The portfolio in the Jamaica response focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs.Position SummaryThis role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows:Project HOPE is seeking a Team Lead to oversee the emergency response to the conflict in Jamaica. The primary responsibility of the Team Lead is to direct the implementation of services in an emergency setting. The Team Lead will serve as Project HOPE’s official representative in country, ensuring proper coordination with local authorities, the Jamaican Ministry of Health (MOH), civil society, private sector, UN, WHO, and other coordination mechanisms. The consultant will provide strategic direction to the ongoing growth of the response effort for Project HOPE. This position will report directly to the Deputy Director of Emergency Response & Preparedness. This position will be based in Jamaica with travel around the country as needed.Principal ResponsibilitiesProvide strategic direction to the ongoing growth of the response effort through continuous rapid needs assessments and prioritization of interventions based on need, Project HOPE capacity, and available resources. Identify additional opportunities for partnership with Donors, INGOs, local organizations, government agencies, and communities.Serve as the principal liaison with the Jamaican Red Crescent, UN representatives, and local health authorities such as Ministry/Directorates of Health on matters related to maximize Project HOPE’s engagement in Jamaica and to ensure programmatic accountability.Manage Project HOPE’s Jamaica national staff, developing an organizational structure and filling key positions to establish a fully functioning country mission capable of high-level, sustained program from the relief through the recovery phases of the response.Ensure the regular production of quality situational and programmatic reports, closely tracking deliverables. Ensure needs identified are communicated quickly and clearly to support HQ-driven resource mobilization. Support the Project HOPE Communications Department through the provision of pictures and impact stories to convey Project HOPE’s successes to a broad audience.Support expatriate surge staff support as part of WHO’s EMT structure and efforts in JamaicaProvide overall financial and administrative management of the response effort, building and maintaining budgets, tracking HR rotations, and ensuring accounting procedures, cash management, and procurement activities are conducted in accordance with Project HOPE processes.Ensure accountability to affected populations through the inclusion of local community members and representatives at all stages of the project cycle.CoordinationRepresent the organization to UN, health cluster, international and national NGOs and Ministry of Health (MoH) at health coordination meetings as well as other meetings, which are relevant to country programs and enhance the organization’s visibility (I.e. task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings).Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and standpoint with regard to internal and external actors.Ensure program progress through communication with the Emergency Response Director, Senior Management Team, Global Health and Finance departments to ensure coordination of programs supplies are consistent with management of budgets, including budget forecasting and development of spending plans.Program DevelopmentWork with the Emergency Response Team in strategic planning for future health programs.Work with the Emergency Response team to draft concepts for future funding following the protocols and formats of each relevant donor.Provide technical input during proposal development and technical reviews, and feedback to the field to improve the quality of the final proposals.Strive to ensure as much as needed different health-related sectors (Health System Strengthening, Mental health, WASH, GBV, etc) are integrated into proposed programs.Administration/TrainingAssist in the selection and training of qualified program health staff.Maintain open lines of communications with all national staff.Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.Support direct supervisors in ensuring staff performance.Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.Minimum QualificationsB.A. or Advanced degree in related advanced degree from an established university, or relevant field experience;5+ years of project management experience (management, planning, staff development and training skills) in emergency / development programs;2-3 years of experience in a senior-level management position in a field-based post; Significant experience in development programs, mainly in the protection and health fields;2-3 years of experience in program development including initial assessment, start-up, staffing, implementation, and close-outStrong network of agencies and individuals active in emergency response capacities;Minimum financial management including preparing and managing budgets, banking activities, contracts and negotiations;Experience in developing and managing procurement and logistical procedures and policiesExperience in hiring and managing local staff effectivelySkills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)Strong writing, presentation and program development skills;Outstanding organizational and communication skills;Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment;Computer proficiency should include Word, Excel, and other general experience with software programs.Fluency in English.Physical Demands And Work EnvironmentConsultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments.
