We are looking for personnel to join our team and support key client projects.Who we are supportingAllied Command Transformation (ACT) is NATO's leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.The program Capability Development & Management Support (CDMS) DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate.The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilitiesThe Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance StructureThe Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO's strategic objectives.Role Duties and Responsibilities Coordinate and contribute to the activities of the Multi-Domain Implementation Team, across Allied Command Operations (ACO) and the Alliance.Coordinate MDO Implementation through NDPP, SCDP, and DDA alignment within HQ SACT, wider ACT, SHAPE and NATO HQCoordinate efforts with other directorates within ACT on MDO related activities.Liaise with Exercise planners to ensure MDO is an integral part of the wider Exercise programme and gather MDO lessons learned from Exercise itself.Develop and enhance the Synchronisation of Non-Military Instruments of Power into wargaming and exercises to fully move the Alliance towards being MDO enabled by 2030.Oversee and analyse specific activities within the Roadmap to be able to verify the implementation of MDO within the Alliance.Liaise with the Strategic Planning Group and Programme Management to align capabilities to MDO requirements.Coordinate ACT input to NATO HQ and NMA related policy development through close interaction with NATO HQ and ACO/SHAPEEssential Skills and ExperienceMinimum of 3 years' experience in the last 8 in exercise planning.Minimum of 3 years' experience in the last 8 in analysing data.Minimum of 2 years' experience in the last 8 working with cross-functional teams, including subject matter experts.Demonstrable experience with managing and fostering relationships across all levels.Minimum of 4 years' demonstrable policy development and strategic analysis experienceMinimum of 4 years' demonstrable strategic planning and engagements experienceMinimum of 4 years' demonstrable warfare development-related experienceMinimum of 2 years' demonstrable experience in project management.Demonstrable experience with international organizations or multinational teams or working in a military or defence environment.Demonstrable knowledge of NATO structures and proceduresEducationA University/ bachelor's degree in science or management with at least 2 years of relevant experience or 10 years of relevant and demonstrable experienceLanguage ProficiencyAdvanced Proficiency in EnglishWorking LocationNorfolk, VA, USAWorking PolicyOn-SiteContract DurationJanuary 2026 – December 2028Security ClearanceValid National or NATO Secret personal security clearanceWe never know what new opportunities might be just over the horizon.
