You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.LEAP Program DescriptionGlobal Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.About The PositionThe Senior Technical Advisor will support Cambodia’s Center for Parasitology, Entomology and Malaria Control (CNM) and Ministry of Health (MOH) in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives. The primary focus of the Advisor will be providing technical leadership and assistance to ensure the successful implementation of cost-effective, lifesaving direct service delivery for malaria prevention and treatment. Additionally, the Advisor will work with relevant stakeholders to transition these programs toward long- term country ownership, sustaining the progress and supporting Cambodia’s goal of achieving malaria-free certification by 2030.The Senior Technical Advisor will support CNM and the MOH in developing and refining Cambodia’s malaria elimination and prevention of re-establishment (POR) strategies, policies, and reflecting best practices. The Advisor will work with the MOH, the Ministry of Interior (MOI), and the Ministry Economy and Finance (MEF) to assess and identify domestic resources and develop strategies for embedding malaria elimination and POR activities into the national budget. This includes aligning these efforts with the sub-national rolling plan to ensure sustainable financing and achieve malaria-free certification by 2030. The jobholder will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise in support of the cooperating country’s development objectives. The Senior Technical Advisor will be based at the CNM within the Ministry of Health. The Advisor will report to the U.S. Department of State on a weekly and monthly basis, as described below.ResponsibilitiesTechnical LeadershipWork with CNM/MOH, MOI, and MEF to develop domestic resource strategies that ensure sustainable financing for malaria elimination activities, prevent potential outbreak, and maintain long-term malaria response efforts. Support CNM and the sub-national level government to implement and refine as needed a sustainability road map.Validate lessons learned and transition sustainability models to national malaria strategies.Coordinate the design, planning and implementation of malaria prevention and elimination activities consistent with the America First Global Health Strategy, and with CNM/MOH’s strategic plans. This will include but is not limited to vector control, case management at the facility and community level including imported cases and new, emergent species, chemoprevention, procurement and delivery of life-saving commodities, and associated monitoring and surveillance to ensure accountability and track progress.Together with the host country partners, provide the technical and managerial expertise to MOH health districts and local communities to strengthen institutional capacity and sustainability and lessen Cambodia’s reliance on donors to support Cambodia in becoming certified malaria free by 20230.Keep abreast of current developments and successful interventions via regular engagement with malaria experts (domestic and international) and CNM officials, ensuring proven strategies and interventions are integrated in national malaria programming.Management of Program/Activity Implementation Ensure that U.S. government resources are maximized towards achievement of sustained results in malaria in line with U.S. government laws, regulations, policies, and procedures to prevent fraud, waste and abuse.Provide technical support to the Department of State implementing partners and managerial support as needed during the planning, design and implementation phases to ensure the quality of interventions and programmatic targets are met.Work with U.S Department of State’s implementing partners and CNM/MOH to develop and pilot a sustainable POR model by embedding its malaria activities in the sub-national strategic rolling plan for a sub-national verification process and ensure the District and Provincial Health Departments achieve their malaria-free certification goal. Assist CNM/MOH in assessing this POR model, refining best practices, and replicating it countrywide. Recommend changes in strategic and/or implementation approaches, using analysis of program performance.Provide expert advice and practical experience in helping CNM/MOH and other partners to monitor inputs, outputs and outcomes, and report on the program’s overall impact.Work with CNM, the Communicable Disease Department, and MOH to conduct analysis on imported cases via land or air crossings and propose strategies to address imported malaria cases and prevent further transmission in Cambodia.Carry out monitoring and evaluation visits to implementation sites to ensure that all quantitative and qualitative data is collected properly and that programmatic quality and value for money are maintained.Coordination of Malaria PartnersEnsure effective communication and coordination between the CNM, MOH, MOI, MEF, the Global Fund to Fight AIDS, Tuberculosis, and Malaria, U.S Department of State, U.S. Centers for Disease Control and Prevention, other U.S. agencies, other Cambodian government agencies, and other stakeholders working on malaria elimination, as appropriate. Coordinate with U.S. Department of State and other partners and support efforts to address malaria elimination and POR delivery gaps and help build technical and managerial capacity within CNM/MOH at the national level.Participate in and contribute to malaria related service delivery meetings hosted by the CNM and others.CommunicationsRegular conference calls with CNM/MOH, partners, US Embassy and Washington to review progress, discuss activities and address emerging issues.The Senior Malaria Advisor should provide information and avail him/herself for calls/meetings with the US Embassy as requested.The Advisor will provide monthly reports to the US Embassy/U.S. Department of State.ReportingThe Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the GOR/COR.QualificationsA Doctor of Medicine or master’s degree in public health, health economics, epidemiology, disease control or a related field.At least seven years of experience performing as technical/advisory lead in malaria or communicable diseases or health financing in Cambodia or other countries with elimination setting. Experience with USG -funded health projects is an added advantage.Experience in working and maintaining relationships with a broad range of stakeholders such as host-government counterparts, donors, implementing partners, and private sector entities.Experience providing monitoring and evaluation technical assistance to large, complex public health programs.Demonstrated ability to review, analyze and advise all aspects of malaria programming at national and sub-national level.Excellent organizational, planning, negotiating, and problem-solving skills.Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers.Preferred QualificationsExperience working with U.S. government health agencies or U.S government-funded health program is an advantage.Knowledge of local culture is a plus.Relevant health experience obtained in Cambodia is preferred.Dexis is on a mission to help solve today’s most pressing global political, social, and economic challenges and create a world where all people are safe and prosperous.
