The Civil Engineer design manager will support the HQ PACAF Design Cell located at Andersen Air Force Base, Guam, focused on military “troop training” projects in the Pacific Region (primarily at “Places without Bases” locations). This position will coordinate with the Expeditionary Theater Support Group (ETSG), Headquarters PACAF staff and the Civil Engineer Squadron personnel to develop project plans, develop project design details, accurately use correct design specifications, and assist other members of the design cell with civil engineering related technical tasks.LOCATION: Andersen Air Force Base, GuamCompensation & Benefits:Estimated Starting Salary Range for Civil Engineer:Pay commensurate and with relevant experience.Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.Civil Engineer Responsibilities Include: Conduct comprehensive technical reviews of professional studies, reports, and analysis.Collaborate with stakeholders, architects, engineers, and construction managers.Provide technical expertise including developing project designs, design and building codes, and overseeing relevant design documents.Oversee the development, evaluation, or review of plans and criteria technical engineering information for various activities, assessing the feasibility of proposed plans, projects, and equipment.Define and develop engineering project requirements and translate them into performance work statements/statements of work, as necessary.Prepare reports and recommendations for project sponsors and stakeholders.Plan and manage projects, write project plans, provide recommendations, and evaluate engineering and design related findings.Conduct quality assurance reviews of ongoing engineering projects and provide reports, project course of action recommendations.Perform other job-related duties as required.Civil Engineer Experience, Education, Skills, Abilities requested: Master's degree in engineering or architecture from accredited institutions within the 50 United States and 3 years' military facility/infrastructure experience OR bachelor's degree in engineering or architecture from accredited institutions within the 50 United States and six (6 ) years' military facility/infrastructure experience.Ability to read, interpret, and analyze technical designs and drawings is required.Professional Engineering (PE) registration is strongly desired.Experience in airfield pavements design, construction, evaluation is desired.Experience with design and construction in Dept of Defense (Department of War) contingency environmental or with expeditionary techniques is desirable.Familiarity with Air Force RED HORSE units and troop training projects is a plus.Strong computer skills working with Microsoft Office programs (Word, Excel, PowerPoint, and Outlook).Solid English communication skills in oral, visual, and written mediums.Experience with MS Project, AutoCAD, Primavera, and Visio is a plus.DoD security clearance is a plus.Ability to simultaneously manage technical reviews of multiple design and construction projects.Ability to work independently with little supervision.US citizenship required and ability to get CAC.Must pass pre-employment qualifications of Cherokee FederalCompany Information:Cherokee Federal provides support, services, and solutions to federal and commercial customers.
