We help businesses and people understand how the laws to keep people safe and well at work affect them and provide guidance on what to do. To help us achieve this we employ the largest concentration of health and safety experts in the country including frontline inspectors, specialists, policy delivery teams, economists, lawyers and administrators, all working together to help protect people.HSE’s resource needs are varied and wide-ranging from administrative and corporate roles through to niche and often hard to fill specialist roles. We are responsible for identifying, planning and fulfilling HSE’s resource requirements to ensure that we have the right people with the right skills and at the right time. Alongside this, we are working to improve the service experience for candidates and vacancy managers, the time we take to hire new employees and to increase the diversity of our candidate pool.Job DescriptionThe government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDBP to be undertaken in due courseThere are two roles available. One is on a permanent basis, the other is a 12 month fixed term agreement.As a recruitment campaign manager, your goal will be to attract a diverse range of good quality candidates to work for HSE through a positive candidate experience. We deliver a variety of recruitment activity including single head count vacancies to large-scale campaigns. You will work closely with other Recruitment Managers and the Recruitment Attraction Lead to successfully deliver specific vacancies and recruitment projects with an emphasis on talent attraction. You will be accountable for ensuring that the candidate journey from application start to conclusion is of a positive nature. You will monitor and oversee the work of the Recruitment advisors during the campaign lifecycle. Additionally, you will work within a wider team that comprises of Assistant Recruitment Business Partners and Recruitment Business Partners, you may at times assist or be involved in larger recruitment campaigns and supporting other team members with more complex recruitment.At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. Planning campaigns & holding Strategy Meetings - advising vacancy managers on the content of job adverts and appropriate use of the Civil Service Success Profiles. Highlighting recruitment needs, selection design requirements. Plan appropriate cost-effective advertising and making best use of HSE’s own advertising routes. Updating and publishing adverts on relevant HSE routes. Manage the successful delivery of your vacancies through to completion, maintaining and ensuring candidates and vacancy managers are kept informed. Update and regularly use recruitment systems, databases and reports, producing vacancy and candidate information to monitor progress, support team performance and to help evaluate recruitment outcomes. Communicate and negotiate offers of employment, working with vacancy managers and pay colleagues Manage the efficient delivery of post- interview activity through to start date. Carry out checks on appointment work through to contract stage, ensuring recruitment administration is completed accurately within SLA’s and issues are identified and dealt with quickly. Ensure that recruitment team guidance and documents are maintained, and that relevant HR guidance is accurate. Draft changes and help communicate these appropriately.
