Position Overview: The HR Manager for KSA Operations will lead the development and execution of all human resources functions for the company’s startup operations in the Kingdom of Saudi Arabia (KSA). This role is responsible for ensuring full compliance with Saudi labor laws, establishing local HR policies and procedures, managing employee relations, and driving recruitment, performance, and engagement initiatives. The position requires a strategic yet hands-on HR professional with strong experience in Saudi employment law, HR compliance, and government relations who can represent the company in all HR and labor-related matters. Key Responsibilities:Develop, implement, and manage HR policies, procedures, and systems tailored to KSA operations and aligned with Group HR standards.Ensure full compliance with KSA labor laws and government regulations, including employment contracts, end-of-service, and Saudization requirements.Manage all aspects of the employee lifecycle – recruitment, onboarding, performance management, development, and offboarding.Liaise with government platforms such as Qiwa, GOSI, Mudad, Muqeem, and other regulatory bodies for HR and payroll-related compliance.Lead recruitment and manpower planning, ensuring the right talent is hired and retained to support the company’s growth.Oversee compensation and benefits administration, ensuring fairness and market competitiveness.Handle employee relations, providing guidance on grievances, discipline, and policy interpretation in accordance with labor law.Coordinate payroll processing, time attendance, and leave management in collaboration with the Finance department.Maintain HR documentation and reporting, ensuring accuracy, confidentiality, and timely submission of required data.Partner with the Group HR team to implement training, engagement, and performance initiatives that support company culture and objectives.Act as an HR advisor to the Country Manager and leadership team on workforce planning and people-related strategies.Qualifications & Requirements:Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or HR certification preferred).Minimum 7–10 years of progressive HR experience, with at least 3 years in a managerial capacity within Saudi Arabia.In-depth understanding of Saudi labor law, HR compliance, and Saudization programs.Proven experience in startup environments or establishing HR functions from the ground up is an advantage.Proficiency with HR systems and government portals (Qiwa, GOSI, Mudad, Muqeem).Strong leadership, communication, and problem-solving skills.Fluent in Arabic and English (spoken and written).High integrity, professionalism, and ability to handle confidential information.Working Conditions:Based in Riyadh, primarily office-based. May require visits to government offices and attendance at company meetings and events.
