Senior Engineer HSE

The Company has Joint Ventures with renowned international companies and is continually following an aggressive growth strategy with planned expansions, acquisitions, and penetration into new markets.PARCO is seeking applications for the position of Senior Engineer HSE.Qualifications and CompetenciesBachelor’s degree in chemical from an HEC-recognized university with valid registration as a Professional Engineer (PEC).Strong command of Process Safety Management Systems, Management of Change (MOC), HAZOP, and Hazard Identification, Risk Assessment & Control methodologies.Proven experience in Contractor Safety Management, Permit to Work systems, Incident Reporting & Investigation, Construction Safety, Risk Assessment & mitigation process.Thorough knowledge of international HSE codes, standards, and industry best practices related to operational safety.Sound understanding of EPA laws, regulations, and US-EPA codes. Execution of EIA, IEE etc.Excellent interpersonal, verbal, and written communication skills; effective team player.ExperienceAt least 8+ years of relevant experience in Oil & Gas process plants (Refinery, Petrochemical, E&P, or Gas Processing).At least 5 years in a lead HSE role, developing and implementing operational safety and risk management systems.Strong understanding of process plant operations and operational safety risks.Capable of conducting IEE/EIA studies for brownfield and greenfield projects.Well-versed with Local, National & International HSE Regulations, and relevant Codes & Standards.Key ResponsibilitiesDevelop, implement, and maintain HSE Systems.Challenge unsafe work practices and intervene decisively to prevent incidents — regardless of schedule or cost pressures.Review and approve method statements, risk assessments, lifting plans, confined space procedures, and work permits for high-risk activities.Review of technical studies in design of Fire Management System and rescue facilitiesDrive site-wide HSE leadership programs and embed a culture of accountability and discipline.Ensure through engagement, training and participation, the overall compliance of Corporate HSE Guidelines related to Process Safety Management System.Carryout monthly analysis of incidents and near miss data and presenting to stakeholders with robust action planning driving towards its mitigation and control.Liaise with EPA for permitting, compliance, and environmental impact assessments.Supervise environmental monitoring activities and ensure regulatory compliance.Lead Job Safety Analysis (JSA), HIRAC, and Environmental Risk Management.Design and conduct HSE training and awareness programs.Manage HSE performance and sustainability reporting.Conduct site inspections, audits, and field visits to ensure compliance.Oversee hazardous substances management and occupational health monitoring.Perform incident investigations and root cause analyses.Ensure adherence to HSE Assurance Plans and data reporting requirements.Lead budget planning and execution for safety initiatives.Lead site inspections, audits, and incident investigations; prepare and communicate detailed reports and corrective action plans.Location: Muzaffargarh / Karachi.PARCO is an equal-opportunity employer.
