Position SummaryPlan, direct, manage and oversee the activities and operations of an assigned public works program area or areas within the Department of Municipal Development including, but not limited to, management of the City’s on-street bikeway facilities; coordinate and recommend capital funding plans for the transportation and storm drainage programs; provide advice and recommendations on planning and environmental studies; serve as liaison for regional planning activities throughout the metropolitan planning organization; coordinate and comment on formulation of policy and planning documents; coordinate with local, state and federal agencies on the processing of state and federal monies; coordinate assigned activities with other divisions, departments and outside agencies; and provide highly responsible and complex administrative support to higher level management staff.Job descriptions are intended to present a general list of tasks/duties performed by employees within this job classification. Job Descriptions are not intended to reflect all duties performed within the job.Minimum Education, Experience And Additional RequirementsEducation and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Bachelor's degree from an accredited college or university in civil engineering or planning; and Seven (7) years of managerial engineering or planning experience, which must include at least four (4) years of experience in any combination of the following specialty areas: transportation engineering, traffic engineering, transportation planning, or urban planning; and To include four (4) years of supervisory experience.Additional RequirementsPossession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.Possession of a City Operator's Permit (COP) within six (6) months from date of hire.Preferred KnowledgeOperations, services and activities of the assigned public works operational area within the Department of Municipal DevelopmentPrinciples and practices of municipal planning and civil engineeringPrinciples and practices of program development and administrationPrinciples and procedures of transportation planning, development and improvementTraffic engineering and transportation engineering principles and practicesCurrent modes of ground transportation, including street and traffic operations, transit operations, bicycle systems, and pedestrian requirementsMethods and techniques of evaluating system performance and recommending modificationsPrincipals and practices of urban planning and environmental studiesOperational characteristics of storm drainage facilitiesPrinciples of supervision, training and performance evaluationPrinciples and practices of municipal budget preparation and administrationComplex hydrologic systemsFederal, State and local regulations pertaining to the design, construction, and funding of public works and capital improvement projectsPreferred Skills & AbilitiesOversee and participate in the management of the assigned public works operational area within the Department of Municipal DevelopmentPlan, organize, direct and coordinate the work of lower level staffDevelop and implement long-range engineering and planning for assigned public works and capital improvement program areasSolve complex problems and communicate them to internal and external customersParticipate in the management of the planning and design section of the Engineering Division of the Department of Municipal DevelopmentAnalyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goalsSelect, supervise, train and evaluate staffAnalyze and assess programs, policies and operational needs and make appropriate adjustmentsPrepare and administer large and complex budgetsResearch, analyze and evaluate new service delivery methods and techniquesIdentify and respond to sensitive community and organizations issues, concerns, and needsPrepare administrative, statistical, analytical and financial reportsInterpret and apply Federal, State and local policies, laws and regulationsCommunicate clearly and conciselyEstablish and maintain effective working relationships with those contacted in the course of workPerform the essential functions of the job with or without reasonable accommodation
