OverviewWe are seeking a detail-oriented and highly personable HR Officer (C&B) to play a central role in supporting our entire employee lifecycle and directly impact employee morale and retention. This critical position offers the opportunity to become the subject matter expert for our rewards and benefits programs, where your strategic input will help us attract and retain top talent. You will actively foster positive employee relations and serve as a trusted advisor, guaranteeing all HR administrative operations run smoothly and compliantly, ultimately contributing to a thriving and high-performing workplace culture. The ideal candidate will possess strong interpersonal skills to effectively advise employees on policies and manage confidential information with the utmost integrity, making you an indispensable partner to both staff and management.Responsibilities Facilitate the employee life cycle administrative process from onboarding, probation, transfer, promotion to offboarding. Assist in the administration of the performance management cycle, ensuring forms are distributed, deadlines are met, and documentation is filed correctly. Serve as the initial point of contact for employee inquiries regarding HR policies, procedures, and workplace concerns, escalating complex issues as necessary. Assist the HR Executive in managing formal disciplinary and grievance procedures, ensuring adherence to company policy and employment law, and maintaining accurate documentation. Assist to coordinate the logistics for employee engagement events and welfare programs, such as booking venues, managing catering, ordering supplies for recognition programs, and wellness initiatives. Communicate and interpret HR policies and procedures to all staff, promoting fairness and consistency across the organization. Maintain the strict confidentiality and accuracy of all employee-related data within the HR Information System (HRIS) and personnel files, including status changes, performance records, and filing training documents to staff folders. Ensure the compliance and stay up to date with Cambodian labor laws and regulation included in work permit registration, NSSF processing, and medical license registration and renewal. Assist in license registration and renewal included in Hospital, Express and Ambulance license.QUALIFICATION Bachelor’s degree in human resources, Business Administration, or a related field. 1-3 years of progressive experience in Human Resources, with specific exposure to benefits administration and employee relations. Proven knowledge of local employment laws and HR best practices, particularly regarding compensation and worker rights. Proficiency in HR Information Systems (HRIS) and Microsoft Office Suite (Excel proficiency is essential for compensation data management). Absolute discretion when handling sensitive employee and organizational data. Excellent written and verbal communication abilities, capable of clearly explaining complex policies. Meticulous approach to data entry, and compliance documentation.
