Corus International is seeking a Deputy Chief of Party for a new MIHR Project based in Addis, Ethiopia.The successful candidate must have authorization to work in Addis, Ethiopia.Project SummaryThe MOMENTUM Integrated Health Resilience (MIHR) Project, led by IMA World Health and funded by the U.S. Government, aims to improve maternal, newborn, and child health (MNCH) and nutrition outcomes in Ethiopia's fragile and conflict-affected areas. In Ethiopia, MIHR implementation is led by JSI Research & Training Institute, Inc. in collaboration with IMA World Health/Corus International. The Activity strengthens health systems and community resilience by expanding access to and utilization of quality, life-saving MCH and nutrition interventions, enhancing facility readiness, and improving health security through strengthened emergency preparedness, disease surveillance, and outbreak response to sustainably reduce preventable maternal and child deaths. MIHR operates across six regional states Amhara, Benishangul-Gumuz, Oromia, Sidama, South Ethiopia, and Tigray and contributes to three key intermediate results: (1) enhanced facility readiness, (2) improved service access and utilization through contextualized delivery models, and (3) strengthened health security and system resilience.Position SummaryThe Deputy Chief of Party (DCOP) is a senior leadership position responsible for the overall operational management, supervision, and successful delivery of the overall MOMENTUM Integrated Health Resilience (MIHR) Project in Ethiopia. While the position will be hired through Corus International, the DCOP reports to the MIHR - Ethiopia, Chief of Party (COP), with dotted lines to the MIHR Global Project Director. S/he provides strategic and operational leadership to ensure high-quality, efficient, and results-driven implementation of integrated maternal, newborn, and child health (MNCH), nutrition, and health resilience interventions in fragile and conflict-affected settings. The position oversees Area Managers, drives operational excellence, ensures fidelity to technical standards, and facilitates timely adaptive management in collaboration with technical and M&E teams. S/he will act as the CoP's delegate when required, ensuring continuity of leadership and decision-making.Working closely with the COP, Corus International leadership, technical teams, and local partners, the DCOP ensures program coherence, compliance, and accountability, while fostering strong partnerships with government counterparts, donors, and key stakeholders to achieve sustainable improvements in MNCH and nutrition outcomes and reduce preventable maternal and child deaths.ResponsibilitiesOperational Leadership and SupervisionSupervise Area Managers: Directly manage and mentor five Area Managers, ensuring they have the necessary resources and strategic guidance to achieve regional targets.Site Support: Undertake frequent, required travel to regional implementation sites and field offices to provide direct support, troubleshoot challenges, and ensure program fidelity.Provide operational leadership to ensure the effective integration of MNCH, nutrition, and outbreak response interventions across all project regions/Area offices.Build a collaborative, accountable, and inclusive team culture that values efficiency, resilience, and respect for local contexts.Program Management and OversightWork Plan Development: Collaborate closely with the Learning, Monitoring, and Evaluation (LME) Team to develop comprehensive, data-driven annual and quarterly work plans.Reporting Review: Review and synthesize implementation reports, progress updates, and data coming from the area offices to assess performance against targets.Quality Assurance: Ensure that implementation methodologies and service delivery standards are consistently applied across all areas.Lead day-to-day project implementation across regions, ensuring all activities align with approved work plans, budgets, and operational standards.Performance Management: Establish clear performance goals for Area Managers and their respective cluster teams, conducting regular check-ins and performance reviews.Coordinate field operations, logistics, and security management, using adaptive planning to address challenges in fragile and conflict-affected areas.Manage procurement and resource allocation to ensure efficiency and accountability to fill critical service gaps.Ensure compliance with donor regulations, risk management, and operational readiness across all implementation sites.Strategy and Partner CoordinationAdvise the Chief of Party: Provide necessary advice to the Chief of Party on areas requiring attention during project implementation.Course Correction: Work with the Chief of Party and Technical Leaders to analyze implementation performance data (often informed by LME reports).Lead the development and execution of course correction measures and strategic adjustments to address implementation bottlenecks or underperformance.Inter-Team Collaboration: Serve as the primary operational link between field teams, the technical team, and the LME team, fostering a culture of continuous learning and adaptive management.Work with the Federal Ministry of Health (MoH), and other partners and promoting sustainability and strong government ownership.Coordinate implementation with MIHR Prime, the US Department of State, and other USG and non-USG partners to ensure alignment, complementarity, and sustainability.Oversee local NGO partners' operations, ensuring contractual compliance, timely delivery, and community-level impact.Capacity Strengthening Local Implementing Partners (LIP) and TeamIdentify technical needs and gaps of the local implementing partners and collaborate with Technical Leads; enhance their capacity through training, mentorship, and supportive supervision to ensure high-quality MNCH, nutrition, and health resilience service delivery.Strengthen team performance by promoting adherence to technical standards, operational protocols, and data-driven decision-making.Foster organizational learning by facilitating knowledge sharing, best practices, and continuous improvement across LIPs and project staff.SupervisoryTechnical Senior Manager- WASHTechnical Senior Manager - NutritionArea Managers (5)Required QualificationsMaster's degree in Public Health, Business Administration, or a related field.At least 8 years of experience working in Ethiopia, managing large-scale USG or other donor-funded health programs with MNCH and nutrition focus.Must have authorization to work in Ethiopia.Proven track record of working effectively with government counterparts at various levels, ideally in Ethiopia.Demonstrated experience in supervising and mentoring multi-site or regional management teams (Area Managers, Regional Directors, etc.).Experienced in managing operational functions partnerships, managing logistics and operations while fostering accountability, delegation, and strong team performance.Proficient in results-based management and adaptive implementation, leveraging digital MEL systems (e.g., DHIS2) to use program data for reporting, evidence-based decision-making, and timely course correction.Proven ability to translate strategic plans into clear, measurable operational work plans.Excellent analytical and problem-solving skills, particularly in diagnosing implementation gaps and developing practical solutions.Communication: Excellent written and verbal communication skills, able to convey complex operational information clearly to both senior leadership and field teams.Willingness and ability to undertake frequent and extensive travel to remote and diverse implementation sites.Fluency in English and working knowledge of Amharic required;
