This position provides the chance to work on important international projects and gain valuable experience abroad, representing an excellent step for those who wish to advance their careers and broaden their professional horizons. Job Description The Chief Projects Officer (CPO) is responsible for the full delivery of the company’s development projects, including the management of design, procurement, construction, and overall implementation. The CPO ensures that all projects are executed in accordance with approved budgets, timelines, and quality and design standards. This role also includes oversight of procurement and contracting functions and ensures the technical alignment of all activities with the company’s strategic objectives and development vision.Key ResponsibilitiesStrategic Planning and Project ManagementDefines and implements project delivery strategy in line with the company’s strategic direction.Approves implementation plans, timelines, resource allocation, and key project milestones.Actively participates in early-stage planning and feasibility assessments together with the development and strategy teams.Design ManagementCoordinates the entire design process – from concept to final documentation (IFC).Ensures that design solutions comply with budgets, schedules, and technical requirements.Builds and maintains partnerships with regional and international design and consulting firms.Oversees the technical accuracy, regulatory compliance, and quality of design solutions.Approves key design decisions, evaluates value engineering options, and optimizes project designs.Procurement and ContractingManages all aspects of procurement: supplier qualification, tender processes, negotiations, and contract execution.Approves procurement strategies in cooperation with the legal, development, and finance departments.Monitors contract performance, manages change orders, claims, and dispute resolution.Promotes transparency, efficiency, and risk mitigation in all stages of the procurement process.Construction and Project Delivery ManagementOversees project management teams and monitors progress at active construction sites.Ensures achievement of all targets regarding time, budget, and construction quality.Supervises contractors’ performance, manages site-related risks, and enforces HSE and QA/QC standards.Resolves technical challenges and supports implementation throughout all project phases.Commercial Oversight and Cost OptimizationCollaborates with procurement on cost estimation, tender analysis, and contracting.Approves key variations, value engineering proposals, and cost optimization initiatives.Ensures regular and accurate financial reporting and project cash flow monitoring.Regulatory Processes and External RelationsCoordinates with all relevant functions – development, sales, legal, and finance – to ensure integrated delivery.Leads the process of obtaining required regulatory and legal approvals.Reports to the CEO, investment committee, and management bodies on project status and key challenges.Leadership and Team DevelopmentBuilds, leads, and mentors high-performing teams in design, procurement, and construction management.Promotes a culture of accountability, collaboration, and professional excellence.Initiates and leads digital transformation processes through tools such as BIM, ERP, and project management systems.Qualifications and ExperienceBachelor’s degree in Civil Engineering, Architecture, or Construction Management; Master’s degree or PMP/PMI certification is an advantage.Minimum 15 years of experience in real estate development, including at least 5 years in senior management positions.Proven experience in leading large-scale projects through all phases – from design to construction.Excellent knowledge of procurement processes, contract law, and local construction regulations.Proficiency in English.Key CompetenciesProject and construction delivery managementLeadership in design and team integrationEffective procurement and contracting managementStrategic project planning and implementationPeople development, mentorship, and team leadershipProvided:Round-trip airfareHealth insurance during stay in LibyaMealsAccommodationInternet access6-month contract with the possibility of extensionApplication should include:CV in EnglishDiploma(s)Certificates of additional education and training (if applicable)Note: Only shortlisted candidates who meet the requirements will be contacted.
