This includes roads, utilities, earthworks, public realm, marine/shoreline works, and site-wide infrastructure that underpin our ultra-luxury communities.The role will be responsible for pre- and post-contract quantity surveying, ensuring infrastructure packages are properly scoped, competitively procured, commercially protected, and delivered within approved budgets. You will work closely with Project Management, Design, Commercial, and Finance teams to support robust decision-making and cost discipline.Pre-contract (estimating, tendering & procurement)Prepare and update cost estimates and budgets for infrastructure works (roads, wet & dry utilities, drainage, earthworks, public realm, marine/shoreline, etc.).Assist in developing Bills of Quantities (BoQs), cost breakdowns, and pricing schedules in coordination with design and engineering teams.Support preparation of tender documentation, including scope of works, method of measurement, and pricing structures.Participate in tender evaluations, including commercial comparisons, clarifications, and recommendations for award.Provide cost input for value engineering exercises, ensuring solutions are cost-effective without compromising performance or quality.Post-contract (cost control & contract administration)Monitor and control infrastructure costs against approved budgets, contracts, and forecasts, highlighting variances and risks.Review and certify Interim Payment Certificates (IPCs), ensuring accuracy of measured works and compliance with contract terms.Assess and validate variations, re-measurements, and dayworks, ensuring proper documentation and commercial protection for Amali.Maintain up-to-date cost reports, commitments, and forecasts at project and package level.Support the Commercial / Contracts team with claims assessment, documentation, and negotiation support where required.Measurement, reporting & governanceCarry out detailed measurements from drawings, BIM models (if applicable), site information, and as-built records for all infrastructure packages.Ensure quantities and costs are accurately captured, reconciled, and aligned with BoQs, approved changes, and project records.Prepare monthly cost and progress reports for infrastructure works, feeding into wider project and management reporting.Coordinate with Finance on cash flow forecasts, accruals, and project financial inputs related to infrastructure.Support adherence to Amali’s commercial governance, procurement policies, and approvals framework.Stakeholder coordination & site supportWork closely with Project Managers, Site Engineers, Design Consultants, and Contractors to align quantities, progress, and commercial positions.Attend site meetings as required to stay close to progress, constraints, variations, and potential claims.Provide clear, data-backed commercial input to leadership on key infrastructure decisions and trade-offs.Experience & SkillsBachelor’s degree in Quantity Surveying, Civil Engineering, or related discipline.5–8+ years of experience as a Quantity Surveyor, with a strong focus on infrastructure works (roads, utilities, earthworks, public realm, marine, etc.).Prior experience with a real estate developer, consultancy, or main contractor on large-scale infrastructure or master community projects in the UAE is preferred.Solid understanding of BoQs, methods of measurement, project budgets, PS items, and cost control principles.Experience working with contract forms commonly used in infrastructure / construction (FIDIC or similar).Proficiency in Excel and QS tools (CostX, Candy, or similar); ability to manage large data sets and reconcile multiple sources.Strong commercial awareness, analytical thinking, and attention to detail.Effective communication and stakeholder management skills, with the ability to work across project, design, commercial, and finance teams.High level of integrity, professionalism, and discretion in handling commercial information.If you are excited to be part of an iconic ultra-luxury developer and help shape the infrastructure behind landmark communities, click Apply and join Amali’s journey.
