Job Description

Drive the full source-to-award cycle for refinery and petrochemical projects. Build qualified vendor pools, run competitive tenders, negotiate commercially tight terms, and move packages from RFQ to delivered with clean, audit-ready files. About petencopetenco is an independent advisory and delivery firm operating across the energy and chemicals value chain, including renewables, power, refining, and storage. We combine board-level insight with execution capability—taking assets from concept to operation through disciplined governance, strategy deployment, and capital project oversight.The RoleYou will manage equipment, materials, and services procurement; lead tendering and negotiations; coordinate expediting, logistics, and site receiving; and maintain ERP accuracy with complete traceability while protecting cost, schedule, and quality.What you will doMap supplier markets, run vendor pre-qualifications and KYC, maintain approved vendor lists, and develop pragmatic category strategies that reflect commodity and freight trends. Prepare and manage RFIs/RFQs/RFPs/ITTs and scopes, run Q&A and addenda, lead TBE/CBE with Engineering and Projects, and issue award recommendations with audit-ready tender files. Negotiate pricing and terms including LDs, warranties, bonds and guarantees, payment, delivery, and Incoterms; execute POs, service orders, subcontracts, and framework agreements. Drive expediting and inspections (ITP, FAT), resolve NCRs, plan packing and shipping, prepare export and import documents, manage customs clearance, and coordinate site receiving. Operate SAP or equivalent for clean master data, PR/PO processing, and document control; maintain delivery and cost trackers, supplier KPIs, and concise management reports; enforce policy and close-out records. What you bringMust-haveBachelor’s degree in Mechanical or Electrical Engineering, Supply Chain, or a related field. 4 to 6 years of procurement experience in oil and gas or heavy industry across equipment, materials, and subcontract purchasing. Strong commercial negotiation and contract management skills, with working knowledge of Incoterms, import and export procedures, logistics, trade finance, and customs. Proficiency with SAP or other ERP systems and strong Excel and PowerPoint skills; full professional proficiency in English. Nice-to-haveFamiliarity with QA/QC processes and supplier performance KPIs. Arabic language skills.
