Job Vacancy: Chief Cloud Architect & Technical Lead (Oracle Alloy Lead)Stratech Vault – Cloud Division is seeking a highly experienced and visionary Chief Cloud Architect & Technical Lead to join our executive leadership team.This role is a founding technical position responsible for leading the full design, architecture, and technical governance of Iraq’s first national sovereign cloud powered by Oracle Alloy. The selected candidate will act as the principal technical authority, ensuring alignment with global engineering standards, data sovereignty requirements, and Tier III/Tier IV data centre frameworks.Location: Baghdad (IRAQ)Level: Executive – Founding Technical LeaderReports to: CEO, Stratech VaultKey Responsibilities:1. Oracle Alloy Architecture & Cloud DesignLead the end-to-end architecture for the Oracle Alloy sovereign cloud region in Iraq.Define IaaS/PaaS requirements including compute, storage, networking, and management layers.Architect orchestration, virtualization, API gateways, observability, logging, and monitoring systems.Determine rack layouts, hardware design, scalability phases, and fault domain structures.Integrate Oracle security frameworks, identity, and access management systems.2. Data Centre Engineering & Infrastructure RequirementsTranslate cloud design into data centre specifications (power, cooling, rack density, connectivity).Define A+B power feeds, UPS redundancy, generators, and Tier standard requirements.Collaborate with DC partners (e.g., Khazna) on PUE, hot/cold aisle setup, physical layout, and connectivity.Validate all designs to meet Oracle hosting and redundancy standards.3. Security & Sovereign Cloud ArchitectureArchitect solutions for encryption, data residency, key management, and sovereign tenant isolation.Ensure alignment with Iraq’s cybersecurity laws, financial regulations, and compliance frameworks.Design zero-trust security, DDoS protection, identity federation, and multi-layer encryption models.4. Technical Leadership & Stakeholder EngagementRepresent Stratech Vault with Oracle’s global Alloy engineering leadership.Engage with National Bank of Iraq, Zain, regulators, and enterprise clients.Support commercial teams with technical validation and solution architecture.5. Cloud Operations & Go-Live ReadinessEstablish L1–L3 operational structures, incident response workflows, and SRE practices.Develop capacity planning, DR, BCP, patching, and governance playbooks.Lead testing, failover simulations, and performance benchmarking.6. Documentation, Standards & GovernanceProduce HLDs, LLDs, blueprints, runbooks, and cloud engineering documents.Define scalability models for future cloud expansions (beyond initial 5MW).Establish KPIs for performance, uptime, efficiency, and capacity utilization.Required Qualifications & Experience:10–15 years of experience in cloud architecture with Oracle, AWS, Azure, or GCP.Direct experience with cloud region deployments or sovereign cloud models (Alloy, C@C).Strong understanding of data centre engineering: power, cooling, redundancy, Tier standards.Deep expertise in networking: BGP, VXLAN, SDN, load balancing, interconnects.Proven leadership experience in high-level technical roles, government advisory, or large enterprises.Exceptional communication and stakeholder engagement skills.Preferred certifications:Oracle Cloud Expert, AWS Solutions Architect Professional, Azure Architect Expert, CISSP, CCSP.How to ApplyPlease send your CV to: info@totalcare.fmUse “Chief Cloud Architect & Technical Lead” as the subject line.
