Contract Administrator (PLAA Manager)

Our client is seeking an experienced PLAA Manager to lead all permits, licenses, approvals, and third-party agreements for a major transit infrastructure project. The ideal candidate brings strong transit or civil construction experience, especially with elevated guideway projects, and excels in regulatory compliance and stakeholder coordination.Key ResponsibilitiesManage all PLAA (permits, licenses, approvals, and agreements) requirements for the project.Act as the main point of contact with municipalities, transit authorities, utilities, and regulatory agencies.Maintain and update a comprehensive PLAA register to track timelines, progress, and compliance risks.Review designs and construction plans to ensure they meet regulatory and permit conditions.Identify potential compliance risks or delays and recommend mitigation strategies.Collaborate with project management, construction teams, and consultants to support project milestones.Prepare, submit, and follow up on required applications, reports, and approvals.Ensure adherence to all safety, environmental, and regulatory standards.Qualifications & ExperienceMinimum 10+ years of experience in civil or transit construction, with strong PLAA involvement.Experience working on elevated guideway or major transit projects.Strong understanding of Ontario permitting, licensing, and regulatory processes.Excellent stakeholder management and negotiation skills.Highly organized with strong tracking and documentation abilities.Bachelor’s degree in Engineering, Urban Planning, or related field preferred.Work Conditions100% onsite preferredReports directly to the Director of Construction.May support multiple project approvals concurrently.Thanks in advance to all the applicants!
