Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to assist the delivery of this iconic destination.Job Summary:Lead on all activities associated with formation, tendering, award and administration of assigned contract packages and perform the same. Activities include delivery of critical items required from initial project set-up, through to developing a team, establishing coordinated procedures and controls, to management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success. Performs other duties as assigned.Oversee the management of claims and changes of various Contracts by conducting thorough reviews and assessments, supported by verifiable documentations and substantiations. Lead dispute resolution and facilitate amicable settlements in line with best commercial and contractual practices, ensuring full compliance with customer policies and procedures. Coordinate with legal counsel with the customer and external consultants.Major Responsibilities:General Duties Engage collaboratively with the Customer team to develop and align strategic objectives. Lead, guide, and support the resolution of change events, claims, and disputes, coordinating with Legal as needed. Serve as the primary contact for contractual and claims matters between Customer Legal, Projects Team, and other stakeholders. Ensure compliance with legal requirements, contract management, and claims/change management procedures. Report to the Commercial Director and/or Claims Director or their designee. Receive functional guidance from the designated GBU functional manager or designee. Mentor contract managers and claims team staff. Pre-Award Activities Lead contract formation activities: Form and issue tender packages. Track and close queries. Receive and evaluate proposals. Organize meetings and workshops (e.g., bid clarification, pre-award) to ensure mutual understanding of contractual matters. Prepare and manage contract documents for execution with Customer’s Legal Advisors. Identify potential risks in contract terms and develop strategies to minimize exposure to claims and disputes. Prepare, maintain, and manage reports, registers, presentations, and correspondence. Major Responsibilities:Post-Award Activities Lead contract administration activities: Prepare, maintain, and implement applicable procedures. Review contract terms and conditions to identify and monitor risks, ambiguities, conflicts, or deviations from scope. Develop and implement mechanisms to monitor compliance with contract terms and conditions. Resolve contract claims and disputes as they arise, engaging Customer legal department, projects team, and Contractors as necessary. Prepare and assess claims and variations submitted by Contractors; provide recommendations and high-level reports as required by the Customer. Negotiate claim settlements and ensure documentation supports claim positions for both the Customer and the Contractor. Ensure the team maintains claims registers, status reports, and document filing in accordance with customer requirements and audit standards. Obtain and/or manage the receipt of all contract deliverables for handover and close-out of contracts. Control status reporting documents. Prepare and maintain reports, registers, presentations, and correspondence. Education And Experience Requirements: Degree in Business, Quantity Surveying, Law, Engineering, or equivalent. 15+ years’ experience in Commercial or Contracts Management with demonstrated expertise in claims management and dispute resolution. Experience in Middle East/Saudi Arabia within a PMC delivery environment. Required Knowledge And Skills: Experience in Commercial or Contracts and Claims and Change Management on mega-projects; preference given to experience on mega-infrastructure projects Leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds. Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation, planning and scheduling. Experience and knowledge in handling Dispute Resolution and Amicable Settlement in accordance with the Customer's procedures and processes Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders. Must be proficient in English language, orally and written.
