CFET recrute pour son client un Country Director :HANWASH Mission/Background:HANWASH (Haiti National Water, Sanitation and Hygiene Initiative) is a collaborative national initiative to provide safe, sustainable, and affordable water and sanitation to all the citizens of Haiti, along with the associated health, community and economic benefits. This initiative is led by Rotary International District 7020 and DINEPA (the Haitian Government’s National Directorate for Water Supply and Sanitation), along with other non-governmental organization (NGO) partners, such as Haiti Outreach.In 2010, the United Nations General Assembly recognized the human right to water and sanitation. In 2015, the United Nations declared 17 sustainable development goals (SDGs) for the world to achieve by the year 2030. SDG #6 is clean water and improved sanitation facilities for everyone in the world. HANWASH is committed to work to achieve that goal for the people of Haiti.Position Overview:The Country Director will reside in Haiti and  will lead, coordinate, and oversee HANWASH’s program activities in Haiti, specifically in five focal communes—Cavaillon, Ferrier, Pignon, Léogâne, and Terre Neuve—in alignment with HANWASH’s Strategic Plan and Haiti’s National WASH Strategy. This senior leader will ensure cohesive implementation across multiple stakeholders, including government agencies (e.g., DINEPA, OREPA, Ministry of Environment), civil society, implementing partners, donors, and Rotary volunteers.The Director will provide technical and operational leadership, using system-strengthening approaches that foster locally led, scalable, and sustainable WASH solutions. Given HANWASH’s unique volunteer-driven locally-led origins, the ideal candidate must effectively manage volunteer contributions within a results-oriented program framework. The role involves positioning HANWASH to transition from direct implementation to a coordination and advocacy hub, supporting government leadership in the sector.Key ResponsibilitiesStrategic Leadership & RepresentationServe as HANWASH’s primary liaison with government authorities, international donors, NGOs, UN agencies, and sector forums.Lead implementation of HANWASH’s Strategic Plan aligned with Haiti’s Plan Stratégique 2022–2032 du Secteur Eau Potable et Assainissement (EPAH).Report and provide strategic guidance to the HANWASH Board of Directors.Program Planning & Technical QualityLead annual and multi-year work-planning and budgeting processes with program staff, Rotary volunteers, strategic and implementing partners.Oversee technical quality of WASH programming, ensuring integration of best practices in infrastructure development/rehabilitation, hygiene promotion, behavior change, and climate resilience.Generate and utilize evidence for data-driven decision-making, responsive to local resource constraints.Prioritize the development and monitoring of systems strengthening activities, such as commune mapping and planning for WASH, leadership training, local stakeholder engagement and participation in decision-making, and WASH advocacy.  Partnership Development & Volunteer ManagementBuild strategic networks between civil society, local/regional/national governments, NGOs, private-sector actors, and international donors for collaborative resource mobilization and technical exchange.Empower and maximize the contributions of Rotary volunteers, recognizing their distinct role as conveners, advocates, and resource mobilizers.Financial & Administrative ManagementEnsure sound financial systems, budgeting, procurement, and compliance according to Hanwash, Haitian law and donor guidelines.Manage risk assessments, security protocols, and crisis response plans.Team Leadership & Capacity BuildingDirectly supervise project management, M&E, and financial teams.Foster an accountable, collaborative, and learning-oriented organizational culture among staff and volunteers.Monitoring, Evaluation & Learning (MEL)Oversee robust MEL systems, including baselines, performance indicators, adaptive management, and reporting.Promote evidence-based program adaptation and knowledge-sharing among stakeholders.Donor Engagement & FundraisingCultivate and maintain donor relationships, lead proposal development, and mobilize resources.Ensure timely, high-quality donor reporting and compliance.Security & Risk ManagementMaintain staff safety oversight, respond to incidents, and coordinate security measures in Haiti’s operational context.External Communication & AdvocacyRepresent HANWASH at local and international events, advocating for better coordination and accountability, sustained outcomes, blended financing for WASH in Haiti.Contribute strategic direction for communications that enhance HANWASH’s visibility and policy advocacy.Strengthen civil society engagement, ensuring effective multi-stakeholder collaboration, local ownership, and accountability.Contract Duration         This is a full-time position renewable yearly after a performance evaluation.QualificationsEducation & ExperienceMaster’s degree in business administration,  international development, Public Health, WASH Engineering or related fields.Minimum 8 years of senior-level program management experience in international development or equivalent private sector roles.Demonstrated experience managing large-scale development programs funded by donors or governments.Proven stakeholder engagement skills with government, community leaders, private sector and NGOs.Technical & Managerial SkillsStrong background in program management; experience in WASH preferred but not mandatory.Expertise in systems strengthening and collective action approaches.Proficiency in financial management, budgeting, procurement, and compliance.Effective leadership skills with proven success managing diverse teams and volunteers in complex cultural environments.Advanced monitoring, evaluation, and adaptive management skills.Language & CitizenshipFluent in Haitian Creole, French and English.Haitian, willing to reside in Haiti, to frequently travel to local communes and abroad.Please submit CVs by December 14th 2025 at: recrutement@cfetsa.com
