*THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $102,000.00*The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.The Office of Older Youth Development Services (OYDS), within FPS, actively partners with contracted foster care agency providers, youth, and families to support timely and safe permanency planning - promoting shorter lengths of stay in residential placements for youth in foster care. The OYDS provides technical assistance focused on improving safety and well-being and best practice outcomes for youth between 12-21 years of age. In addition, OYDS provides guidance for foster care agencies around child sex trafficking, iFoster, transitional plans, the National Youth Transitional Database, Sexual Health and Reproduction, CCRS Coding, Crossover Youth Practice Model, and Raise the Age.Office of Older Youth Development Services- Director of Youth Support works with external experts, professionals, and internal cross-divisional partners to advance the skill set of staff in the Unit and build capacity internally and within Foster Care and Residential Care Providers that will expand services for teens and improve the outcomes all older youth, persons in need of supervision, incarcerated youth, and youth reunifying with families.Director of Youth Support works will be responsible for, but not limited to, the following: Coordinate and support and identify services for youth that are high-risk in QRTP. Engaging youth who are chronically AWOC and providing consultation to assist with stability. Coordinate case reviews of long-stayers at the QRTPs to assess for discharge and supportive services. Collaborating with QRTPs to troubleshoot long-term AWOCs and youth currently at Rikers Island, State and Federal prison. Work on strategies to manage Fast Track-Long-Stayer’s work and implement an assessment tool. Provide support to reducing capacity at QRTPs as per close-down guidelines. Track and troubleshoot Safe Landing inquires. Providing technical assistance regarding case work contact for replacement youth Providing training on OCFS Administrative Directives around Absent Without Consent and Crossover Youth Practice Model. Creating database of supportive programming for older youth and assessing housing needs. Attends meetings with, and on behalf of the Assistant and Associate Commissioner of OYDS and conducts the appropriate follow up from meetings and issues that are raised with the Assists staff in maintaining clear communication with internal and external partners in understanding the individual needs of each child/youth to ensure appropriate services and permanency planning. Ensures that new agency policies and practices are explained to case planning unit in a clear, concise way manner. Leads regular team meetings and promptly reports any urgent issues to Assistant Commissioner or Associate Commissioner. This position may require field work within the 5 boroughs. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity.
