Job Description

Key Responsibilities1. Coordination and Planning· Collaborate closely with the other departments to accurately translate business requirements into procurement needs, ensuring clarity in technical specifications and delivery milestones.· Formulate dynamic procurement plans aligned with production schedules, inventory levels, and R&D project timelines. Balance urgent and routine procurement demands effectively. Participate in material selection reviews for new product development, providing supplier sourcing and cost analysis support.2. Supplier Development and Lifecycle Management· Strategically develop qualified suppliers for critical materials, establishing a comprehensive supplier network encompassing both international OEMs and reputable local manufacturers.· Implement systematic supplier sourcing, evaluation, auditing, and certification processes. Establish an evaluation framework covering technical capabilities, quality systems, delivery performance, and compliance qualifications. Maintain and periodically update the approved supplier list.3. Procurement Execution and Delivery Assurance· Lead commercial negotiations with suppliers, focusing on key contractual terms such as pricing, payment conditions, warranty agreements, and delivery schedules. Ensure compliance with TQRDC standards (Technology, Quality, Response, Delivery, Cost) and execute standardized procurement contracts.· Process purchases requisitions (PR) and issue purchase orders (PO). Monitor the full order execution lifecycle and coordinate resolutions for delivery delays, product damages, and related issues to ensure timely and qualified material supply.4. Procurement Execution and Delivery Assurance · Conduct comprehensive market research to monitor raw material price trends, supply-demand dynamics, and industry cost structures. Develop cost analysis models and apply tools such as BOM decomposition and target costing to ensure accurate cost estimation. · Drive cost-reduction initiatives by evaluating the technical feasibility and cost advantages of alternative materials, ensuring an optimal balance between cost efficiency and product performance. 5. Compliance and Risk Management · Ensure end-to-end procurement activities adhere to internal management systems, industry standards, and export control regulations. Review supplier compliance documentation to mitigate legal and trade risks. · Identify potential supply chain risks, including geopolitical influences, supplier disruptions, and raw material shortages. Develop contingency sourcing strategies and alternative supplier plans to strengthen supply chain resilience. Specialized Skills · Comprehensive knowledge of end-to-end procurement management, including supplier development, commercial negotiation, and cost analysis. Proficient in the application of TQRDC evaluation methodologies and supply chain risk management frameworks. · Strong understanding of key semiconductor materials (CNC Machining, Lab Equipment, and Gas Box) and the ability to interpret technical drawings, participate in technical selection, and confirm material specifications. · Proficient in procurement management systems and Microsoft Office tools (Excel, PowerPoint, etc.). Demonstrated capability in data analysis and performance monitoring for key procurement indicators such as delivery timeliness and cost reduction rates.Education / Experience / Languages:· Bachelor’s degree or above in Supply Chain Management, Materials Science, Mechanical Engineering, Electronic Engineering, or a related discipline.· Minimum of 5 years’ experience in procurement within the semiconductor industry. Candidates with experience in precision components, semiconductor equipment, or valve-related material procurement are preferred. Familiarity with semiconductor manufacturing processes and valve technologies is advantageous.· Exceptional negotiation, communication, and coordination skills, with the ability to build and sustain effective relationships across internal departments and with external suppliers.· Strong cost consciousness, analytical thinking, and risk awareness. Proven ability to identify problems, develop solutions, and respond swiftly to procurement contingencies.· Willing to travel for supplier site audits, project coordination, and on-site support when required.
