabin, everything was jammed.” No lessons learnt In 2013, a private bus heading towards Hyderabad from Bengaluru caught fire. Forty-five people, including a pregnant woman, died in the incident, which also occurred on NH 44 in October. After that incident, say several police officers, people suggested that video and audio announcements be made before the start of every journey about exits and entry points, emergency doors, and the location of hammers. These suggestions were submitted to the State and the Central governments. However, many survivors of the Kurnool bus accident say they did not know about emergency doors or hammers. The Andhra Pradesh Disaster Response and Fire Services Department and the Andhra Pradesh Forensic Science Laboratory (APFSL) are conducting separate inquiries to ascertain the cause of the fire and of how it spread. The Director General in charge, Andhra Pradesh Disaster Response and Fire Services, P. Venkata Ramana, says the travel bus was not run according to safety norms. “All the fire safety norms were violated,” he says. “There were no hammers to break the window panes and there was no second exit (emergency exit), which is mandatory.” There was one fire extinguisher, which was supposed to be used by the driver. “But he fled.” APFSL is conducting tests of the samples collected from the bus. “As of now, we have conducted DNA sampling of the deceased and sent the reports to the police,” says G. Palaraju, Director of APFSL. Palaraju says there were nearly 100 mobile phones in the cabin. “Their batteries seem to have exploded as the fire spread,” he says. The battery in the bus also exploded, he adds. Palaraju says teams have collected 83 samples including burnt luggage, seat covers, damaged cell phones, doors, melted wind shields, and other objects for verification. “Carrying mobile phones in the luggage cabin is a violation of norms,” he says. He adds that since the AC was on at the time of the accident, oxygen levels were high in the sleeper coach, which caused the flames to spread rapidly. The news of the bus accident has shattered the lives of Srinivas Reddy and Vijitha Reddy of Vasthakonduru village in Yadadri district of Telangana. Their daughter, Anusha Reddy, a techie working in Bengaluru, had come home for Deepavali and had left on the evening of October 23. “She called us around 9.30 p.m. saying she had just boarded the bus,” recalls an inconsolable Srinivas Reddy. “She told me she would call on reaching Bengaluru. The Delhi High Court has expressed its disapproval over the “insensitive” approach of government authorities towards their employees, who bring recognition and honour to the country’s prestige through sporting excellence, by making them “run from pillar to post for what was legitimately due” to them. The court was hearing a case regarding a boxer who was employed with the Railways seeking salary increments due to him. “This Court cannot remain oblivious to the manner in which the respondent, a sportsperson who has brought recognition and honour to the country, has been made to run from pillar to post for what was legitimately due to him,” the court remarked in its October 29 order. “This court expresses its strong disapproval of this practice and expects the petitioner authorities to hereafter act with fairness and respect towards their own employees who bring medals to the organisation, rather than forcing them into unnecessary litigation for recognition they have already earned,” a Bench of Justices Navin Chawla and Madhu Jain said. The court’s remarks came while rejecting an appeal by the Centre, challenging a decision of the Central Administrative Tribunal (CAT), which had directed the authorities to give two additional increments to a sportsperson along with arrears for his medal-winning performances. The court also imposed a fine of ₹20,000 on the government. The case relates to Ajay Kumar, a boxer who has represented India in international competitions and won medals at both national and international levels. Kumar was recruited in the Ambala Division of the Northern Railways in 2005, against the talent scouting quota reserved for sportspersons, with 17 advance increments awarded to him at the time of the recruitment. In March 2007, Kumar won a silver medal in the 53rd Senior National Boxing Championship held in Hyderabad. In June 2007, he also represented India in the Asian Boxing Championship for Men in Mongolia and won a bronze medal. Railways issued a policy in 2007 under which the sportspersons it recruited were eligible for the grant of additional salary increments for excellence in national and international championships. However, the 2007 policy was superseded by a revised one in 2010, which stipulated that only five additional increments can be granted to a Railway servant in their entire service career on the sports count. In June 2014, Kumar submitted a representation seeking two additional increments due from 2007. However, his request was rejected by the Railways on the grounds that by that time, the 2007 policy had been superseded, and the ceiling on the number of additional increments had been imposed. This rejection was challenged by the sportsperson before the CAT, which directed the Railways to give two additional increments to him. The Railways challenged the tribunal’s order in the high court. The high court upheld the tribunal’s order noting that Kumar’s entitlement crystallised on the dates of his medal-winning performances in 2007.

Paul Scholes has thanked fans for their messages of support after opening up about caring for his autistic son Aiden in a moving interview this week. The Manchester United and England legend posted a heartfelt Instagram Story on Friday, following the reaction to his appearance on The Overlap podcast. Scholes, 50, revealed that he had been overwhelmed by the response from parents sharing similar experiences of raising children with autism. In his message, the former midfielder wrote: 'Would just like to thank everyone for all your kind messages since the Overlap interview regarding Aiden, there's been loads and tried to read as many as possible. 'The response from families (especially Dads) shows how much speaking about it helps so many... there was one quote from a parent in a similar position that's just got me... "my job is to stay alive for one day longer than my son/daughter". 'Anyway, it's weekend, let's have a few drinks and watch the football... come on Salford.' Scholes' post followed widespread praise for his openness in discussing the challenges of raising Aiden, who is non-verbal and was diagnosed with severe autism aged two-and-a-half. The former Manchester United star revealed in The Overlap that he stepped away from TV punditry to care for his son full time. He told Neville and his co-hosts that he now structures his entire week around Aiden's routine. 'All the work I do now is just around his routines, 'cos he has quite a strict routine every single day,' Scholes said. 'So I just decided everything I'm going to do, it is around Aiden.' Scholes confirmed that he and his wife Claire Froggatt, with whom he has now separated, share caring responsibilities equally, each having Aiden for three nights a week. He explained that the key to helping his son feel settled lies in keeping each day predictable. 'We always do the same things with him as he doesn't know what day of the week it is or time. But he'll know from what we're doing what day it is,' he said.
