Job SummaryWe are looking for a highly skilled and analytical Procurement Engineer with strong expertise in Quantity Surveying (QS) and Commercial Management.The primary purpose of this role is to support on and execute end-to-end procurement and commercial functions for OCTA's development projects.The ideal candidate will be the vital link between project technical requirements, cost control, and supplier management, ensuring that all materials, equipment, and services are procured efficiently, cost-effectively, and in compliance with project specifications and timelines.Key Responsibilities1. Pre-Contract & Quantity Surveying Duties:Analyze project drawings, BOQs (Bills of Quantities), and specifications to prepare accurate and detailed cost estimates and budgets.Perform quantity take-offs, measurement, and valuation of works for tendering and procurement purposes.Assist in the preparation and evaluation of tender documents, ensuring all QS and commercial aspects are clearly defined.Conduct thorough technical and commercial bid analysis for various packages (e.g., structural, MEP, facades, finishes).Identify potential commercial risks and opportunities during the pre-contract phase.2. Procurement & Sourcing:Develop and implement project-specific procurement strategies and schedules.Take the lead on end-to-end procurement process: supplier sourcing, RFQ/RFP issuance, negotiation, and placement of Purchase Orders (POs) and subcontracts.Manage the supplier pre-qualification process, evaluating their technical, commercial, and financial capabilities.Negotiate favorable terms and conditions with suppliers and subcontractors to achieve cost savings without compromising on quality or delivery schedules.Ensure all procurement activities adhere to company policies and procedures.3. Commercial Management & Cost Control:Manage the commercial aspects of assigned project packages from inception to final account.Certify interim payments and variations for subcontractors and suppliers.Monitor project costs against the approved budget, providing regular cost reports and forecasts to management.Identify, track, and manage variations and change orders, ensuring all are properly documented and approved.Implement robust cost control measures to prevent cost overruns.4. Contract Administration:Administer contracts, ensuring compliance with contractual obligations by all parties.Advise the project team on contractual matters and claims.Maintain all commercial documentation, including contracts, POs, variation logs, and correspondence.5. Supplier & Stakeholder Management:Build and maintain strong relationships with suppliers, subcontractors, and consultants.Coordinate closely with the project management, engineering, and planning teams to ensure alignment of procurement with project needs.Report any commercial or procurement-related disputes that may arise to Management.Qualifications and ExperienceBachelor’s degree in Civil Engineering, Quantity Surveying, or a related field.A Master's degree or professional certification (e.g., MRICS, CIPS) is a significant advantage.A minimum of 7 years of proven experience in the role of Procurement Engineer with exposure to Quantity Surveying / Commercial within real estate development or construction industry in the UAE, specifically in Dubai.Must have direct experience working for a Real Estate Developer / Consultant.In-depth knowledge of construction methods, materials, and MEP systems.Strong proficiency in preparing and interpreting BOQs, cost plans, and tender documents.Demonstrable experience in contract administration (FIDIC knowledge is preferred).Technical Skills and CompetenciesEssential: Proficiency in MS Office Suite (Advanced Excel is a must) and AutoCAD, BIM for reviewing drawings.Highly Desirable: Experience with cost management and procurement software (e.g., Primavera, CostX, ERP systems).Exceptional negotiation, analytical, and problem-solving skills.Strong financial acumen with a keen eye for detail.Excellent communication, interpersonal, and reporting skills.
