Job Description

The HR & Administration Manager will serve as the HR and administrative lead for a dynamic, strategic organization operating within the government ecosystem. This role requires a versatile professional capable of managing strategic HR functions, day-to-day operations, and institutional compliance with discretion, efficiency, and cultural sensitivity.Key Responsibilities:Human Resources- Develop and implement HR policies and procedures aligned with government regulations and institutional values.- Manage end-to-end recruitment, onboarding, and offboarding processes for strategy, research and support staff.- Oversee performance management systems, including annual reviews and professional development planning.- Maintain accurate personnel records, contracts, and leave tracking in accordance with the organization’s policies.- Advise leadership on workforce planning, staff wellbeing, and sensitive personnel matters.Administration & Operations- Coordinate office operations, procurement, and vendor management in collaboration with the finance team.- Support budgeting, expense tracking, and reporting in collaboration with the finance team.- Draft internal memos, HR communications, and policy updates with clarity and institutional tone.- Foster a collaborative and mission-driven work environment through engagement initiatives.- Support leadership in change management and organizational development efforts.Qualifications & Experience:- Bachelor’s degree in HR, Public Administration, or related field- Minimum 5 years in HR and administration focusing on HR policy development, recruitment, and performance management-Discreet, proactive, culturally attuned, emotionally intelligent, systems-oriented-Must be bilingual (Arabic and English) with excellent communication skills
